Check the service’s current terms, prohibited-use rules, deposit and withdrawal policies, and account-restriction or source-of-funds help pages. Confirm the exact provider, legal entity, product, and customer jurisdiction: a rule for one service or region may not apply to another. If the wording is unclear, ask the provider through its official support or compliance channel about the specific circumstances. A mixer connection alone does not establish that funds are legally sanctioned or predict how a service will handle them.
First, separate sanctions law from a service’s own rules
“Mixer-linked” and “sanctioned” do not mean the same thing. OFAC’s FAQ 646 addresses virtual currency that a U.S. person determines is required to be blocked under U.S. sanctions regulations. It does not say that every past interaction with any mixer automatically makes funds legally blocked. Whether property is subject to blocking depends on the applicable sanctions rules and the facts.

A crypto provider can also impose contractual restrictions that go beyond sanctions requirements. For example, Circle’s EEA account agreement names mixing services among high-illicit-finance-risk activities and describes circumstances in which Circle may block certain addresses or freeze associated Circle-custodied currency. Gemini’s EU user agreement prohibits use involving a mixing service and allows investigation of fund sources and account restrictions where prohibited activity is suspected. Those are rules in specific agreements, not universal policies for exchanges, wallets, or other providers.

- Identify the exact service and agreement. Find the legal entity named in the terms, the product you plan to use (such as an exchange, hosted wallet, payment service, or stablecoin account), and the jurisdiction associated with your account. OFAC’s virtual currency guidance says a compliance program should be tailored to the business, products and services, customers and counterparties, and geographic locations served.
- Read the current policy pages. Review the terms of service, acceptable-use or prohibited-activity rules, deposit and withdrawal guidance, account-restriction help, and source-of-funds information. Search for “mixer,” “mixing service,” “tumbler,” “blocked address,” “source of funds,” and “suspicious activity.” Circle and Gemini’s cited agreements use direct mixer language. Kraken’s account-restriction help page explains restrictions and case review, but does not state a mixer-specific rule on that page.
- Check what the provider says it may do. Distinguish a rejected deposit from a temporary review, deposit or withdrawal limitation, account suspension, address block, or asset freeze. These outcomes are not interchangeable. Circle and Gemini describe potential restrictions or freezes in their agreements; Kraken says a funding restriction may prevent deposits and withdrawals while a review is underway.
- Ask about the facts that matter to your case. Contact the provider using details reached from its official website or app. Ask whether the rule covers a proposed deposit or only activity on the service, whether it distinguishes direct from indirect exposure, and what source-of-funds records it may request. This can clarify published policy, but it does not guarantee that the provider will disclose internal screening controls or pre-approve a transaction. Kraken advises restricted users to check for and answer support requests for additional information.
- Keep the answer and relevant records. Save a dated copy of the applicable policy and any official support response. If assets are actually blocked under OFAC rules, a service cannot simply release them on request: OFAC says blocked virtual currency may be unblocked and returned only with OFAC authorization or when the legal prohibition no longer applies.
What policies can—and cannot—tell you
Terms and help pages can show whether mixer activity is explicitly named, whether rules address use of a mixing service or incoming funds, what actions the provider reserves the right to take, and whether it may request source-of-funds information. They may not reveal internal risk scores, screening thresholds, or the likely outcome for a particular transaction. A general policy is not a guarantee of acceptance or rejection.

When comparing providers, use the same questions for each: Is mixer or tumbler activity named? Does the rule apply to direct use, incoming funds, or both? Can the provider reject, review, restrict, freeze, or close an account? Does the policy vary by product or jurisdiction? What records may be requested? Is the page describing sanctions screening specifically, or a broader private risk policy? The cited sources do not publish comparable numeric screening thresholds, so they do not support ranking services by a score.

OFAC’s Sanctions Compliance Guidance for the Virtual Currency Industry encourages a tailored, risk-based sanctions program. It recommends appropriate sanctions-list and geographic screening, along with tools sufficient to identify and block transactions associated with blocked persons. That guidance concerns companies’ compliance programs; it does not reveal an individual provider’s private mixer-risk threshold or establish a universal acceptance standard.

OFAC FAQ 646 says that once a U.S. person determines it holds virtual currency required to be blocked, it must deny all parties access and meet applicable controls and reporting obligations. The FAQ says blocked virtual currency must be reported within 10 business days and annually while it remains blocked. The FAQ is dated October 15, 2021; check current OFAC rules and guidance for requirements that apply to a specific situation.

If your account or funding is restricted
- Use the provider’s official support channel and follow its instructions; do not rely on unofficial contacts claiming they can release funds.
- Check the account for requests for additional information and respond through the provider’s official process.
- Keep copies of messages, submitted records, and the policy version relevant to the restriction.
- Do not assume a restriction is a sanctions block: providers may review or limit activity under their own terms as well as comply with legal obligations.
