To change a Steam visual novel’s language, open its Library entry, choose Properties, and select an available option under Language. Steam may download language files before the game is ready. If you mean text speed, font size, or another text-display setting, look in that game’s own Settings or Options menu: there is no universal menu path for every visual novel.
Change a game’s language in Steam

Find Language. Steam’s support instructions refer to a Language tab; some titles’ instructions describe the control within the General section, so follow the layout shown for your game.

Choose one of the languages offered for that title, then close the Properties window.

If Steam prompts you to download language files, let the download finish before launching the game.

Start the game and check its Settings or Options menu if the text has not changed as expected.
Language availability is title-specific. Check the game’s Steam Store page to confirm that it offers the language you want. Steam Support also notes that third-party games may control language independently of Steam’s own language setting: Steam and Games – Language Settings.
Steam’s interface language is a separate setting
Changing Steam’s menus does not necessarily change a third-party visual novel. To change the Steam client interface, open Steam > Settings > Interface, choose a language, confirm, and restart Steam. On macOS, the Settings menu is called Preferences. This adjusts the client and Valve games; a third-party game may have its own language control or use its per-game Properties setting.
Check what “language” means for the game
A title can offer different languages for text, interface elements, subtitles, and full audio. Steamworks treats these as distinct support categories, so one language choice does not guarantee that dialogue is voiced in that language: Steamworks: Localization and Languages.
For example, the Steam listing for Kanon lists Japanese, English, and Simplified Chinese text, but Japanese audio only. It says the text-language setting covers in-game text, options, and the digital manual, and can be changed at any time. Check the individual game’s listing and documentation rather than assuming its voice language follows its text language.

Some games use their own text settings
Visual novels do not all provide the same in-game controls. Some rely on Steam’s per-game Language option; others may have an in-game setting, or documentation that explains how Steam’s language selection works. A Steam-hosted Dreamfall Chapters manual, for instance, describes a “Select text language” option in the game. That is an example, not a standard menu path for visual novels.

For WHITE ALBUM: Memories like Falling Snow, developer instructions say to switch language through Steam’s built-in control and allow the selected language’s files to download. The developer also says saves are managed separately for each language and recommends changing the setting before starting. Treat that save behavior as specific to this title; it is not a general rule for Steam games.
Key’s planetarian HD announcements likewise point players to Library > Properties > Language for supported language changes. A historical announcement described an experimental Japanese-text option with incomplete original Japanese text that might not display correctly. This is a reminder to consult current, title-specific instructions when an option is experimental or a release has changed.

If the language option is missing or the text does not change

Confirm on the game’s Store page that the requested language is supported.

Make sure you changed the individual game’s language in its Properties, not only Steam’s client interface language.

Wait for Steam to finish downloading language files, if it starts a download.
