How to Check a Crypto Exchange’s Sanctions Screening and Compliance Policies

A practical checklist for reviewing a crypto exchange’s sanctions screening: verify the entity and jurisdiction, screening scope, ongoing controls, alert handling and evidence quality.

To assess a crypto exchange’s sanctions controls, check which legal entity and jurisdictions its policy covers, what people and transactions it screens, how often screening is repeated, and how it handles alerts. Then look for governance, testing and operational detail. A policy tells you what the company says it does; it does not prove the controls work or establish that the exchange complies with every applicable law.

Why sanctions screening matters for crypto

Using virtual currency does not, by itself, remove sanctions obligations. The U.S. Treasury’s Office of Foreign Assets Control (OFAC) says sanctions requirements apply to virtual-currency and traditional fiat transactions alike for U.S. persons and others within OFAC jurisdiction. Under applicable U.S. rules, property of a person on the Specially Designated Nationals and Blocked Persons List (SDN List), and property of entities owned 50 percent or more in aggregate by blocked persons, may need to be blocked. The applicable sanctions program and facts matter; see OFAC FAQ 560.

These are U.S.-specific examples, not a universal legal opinion. The UK financial authorities likewise state that sanctions apply to cryptoassets and identify additional controls firms should consider in the cryptoasset sector. Requirements vary with jurisdiction, business model, product and customer base. See the UK authorities’ joint statement and the relevant local regulator’s guidance.

Start with the exchange entity and jurisdiction

An exchange brand may operate through different legal entities, products and regional websites. Find the entity named in the terms or legal disclosures for the account you would use, and identify the country or region in which that product is offered. Then read the sanctions policy that applies to that entity and customer location—not just a general brand-level statement.

Bitkey Bitcoin Hardware Wallet, No Screen - Self-Custody, No Seed Phrase
  • BITCOIN EXCLUSIVE, PHONE VERIFICATION: Bitkey is designed from the ground up exclusively for bitcoin — a dedicated hardware wallet for secure bitcoin storage. Approve transactions with a tap using your phone and NFC. No device screen is required.
  • SELF-CUSTODY, NO EXCHANGE OR CUSTODIAN REQUIRED: You hold two of the three keys in the Bitkey system – one on your phone and one on your Bitkey device. The third is stored on Bitkey’s server and cannot move your bitcoin on its own.
  • NO SEED PHRASE: Set up and use Bitkey without creating or storing a seed phrase.
  • 2-of-3 MULTISIG: Three keys are stored separately across your phone, Bitkey device, and Bitkey’s server. Any two keys are required to move your bitcoin.
  • BUILT-IN RECOVERY: Encrypted backup and recovery tools can help you regain access if you lose your phone or Bitkey device. You can also designate a Recovery Contact.

For each exchange, record the entity, customer jurisdiction and product before comparing its controls. A disclosure for a European subsidiary, for example, should not be treated as proof about every affiliate or service under the same brand.

Check which rules, lists and people are covered

A useful disclosure identifies the sanctions regimes or official lists the firm considers relevant and explains how it keeps screening data current. A list name alone is not enough: look for how the company resolves potential matches, handles spelling variations, and updates or rescreens customer records when lists or customer information change.

Look for coverage beyond the account holder. Depending on the firm’s risks, relevant screening can include customers, beneficial owners, counterparties and transaction information. OFAC’s virtual-currency industry guidance describes risk-based controls such as customer and transaction screening, fuzzy matching, geolocation measures, and ongoing rescreening. The exchange should explain how its controls fit its own products and exposure rather than implying that one fixed setup suits every business.

Find out whether wallet addresses and transactions are screened

To answer “Does this exchange screen wallet addresses?”, look for an explicit statement about screening digital wallet addresses or transaction activity—not only customer names at account opening. Where relevant, a firm may assess addresses, counterparties, transaction patterns and associated risks. A policy should make clear whether such checks occur before or during a transaction and what happens when an alert is raised.

Also look for geographic controls. The UK authorities identify dealings involving sanctioned or higher-risk jurisdictions, wallets associated with sanctioned or high-risk entities, risky exchanges or custodians, and tools that obscure location or source of funds as possible indicators. They caution that indicators must be considered in context; their presence alone does not establish a sanctions breach. See the joint statement.

Look beyond onboarding to ongoing controls

Screening only at signup can miss later changes: a customer may become a match after a list update, account information may change, or a new transaction may create a risk that was not present at onboarding. Look for a description of continuing rescreening, monitoring of relevant activity, and—where risk warrants it—a process for reviewing past activity after a relevant change or list update.

Geolocation deserves the same scrutiny. A meaningful policy explains how the firm detects or restricts access from prohibited or higher-risk places and how it considers attempts to obscure location. The exact controls should reflect the applicable law and the exchange’s risk profile; a broad claim that the service is “globally compliant” does not explain how these controls operate.

Assess how alerts are handled

Screening is only one part of a control process. Look for operational information about who investigates a potential match, how the firm decides whether it is a false positive, and what happens to an account or transaction while the alert is unresolved. A disclosure may also explain escalation, record retention and reporting procedures.

Do not assume every match triggers the same action or that reporting duties are identical everywhere. Blocking, rejecting, freezing or reporting can depend on the jurisdiction, the type of property, the match and the applicable sanctions program. For consequential questions, consult a qualified legal or compliance professional.

Look for accountable governance, testing and training

OFAC says there is no single compliance program suitable for every business. Its guidance describes five core components: management commitment, risk assessment, internal controls, testing or auditing, and training. It recommends tailoring the program to factors such as business type, size and sophistication, products, customers, counterparties and geographic footprint. The agency puts it plainly: “OFAC strongly encourages a risk-based approach to sanctions compliance because there is no single compliance program or solution suitable to every circumstance or business.” This is from the U.S. Treasury’s Office of Foreign Assets Control, Sanctions Compliance Guidance for the Virtual Currency Industry (2021), p. 11. Read the OFAC guidance.

For more operational detail, UK applicants for cryptoasset registration can consult the FCA’s application guidance. It describes expectations for procedures covering customer due diligence, enhanced due diligence, sanctions screening, periodic review, monitoring, training and suspicious activity reporting, and for configuring and documenting monitoring rules and thresholds. These are UK registration expectations, not universal requirements for every exchange worldwide.

When a provider mentions screening vendors or blockchain analytics, look for how it oversees and configures those tools, what coverage limitations it recognizes, and how alerts reach staff empowered to act. OFAC does not require a particular in-house or third-party software product; tools can support an effective program. The FCA says it cannot recommend or endorse a specific anti-money-laundering tool. A vendor name alone is not evidence of effective controls. See the OFAC guidance and FCA application guidance.

Use disclosures as evidence of claims, not proof of effectiveness

There is a meaningful difference between a marketing assurance, a detailed procedure and independent evidence. For example, OKX Europe’s published disclosure says it screens customers, including beneficial owners, against Hong Kong, OFAC, UN and other government lists and describes ongoing monitoring. That is a company-published account of its stated controls; it does not independently establish that screening is complete, current, correctly configured or effective. Read the OKX Europe disclosure in that light.

More informative evidence may include sufficiently detailed procedures, independent assurance, regulator records or enforcement history, and public explanations of how identified weaknesses are remediated. Treat each item according to what it actually establishes: a policy describes intended practice, while an audit or regulator record may address a particular scope, period or issue. None should be generalized beyond its stated coverage.

Compare exchanges using the same checklist

If you are evaluating multiple providers, compare the same dimensions for each. This makes differences in disclosure visible without turning the exercise into a certification of legal compliance.

  • Entity and jurisdiction: Which legal entity serves you, and which policy applies to your product and location?
  • Rules and lists: Which sanctions regimes or lists does the provider name, and does it describe list updates and match review?
  • Screening scope: Does it cover beneficial owners, counterparties, transactions, wallet addresses or geographic data where relevant?
  • Timing: Does screening occur at onboarding and continue as lists, customer details, risk or transactions change?
  • Geographic controls: Does the firm explain how it detects restricted access and handles location-obscuring behavior?
  • Alert handling: Does it describe investigation, escalation, transaction or account action, reporting and record retention?
  • Governance: Is there accountable leadership, trained compliance staff, testing or auditing, and a process for fixing deficiencies?
  • Tools and limits: Does it explain vendor oversight, tool configuration, coverage limits and how alerts inform decisions?

Check current official information before relying on a policy

Sanctions lists, regulations, exchange entities and public disclosures can change. Use the latest exchange policy for the relevant region and consult current official sources for the jurisdiction involved. One narrow example of why jurisdiction matters: OFAC FAQ 1250, released May 1, 2026, addresses Iranian digital asset exchanges under specified Iran rules and discusses blocking and reporting property within U.S. jurisdiction or in the possession or control of U.S. persons. It is not a general rule about all foreign exchanges. See OFAC FAQ 1250.
