To check, compare your electricity use and meter-read dates first, then identify which rate or bill charge changed. Next, look for an approved utility or regional-market cost that applies to your service area and customer class. A 2026 Rutgers study found no robust evidence of higher residential bills tied to data-center openings in its 2014–2024 sample, but it does not settle what happened after 2024 or what is happening in every region.
Start with the bill: did you use more electricity, or pay more for it?
A larger total can come from higher consumption, a higher price or other charges, or a combination. Compare the bill’s underlying details rather than relying on the total or on the location of a nearby facility. The U.S. Department of Energy’s Federal Energy Management Program says bills commonly show current consumption, historical usage, rate components and, for some customers, peak demand.

Compare bills with matching periods
Set the current bill beside the previous month’s and, if available, the bill for the same period last year. Check the start and end dates and whether each meter reading was actual or estimated. A longer billing period, a seasonal heating or cooling change, or an estimated read can make a simple month-to-month total misleading.

Check whether your household’s use changed
If your kWh increased, consider household changes such as heating or air-conditioning, occupancy, new appliances, or electric-vehicle charging. Utility interval data can help narrow down when consumption changed: advanced meters typically track usage hourly or in 15-minute intervals, according to DOE guidance. Start with the usage history or interval data your utility provides. A home energy monitor may help track your own consumption, but it cannot identify who caused a change in the utility’s rates.
Find the exact charge that changed
If your kWh stayed about the same while the bill rose, compare the supply price, delivery price, fixed charge, and each new or increased rider, adjustment, or tax. Check whether your electricity supply comes from the regulated utility or a separate retail supplier; the applicable charges may appear in different places. Ask the utility which tariff applies to your account, what changed, the effective date, and which regulator filing or order authorized the charge.
Trace a changed charge to an approved cost
Electricity costs can reach customers through different channels and on different schedules. A proposed investment, a data center’s connection request, or a wholesale-market auction result is not by itself proof that a charge is already on your bill. Look for the approval, effective date, and customer class affected.

| Possible route | Records to check | What would connect it to your bill |
|---|---|---|
| Utility infrastructure and other costs recovered through retail rates | Your utility’s tariff book, rate-case filings, regulator orders, customer notices, and relevant resource or transmission plans | An approved charge, its effective date, and evidence that it applies to your customer class |
| Regional wholesale energy or capacity costs passed through to retail customers | Grid-operator market reports, state regulator decisions, utility or supplier notices, and consumer-counsel filings | A market cost and a regulatory or contractual path showing when and how it flows into your retail rate |
| A cost assigned specifically to large-load or data-center customers | Tariffs, rate-case dockets, interconnection terms, and large-load cost-allocation provisions | Evidence that the relevant customer or infrastructure cost is assigned to that load rather than spread to other customer classes |
The U.S. Department of Energy’s January 17, 2025 brief on large-load rate design identifies fair allocation of system costs and avoiding unfair shifting to other customers as policy concerns. That objective does not establish that a particular utility shifted costs. Whether a utility has separate large-load rates, minimum demand commitments, interconnection deposits, customer-funded infrastructure, or protections against stranded assets depends on its approved rules.
Check whether regional market costs apply where you live
Some wholesale costs are set across a regional market rather than near one neighborhood. They may later flow into retail bills, but the timing and amount depend on the market, the state’s regulatory decisions, the utility or supplier, and the customer’s consumption. A regional price change alone does not identify which new loads, supply conditions, market rules, or infrastructure decisions caused it.
For example, the New Jersey State Policy Lab’s 2026 report notes that PJM wholesale costs can eventually flow into New Jersey retail bills. The lab’s ZIP-level analysis was not designed to isolate that regional effect. Its report states that PJM’s 2025/2026 capacity auction cleared at $269.92 per megawatt-day, compared with $28.92 in the prior auction. It describes the increase as involving tighter supply, higher demand, market-rule changes, and declining offered capacity; it also notes that independent analysts and advocates identify data-center load growth as a contributor.

Maryland’s Office of People’s Counsel reported that PJM’s July 2025 capacity auction for 2026/2027 cleared at $329 per megawatt-day, compared with $270 in the prior auction. The office’s estimates of resulting customer bill effects depend on electricity use and regulatory decisions about when wholesale costs enter retail rates. These auction figures are not the same as a specific household’s bill increase.

In a December 18, 2025 fact sheet, FERC said it had directed PJM to establish transparent rules and submit a reliability report by January 19, 2026. That dated fact sheet does not establish what later happened in the proceeding; check the relevant FERC docket for subsequent decisions before relying on its status.
What the available residential-bill study does—and does not—show
The New Jersey State Policy Lab at Rutgers University published a 2026 analysis using state-ZIP panel data covering 22,834 units in 24 states, linked to 2,277 operational data centers with dates through 2024. It used American Community Survey household electricity-bill data and public interconnection filings.

In the initial comparison, ZIP codes with a data center had bills about $2.09 per month higher than ZIP codes without one, against an average monthly sample bill of about $164. After matched comparisons and income adjustments, the estimates were smaller and statistically insignificant; the report also found no statistically significant effect at utility-territory scale. Those results are evidence about the study’s sample and methods, not a universal estimate of data-center effects. The lab describes the period as pre-hyperscaler and says the analysis cannot establish the effect of later buildout.
A ZIP-code opening and a household bill change occurring around the same time do not establish causation. ZIP-level comparisons do not isolate every regional mechanism, while a regional auction movement does not establish a particular facility’s share of costs. The evidence summarized here cannot determine whether a particular reader’s bill rose because of a particular data center; there is no single percentage or dollar amount that applies across utility territories.

“Which tariff or approved adjustment changed this charge, when did it take effect, and what filing or order explains how costs are allocated to my customer class?”
Request the tariff section, docket number, order, or customer notice that supports the answer. If no public record connects a data-center load to the charge on your account, treat that connection as unverified rather than attributing the increase to proximity.
In Arizona, Arizona Public Service has described proposals in a rate request that would raise rates for extra-large energy users and use annual formula-rate adjustments and long-term infrastructure contracts. Those are APS’s descriptions of its proposals and approach, not an independent finding or a guarantee for residential customers elsewhere. California readers can also consult California Energy Commission materials on demand forecasts, reporting, and data-center energy information, alongside their utility’s tariff and regulator records.
