Then check the relevant proxy settings and whether security software is blocking the browser. A connection error alone does not prove that a firewall is responsible. If this is a work- or school-managed device, ask IT before changing a proxy, firewall rule, or certificate.
First narrow down where the connection is failing
Try the failing address in another browser, then visit a different website. These checks help distinguish a site-specific problem from a browser or network problem, but they do not identify the cause with certainty.

| What you find | What to check next |
|---|---|
| One website fails, but other sites load | The website itself or a site-specific block may be involved. Avoid changing broad proxy or firewall settings based on this symptom alone. |
| The site fails in one browser but works in another | Compare the affected browser’s proxy configuration and security permissions with the working browser. |
| Several websites fail in several browsers | Check the network connection, a possible public Wi-Fi sign-in portal, and whether the websites are available before focusing on a browser setting. |
Check the connection before changing security settings
Look for a Wi-Fi sign-in page
Public Wi-Fi may require you to accept terms or sign in through a portal before normal browsing works. Open a browser and look for a network sign-in page if you are on public Wi-Fi.
Test the network and the website
If multiple browsers cannot load the same page, the network or website may be the issue. Google’s general troubleshooting guidance suggests restarting the modem and router; if the problem persists, contact the website owner. See Google Chrome’s connection troubleshooting guidance.

Inspect proxy settings
A proxy server routes web traffic through an intermediary rather than connecting directly from the device. Microsoft notes that workplaces may require a proxy. Windows provides automatic detection, a setup script, or manual server details; a script address or manual server name or IP address and port may be supplied by an organization. Do not guess those values or turn off a required work or school proxy. See Microsoft’s Windows proxy settings guidance.
Windows 10 and Windows 11
- Open Settings > Network & internet > Proxy.
- Review automatic proxy detection, any setup script, and manual proxy settings, including any exception list.
- If the device is managed, or you do not know whether a proxy is required, ask your organization’s IT department for the correct configuration before editing or removing it.
Firefox
In Firefox Settings, find Connection Settings in the network settings area. Menu placement can vary by version. If you are not meant to use a proxy, Mozilla says No Proxy may be appropriate. If a proxy is expected, compare Firefox’s configuration with a browser that works rather than assuming the settings should be identical. See Mozilla’s Firefox Connection Settings help.

Chrome, Edge, and system settings
Google’s Chrome troubleshooting directs users to the computer’s proxy settings, and Mozilla also suggests comparing a browser’s configuration with system proxy settings. Browsers do not necessarily use identical configurations in every setup. For Chrome connection issues, see Google’s troubleshooting guidance.

Mozilla points Mac users to Apple’s documentation for operating-system proxy setup and Network preferences. - NIGHTHAWK WIFI 6 ROUTER FOR YOUR WHOLE HOME: Delivers fast, reliable WiFi across every room of your apartment or small home for streaming, gaming, video calls, and smart home devices, all running at the same time without slowing each other down.
- WORKS WITH YOUR EXISTING INTERNET SERVICE: Pairs with your existing modem or gateway via ethernet. Compatible with most cable, fiber, DSL, and satellite providers. Some gateways and modem router combos may require bridge mode. No coax needed.
- SET UP AND MANAGE YOUR NETWORK WITH THE NIGHTHAWK APP: Download the free Nighthawk app on iOS or Android for guided setup. Manage WiFi, run speed tests, pause devices, and set up guest networks from anywhere. Active internet required.
- READY FOR THE DEVICES YOU ALREADY OWN: Your phones, laptops, and TVs work right out of the box. WiFi 6 delivers speeds up to 1.8 Gbps across 2.4 GHz and 5 GHz bands. Backward compatible with WiFi 5 and earlier.
- COVERAGE IN EVERY ROOM: Covers up to 1,500 sq. ft. for up to 20 connected devices. Walls, floors, and interference can reduce range. Larger or multi-story homes may benefit from a NETGEAR Orbi mesh WiFi system.
Check whether a firewall or security app is blocking the browser
Firewall, antivirus, or other internet security software can prevent a browser from connecting. This is worth checking if the problem began after a browser or security-software update, a reconfiguration, or a new installation. Mozilla lists security software as a possible cause of Firefox connection failures. See Mozilla’s guidance for Firefox connection failures.
- Open the security product’s current official instructions and check whether the affected browser is permitted to access the internet.
- Do not leave a firewall or antivirus disabled as a fix. The available guidance does not provide one safe, universal temporary-disable procedure for all products.
- On a work- or school-managed device, ask IT to review the policy instead of changing security rules yourself.
Google’s Chrome troubleshooting also points Windows users to Microsoft’s Firewall and Network Protection guidance; the exact controls depend on the Windows version and security configuration. See Google’s Chrome troubleshooting page and Microsoft’s Firewall and Network Protection guidance.

Interpret connection and certificate errors cautiously
ERR_CONNECTION_REFUSED
Google says this Chrome error can mean the page did not allow Chrome to connect or that the page is blocked. It does not establish that your local firewall caused the problem. Other possibilities include the site, proxy, network, or browser configuration. See Google’s Chrome connection troubleshooting.

Certificate warnings on a managed network
An HTTPS-intercepting proxy can produce a certificate error if its certificate is missing or not installed. On a work or school network, ask IT to investigate. Do not bypass the certificate warning or remove a managed certificate to make the page load. See Google’s Chrome troubleshooting guidance.

Other common messages
Messages such as “This webpage is not available” or “Server Not Found” are symptoms, not a diagnosis. Check whether other sites and browsers work before deciding that a proxy or firewall is at fault. Mozilla’s browser help discusses these kinds of connection failures in its Firefox website-loading guidance.
