No single setting changes the format a website sends you. In practice, “changing the default download file type” means changing one of three things: what your browser does when a file of a given type arrives, which installed program opens that file afterward, or which format the site offers in the first place. Browser and operating-system settings can change the first two. None of them converts a PDF into a DOCX or a ZIP into anything else.
Start by deciding which of these you actually want to change. The table below maps each common goal to the control that handles it.

Match your goal to the right setting
| What you want | Setting to use | What it changes |
|---|---|---|
| PDFs open in Chrome, and you want them saved instead | Chrome PDF documents setting | Whether Chrome downloads or opens PDFs |
| A downloaded file opens in the wrong program | Windows Default apps, by file extension | The app associated with that extension |
| Firefox saves or opens a certain kind of file automatically | Firefox Files and applications, Action for that content type | Firefox’s behavior for that content type |
| Downloads land in the wrong folder | Chrome Downloads location setting | The save folder, or whether Chrome asks each time |
| You need a DOCX where the site offers a PDF | Check the site for another format, or convert the file separately | The file’s actual format. The browser and Windows settings below do not change it. |
The steps below cover Windows 10 and Windows 11, Firefox on desktop, and Chrome on desktop. Safari, Microsoft Edge, mobile browsers, and Linux desktops follow different menus, and this guide does not give steps for them.
Change which app opens a file type on Windows
Windows decides which program opens a downloaded file by its extension, such as .pdf or .txt. Changing that association affects every file with that extension, not just the one you downloaded.

- Open Settings.
- Select Apps, then Default apps.
- In the search box, type the extension, for example
.pdf. - Select the matching result, then choose the app you want to open that type of file.
After you make the change, double-click a downloaded file of that type to confirm it opens in the new app. If it still opens in the old one, the file was probably opened from a browser’s Downloads list, which uses the same Windows association, so restart the browser and try again.
Change how Firefox handles a file type
Firefox keeps a download action for each content type. The action decides whether a file is saved, opened in Firefox, or sent to an app you choose. Mozilla’s support article Manage file types and download actions in Firefox explains that the content type comes from the server, so Firefox’s choice depends on what the website reports.

- Open Firefox Settings.
- Select General, then scroll to Files and applications (labeled Downloads in some versions).
- Find the content type you want to change and select its entry.
- Set the Action: Always ask, Save File, Open in Firefox for supported types, or an application you choose.
Mozilla’s wording on the default is direct: “If Firefox does not have a set download action for a type of file, Firefox will save the file by default.” If you see a file type being saved when you expected it to open, check whether Firefox has an action set for it. The site’s server may also be reporting the wrong content type, which can send a file to an unexpected handler. That is a site problem, and changing Firefox’s action only tells Firefox what to do with the type the server reports.

Make PDFs download instead of opening in Chrome
- Open Chrome Settings.
- Go to Privacy and security, then Site Settings, then Additional content settings, then PDF documents.
- Select Download PDFs, or leave it on Open PDFs in Chrome if you prefer the built-in viewer.
Choose where downloads are saved
- Open Chrome Settings and select Downloads.
- Change the default download location, or turn on Ask where to save each file before downloading.
This controls the folder, not the format. A file saved to a new folder is still the same file.
Stop a file type from opening automatically
If Chrome keeps opening one type of file as soon as it finishes downloading, open the Downloads page, find a recent download of that type, and uncheck Always open files of this type. Chrome then stops auto-opening that type but still saves it.

When you need a different format
If the site offers only one format, none of the settings above will produce another. Look for an alternate download option on the same page, such as a DOCX or ZIP link near the file you want, or check whether the publisher lists other formats in its download menu. If there is no other option, convert the file with a tool that handles the source and target formats you need. Converting produces a new file. The original stays as it was.

Troubleshooting common results
- The file still opens in the browser. Confirm the Chrome PDF setting, or the Firefox action for that content type. Also check whether the file type is one the browser opens internally.
- The file opens in the wrong app after a Windows change. Reopen Default apps and search for the extension again. A stale association often persists until the browser or File Explorer is restarted.
- A file is saved when you expected it to open in Firefox. The Firefox action may not be set for that type. Set it explicitly under Files and applications.
- Downloads keep landing in the same folder. The Chrome Downloads location controls where files go. Turning on the ask-each-time option lets you pick a folder per download.
