A strong P-3 petition must explain what makes the art form culturally unique, connect that tradition to the beneficiary’s actual skills, and document every proposed U.S. event as part of the cultural program. The core record generally includes expert attestations or published material, a complete and consistent event itinerary, supporting contracts or oral-agreement summaries, and a written labor-organization consultation.
What a P-3 petition needs to establish
P-3 is a temporary classification for an individual or group coming to the United States to perform, teach, or coach in an arts or entertainment program that is culturally unique and furthers understanding or development of the art form. The program may be commercial or noncommercial.

The evidence should tell one connected story: what the art form is, why it is culturally unique, how the beneficiary’s skills relate to it, and how the scheduled activities will present or develop that art form. A performer’s nationality or ethnic background alone does not explain the uniqueness of the art or establish that the U.S. events themselves qualify.

How to document cultural uniqueness
USCIS materials describe two alternative evidence routes: attestations from recognized experts, or published material evidencing the performance’s cultural uniqueness. The sources do not establish a formal ranking or point system for these options.

Recognized-expert affidavits, testimonials, or letters
An expert’s statement is most useful when it identifies the expert’s credentials, explains how the expert knows the beneficiary’s skills, and describes the cultural tradition or methodology those skills represent. It should connect the claimed art form to what the beneficiary will actually perform, teach, present, or coach. A short endorsement that offers no credentials or basis of knowledge gives the adjudicator less to assess.
Published material
Published material, including reviews, can provide evidence of the performance’s cultural uniqueness. Use material that addresses the performance or art form at issue rather than relying only on general biography or publicity that does not explain the cultural qualities being claimed.

How to assess the evidence
- Directness: Does the item explain the tradition, style, or methodology and connect it to the beneficiary’s actual skills and program?
- Source basis: Does an expert explain their credentials and knowledge, or does a publication discuss the performance itself?
- Event coverage: Does the record support the cultural character of every proposed event, not just the beneficiary’s general background?
- Consistency: Do the art-form description and event details match across the petition materials?
How to show that every event is culturally unique
Evidence about an artist’s background does not, by itself, describe the events in the U.S. program. USCIS’s P-3 template gives examples of event evidence including flyers for upcoming events, a detailed itinerary, contracts that describe the events, and evidence that the beneficiaries are an established group that performs culturally unique events. The filing should cover all performances or presentations in the proposed program.

For each event, identify the date, employer or sponsor, and performance location. Describe the nature of the event or activity and provide the beginning and ending dates of the activity or program. Explain enough about the event to show how it relates to the culturally unique art form; a venue name and date alone do not do that work.

Support the schedule with agreements and event materials
Pair the itinerary with copies of written contracts. If there is no written contract, provide a summary of the terms of the oral agreement. Flyers and other event materials can add context, but their descriptions should not conflict with the itinerary or contract.
Before filing, compare every event entry across the itinerary, contracts or oral-agreement summaries, flyers, support letters, and program description. Reconcile differences in dates, locations, sponsors, event names, and descriptions rather than leaving the officer to guess which version is correct.

What the P-3 labor consultation should address
A written consultation from an appropriate labor organization is a distinct P-3 filing requirement. USCIS’s P-3 template defines a consultation as “a written advisory opinion regarding the nature of the work and the beneficiary’s qualifications.” For this classification, the favorable opinion should address the cultural uniqueness of the skills, whether the events are cultural in nature, and whether the proposed activity is appropriate for P-3. A labor organization may provide a letter of no objection.
If no appropriate labor organization exists
If none exists for the occupation, document the effort to locate one. USCIS’s template suggests describing the steps taken, the people or entities contacted, and relevant publications consulted to determine that no appropriate organization exists.

Group petitions and filing checks
USCIS Form I-129 instructions state that one petition may include up to 25 beneficiaries when all are members of a group; a group larger than 25 requires more than one petition. Confirm the current I-129 instructions and form edition before filing, because forms and filing requirements can change.
USCIS evaluates the evidence in the context of the specific petition; the official materials do not set a numerical sufficiency threshold or guarantee approval. Older administrative decisions illustrate that the factual fit among the claimed skills, proposed duties, and events can matter, but they do not replace current instructions or the governing regulation.
Final P-3 evidence check
- The petition defines the art form and explains its connection to a particular cultural tradition or community.
- It connects that explanation to the beneficiary’s demonstrated skills and planned activities.
- It uses expert attestations with credentials and a stated basis of knowledge, or relevant published material, to support cultural uniqueness.
- It accounts for every proposed event and explains each event’s cultural nature.
- The itinerary gives dates, employers or sponsors, locations, activities, and program start and end dates.
- Contracts or summaries of oral agreements support the itinerary, and event materials agree with it.
- The written labor consultation addresses the P-3-specific issues, or the filing documents the search if no appropriate organization exists.
USCIS forms, editions, instructions, and filing requirements can change. Confirm the current Form I-129 instructions and applicable regulation when preparing a petition.
