To start an Unturned server on Kuwait, stop the server, edit the active instance’s Commands.dat so it contains Map Kuwait, add Kuwait’s Workshop file ID 2483365750 to WorkshopDownloadConfig.json, save both files, and perform a full restart. The map setting chooses what loads at startup; the Workshop entry supplies the map files the server must download.

What controls Kuwait on an Unturned server?
Two settings work together:
Commands.dattells the server which map to load when it starts. The required command isMap Kuwait.WorkshopDownloadConfig.jsontells the server which Steam Workshop files to download. Kuwait’s file ID is2483365750.
If you set only the map name but do not download the Workshop file, the server may be unable to load Kuwait. If you download the file but leave the startup command unchanged, the server can continue loading its previous map or the default PEI map. Save both settings and restart the server completely.

Before you edit anything
Stop the server completely
Do not edit the live configuration while the server is still running. Stop it from the dedicated-server console or your hosting panel, wait until the process has exited, and then open the files. A full stop prevents the running process from retaining the old map setting or overwriting an edited file during shutdown.

Identify the server instance
Every Unturned server has its own ServerID directory containing its save data and configuration. The ServerID is the name supplied after the launch argument +InternetServer/ or +LanServer/. If you operate more than one instance, changing a different directory will have no effect on the server players join.
Locate the dedicated-server installation’s Servers/ServerID folder. The exact parent path depends on your operating system and installation method, but the important part is that ServerID matches the instance you intend to change.

Make a backup
Copy the existing Commands.dat and WorkshopDownloadConfig.json somewhere outside the server directory before editing. A backup gives you a quick way to restore the previous startup configuration if a formatting mistake prevents the server from starting.

Step 1: Set Kuwait in Commands.dat
- Open the active instance’s
Commands.datin a plain-text editor. - Add this line on its own line, or replace the existing map line:
Map Kuwait- Save the file as plain text with the exact filename
Commands.dat. Ensure the editor has not added an extra extension such as.txt.
The command is case-sensitive in practice for troubleshooting purposes: use the documented map name Kuwait, with no brackets, quotation marks, colon, equals sign, or trailing punctuation. If the file already contains a Map command, keep one effective map setting rather than leaving conflicting entries. Place the command alongside the other startup commands, not inside a comment or a separate configuration file.
Why PEI may appear when this line is missing
PEI is the documented default when no map is set. Therefore, a server that still starts on PEI usually has no effective Map Kuwait command, is reading a different ServerID directory, or was not fully restarted after the edit.
Step 2: Add Kuwait’s Workshop file ID
- In the same server configuration area, open
WorkshopDownloadConfig.json. - Find the
File_IDsarray. Add Kuwait’s ID,2483365750. - Save the file as valid JSON.
If the array is empty, it should look like this:

}The ID is a number, not a quoted sentence. Keep the JSON braces, brackets, commas, and quotation marks around the property name intact. A missing comma, an extra comma in the wrong position, or replacing the entire existing list unintentionally can stop Workshop downloads for other content.
What the Workshop step does
The entry tells the server’s Workshop update/download step to obtain the files associated with Kuwait before the map is loaded. Allow that operation to finish after the next startup; joining while the download is incomplete can produce missing-content errors or prevent the map from becoming available.
Step 3: Save, start, and verify the change
- Confirm that both files belong to the same
ServerIDdirectory. - Start the server from the same service, script, or panel that normally launches this instance.
- Watch the startup output for the Workshop update/download phase and wait for it to complete.
- Check that the startup process identifies Kuwait rather than PEI or another map.
- Connect using the server’s normal address and port after the server reports that it is ready.
A live reload is not a substitute for a stop/start here. The Map command is read during startup, so the reliable procedure is a full shutdown followed by a new launch.

Changing Kuwait from a hosting control panel
A managed panel may hide the physical files, but it still has to write the same two settings. Look for a file manager, configuration editor, startup-command field, or server-settings page for the specific Unturned instance.

When the panel exposes files
- Stop the selected server in the panel.
- Open the instance’s
Commands.datand addMap Kuwait. - Open
WorkshopDownloadConfig.jsonand add2483365750underFile_IDs. - Save both files, start the server, and wait for the Workshop download to finish.
When the panel has a map selector
Use the selector only if it writes the equivalent startup command and Workshop configuration. A dropdown that changes a display label without adding the Workshop ID will not provide the required files. After applying a panel setting, inspect the generated configuration when possible and verify that it contains Map Kuwait and 2483365750.
When the panel has no file or map controls
Ask the host to expose the instance’s configuration or apply the two settings for you. Give support the exact map name and Workshop ID; do not substitute a map title, URL, or a different numeric identifier.

Troubleshooting Kuwait map changes

Check the ServerID when an edit has no effect
Editing the wrong folder is one of the most common explanations for an unchanged map. Use the launch configuration to identify the text after +InternetServer/ or +LanServer/, then open the matching folder under Servers/. Do not assume the folder name is the public server name shown to players; use the actual launch argument.
If several instances share one installation, repeat the map and Workshop edits only in the directory for the instance that should run Kuwait. Each instance has independent save data and configuration.
Internet-server considerations after switching maps
Changing the map does not replace the server’s normal networking setup. Public internet servers still need the host’s ordinary port-forwarding and reachable address configuration. If players could connect before the map change but cannot connect afterward, first wait for the Workshop download to complete, then verify that the networking settings and forwarded port have not changed.
A map change also affects what every joining player must load. Players may need to wait for their own Workshop client to obtain Kuwait before they can enter. A server that is online but still processing the map files is not necessarily ready for connections.
Self-hosting versus a managed panel
The technical requirement is the same in both cases. The practical difference is who controls the files, updates, restarts, and network configuration.

Returning the server to PEI
PEI is used when no map is set. To return to that default, stop the server, remove the effective Map Kuwait line from the active Commands.dat, save the file, and start the server again. Keep Kuwait’s Workshop ID if you may switch back later; remove it only when you no longer want the server to download that Workshop content and no other configuration depends on it.
