A paper test estimates germination, not field establishment, so use a soil check if you also want to gauge how well seedlings may emerge.
Take a representative sample from the seed lot
A test is only useful if the seeds you test reflect the lot you plan to sow. Take small portions from different parts of each bag or container. If the lot has multiple bags, sample more than one rather than testing a handful from a single bag.

The International Rice Research Institute (IRRI) Rice Production Manual suggests sampling approximately the square root of the number of bags—for example, at least 3 bags out of 9, or 10 out of 100. Mix the sampled grain, then take at least three samples of 100 seeds each. IRRI Rice Production Manual

IRRI’s farmer fact sheet describes a practical test using 100 seeds and a paper towel. Use a clean container and absorbent paper or cloth; no special brand of material is required. IRRI farmer fact sheet
#1 Best Overall
- Natural Husk for Nutrient Density: Morning Bird Paddy Rice retains its natural husk while providing essential vitamins and minerals for healthier feathers and strong beaks. Ideal for seed eating birds of all sizes, it supports overall vitality and health.
- Smooth Transition for Imported Birds: Perfect for birds adjusting to a new environment, these rice seeds offer a nutritious and familiar food alternative. Its high nutrient content helps birds stay strong and healthy during their transition such as Java Rice Finches or Red-Capped Cardinals.
- Versatile Feeding Options: Serve Morning Bird Paddy Rice dry or soaked, giving you the flexibility to cater to your bird's preferences. When soaked the rice bird feed softens for easier digestion while making it suitable for small birds or those with sensitive beaks.
- Supports Healthy Digestion: The natural fiber in unprocessed Paddy Rice bird seeds helps maintain proper digestion and nutrient absorption. This promotes extended health while guaranteeing your birds stay active, healthy and happy for longer periods.
- Pure & Natural Formula: With no artificial preservatives, components or colors this healthy rice by Morning Bird acts as a natural source of food for your birds. It is something that is healthy, simple to include in a bird's diet, and is advantageous to their health as a whole.
- Count 100 seeds. Take them from the mixed representative sample. If you want a steadier estimate, test multiple 100-seed samples separately.
- Soak the seeds for 24 hours. This is the soaking period in IRRI’s fact-sheet procedure.
- Arrange them on moist absorbent material. Lay the seeds in a grid on a wet paper towel and cover with another moist towel, or place the setup in a closed container.
- Keep the material moist, not flooded. Add water as needed, but avoid water running off or pooling; excess water can cause seeds to rot.
- Count and record germinated seeds. The fact sheet calls for counts on days 3 and 5. With 100 seeds, the count is also the percentage: 82 germinated seeds equals 82%.
For a percentage with any sample size, divide the number of germinated seeds by the number tested and multiply by 100. For example, 246 germinated seeds out of 300 tested is 82%.
A longer observation schedule is also described
A separate IRRI Rice Production Manual procedure uses 100 seeds from each of at least three samples, placed on absorbent paper in a waterproof tray. Saturate the paper carefully, check daily that it remains moist, and record counts through day 10. The manual recommends calculating five- and ten-day results; quicker germination is an indicator of vigor. This is a different procedure from the fact sheet’s day-3-and-day-5 schedule, not an extra step in one standardized protocol. IRRI Rice Production Manual

Interpret the percentage in context
IRRI’s farmer fact sheet says seed should have at least 80% germination to be considered good. A separate IRRI Rice Production Manual states that good-quality seed should have 85–90% germination in 10 days. These are benchmarks from different guidance and procedures, not a single universal legal threshold. IRRI farmer fact sheet IRRI Rice Production Manual
Seed class, planting system, and local rules may set a different requirement. For example, the Government of India’s Protection of Plant Varieties and Farmers’ Rights Authority lists rice germination requirements in the specific context of seed or planting-material submissions for Distinctiveness, Uniformity and Stability (DUS) testing. Its table cites a notification dated 1 November 2006; it is not a general pass mark for every grower. PPV&FRA DUS testing requirements

Check establishment in soil if field performance matters
Germination on paper does not predict field establishment exactly. IRRI notes that emergence can often be 70% or less of the germination result. For a more field-like check, its farmer fact sheet recommends using two samples of 100 seeds in a soil-filled tray, covering the seeds lightly—about 5 mm—keeping the soil moist, and counting established seedlings after seven days. Larger seeds may establish better than smaller ones. IRRI farmer fact sheet

- Check another representative sample. A poor result from a casual handful may not describe all bags, while a single strong sample may miss weak seed elsewhere in the lot.
- Consider a reliable seed source. If the result is weak, obtaining seed from a reliable source may be preferable where available.
- Adjust sowing rate only with local guidance. JICA’s rice-production manual says the seed rate can be increased when germination is low and no other source is available; the appropriate adjustment depends on local practice. JICA rice-production manual
- Use an official service when an official result is needed. Contact the relevant local seed-testing service and follow the applicable rules. A home paper test is an estimate, not a formal certification test or a diagnosis of every cause of poor germination.
In specialized rice genetic-resources work, IRRI describes tetrazolium testing as a way to assess seeds that fail to germinate and help distinguish dormancy from non-viability. That laboratory method is not a substitute for the simple farmer test or a general home diagnosis. IRRI rice genetic-resources guidance
