Offline speech recognition is a separate setting: Google’s current instructions for Android 13 and newer place its language downloads under Settings > System > Language & region > Speech > On-device recognition. The menu path and offline behavior can differ by Android version, device, keyboard, and app.
Change the language Gboard uses for voice typing
Adding a language makes it available to Gboard; it does not change your phone’s system language. Google documents two ways to add it. Gboard’s language setup instructions cover both routes.

- Open an app with a text field and bring up Gboard.
- Tap the keyboard’s Settings icon, then select Languages > Add keyboard.
- Choose the language and layout, then tap Done.
You can also open Android Settings > System > Keyboard > On-screen keyboard > Gboard > Languages, select a language and layout, and tap Done. Menu names may vary by phone.

Switch to that language before dictating
With the text field open, touch and hold Gboard’s space bar and select the language you want. Then tap the microphone and speak. If Gboard shows a language abbreviation in its voice toolbar, you can tap that control to select a language instead. The toolbar option may not appear on every device or screen.

Download an offline speech-recognition language
Google’s Voice Access setup guidance documents different routes according to Android version. This downloads on-device recognition language data; it is not the same action as adding a keyboard language.

If you cannot find the listed option, search Settings for offline speech recognition, on-device recognition, or voice. The wording and location may differ in a manufacturer’s Android interface.

Understand what the language settings do—and do not—control
Three related controls are easy to confuse:
- Gboard’s enabled languages: languages and layouts available on the keyboard.
- The active Gboard language: the language selected when you type or dictate.
- On-device recognition language data: downloaded speech data intended for recognition on the device.
These settings are not interchangeable guarantees. Google documents the offline-download steps as part of Voice Access setup, but that does not establish that every keyboard or third-party app will use the downloaded data. Android’s speech-recognition API has an optional offline preference, and its documentation says a recognizer implementation may ignore it. Android Developers: RecognizerIntent.EXTRA_PREFER_OFFLINE

Language availability and advanced voice typing caveats
Gboard notes that talk-to-text is not available for every language. Gboard voice typing help explains how to enable and use voice typing, but its language support should not be assumed to match the separate offline-recognition downloads.
Google lists Advanced voice typing support for English, French, German, Italian, Japanese, and Spanish. That list applies to the advanced feature; it is not a complete list of standard Gboard dictation languages or Android offline-recognition languages. Advanced voice typing may require an Android System Intelligence update. Google says Android 12 may need an update, and initial device setup may need time and Wi-Fi to download required updates. These requirements concern Advanced voice typing, not every form of Gboard dictation.
Pixel’s Rambler documentation says voice input can still be processed with limited or no network connectivity, but with fewer features. This is a Pixel-specific statement, not a general guarantee for Android phones or all Gboard uses. Google Pixel Help: Use voice input with Rambler

Troubleshoot when the microphone or language selection is missing
- Check microphone permission: make sure Gboard is allowed to use the microphone in Android app permissions.
- Check Gboard’s voice typing setting: open Gboard settings and confirm that Voice typing is enabled. Google lists both checks in its voice typing troubleshooting guidance.
- Confirm the active language: hold the space bar and select the language you intend to dictate in; having a language installed does not necessarily make it the active one.
- For Advanced voice typing, check language matching: Google requires the primary Gboard and device languages to be the same for that feature.
- For offline use, test the target app without connectivity: an installed on-device language does not ensure that a particular recognizer honors an offline preference.
