A GST rate change changes the tax calculated on a taxable supply, but it does not guarantee that a shop’s price will change by the same amount. The result depends on the item’s classification, its taxable value, the seller’s pricing and—around a rate change—the transaction’s timing. For ordinary packaged goods, the printed MRP or retail sale price is already tax-inclusive; GST should not be added on top of it.
What changes when a GST rate changes?
GST is a consumption tax: the consumer ultimately bears its burden. When the rate changes, the tax amount calculated on a taxable supply changes, assuming the taxable value and other relevant details remain the same. The tax change and the shop’s price change are not necessarily identical: the seller’s price, discounts, charges and the transaction itself can affect the amount paid.

GST is generally calculated on the transaction value under Section 15 of the CGST Act, subject to the section’s terms and inclusions. That means the taxable value is not always just the advertised base price; relevant charges and the actual transaction can matter. Read Section 15 on value of taxable supply.
How to calculate the effect on a fixed pre-tax price
For a tax-exclusive base price, use:
Total = base price × (1 + GST rate)
For example, if the taxable pre-GST price remains ₹100 and there are no discounts or additional charges, the arithmetic changes as follows:

| GST rate | Tax on ₹100 | Illustrative total |
|---|---|---|
| 18% | ₹18 | ₹118 |
| 5% | ₹5 | ₹105 |
The difference is ₹13 in this simplified calculation. It is not a prediction that a particular product’s shelf price will fall by ₹13: the example holds the pre-tax price fixed, while a real seller’s price and the transaction’s details may differ.
If you need to isolate the tax in a tax-inclusive total, use tax = total × rate ÷ (100 + rate), assuming the total includes only that tax at that rate. These formulas explain the arithmetic; they do not establish a product’s GST classification or current rate.

Is GST already included in MRP?
Yes. For packaged goods, the declared retail sale price (MRP/RSP) includes GST and other taxes. Do not add GST again on top of the marked price for an ordinary packaged retail sale. CBIC’s GST Rates FAQs explain the tax-inclusive retail sale price.

Why might a price not fall when GST goes down?
A lower rate reduces the tax-inclusive arithmetic total when the same taxable base is held constant. But a product’s actual price can also reflect a change in the seller’s pre-tax pricing, a promotion, the pack size, additional charges or a different transaction. A fair comparison uses the same product, quantity and seller, and checks the actual billed amount rather than assuming the rate cut alone explains the price.
GST Council guidance says that a tax-rate reduction or input tax credit benefit must be passed on through a commensurate reduction in price. If you believe a benefit was not passed on, the Council’s GST Help page describes the anti-profiteering application route. Confirm the current process and competent authority through official channels; the guidance does not predict the outcome of an individual complaint.

Which rate applies around a change?
The purchase date alone may not settle the applicable tax. The Ministry of Finance FAQ says, “GST is levied on supply,” and explains that time-of-supply rules determine liability in cases where supply, invoicing and payment fall on different sides of a rate change. It also addresses advances. The answer depends on the facts of the transaction, so do not assume that the rate on the day you pay always decides the tax.

What to check on a shopping bill
- Price type: Is it a packaged item’s tax-inclusive MRP/RSP, or a quoted pre-tax price?
- Like-for-like comparison: Match the exact product, quantity and seller; different pack sizes or sellers can make a price comparison misleading.
- Invoice details: Where an invoice is provided, check the taxable value, GST rate and tax amount, and consider the supply, invoice and payment dates if the purchase straddled a rate change.
- Product classification: A specific rate depends on the product description and classification. CBIC notes that its FAQ is educational and not legally determinative; use the applicable official notification for a definitive item-specific rate. See CBIC’s overview of GST.
