What a timestamped screenshot can—and cannot—show
A screenshot is a visual record of a rendered page at a particular moment in a particular environment. It can help document the text, layout, and visible state you observed. It does not necessarily preserve hidden content, every linked resource, scripts, or the page’s behavior, and it cannot independently establish that the source page was authentic or that the displayed content came from the site at the claimed time.

A timestamp is meaningful only when its basis is clear. RFC 3227 recommends noting the difference between the system clock and UTC and indicating whether each timestamp uses UTC or local time. Its recommendations concern security-incident evidence collection; they are process guidance, not a universal legal rule for website screenshots. RFC 3227

For US federal records, the National Archives and Records Administration (NARA) describes website snapshots, site maps, and risk-based capture frequency. That guidance is not an obligation for every private organization. The UK’s Digital Imaging and Multimedia Procedure v3.0 describes master-copy and handling practices for its police and criminal-justice context; it is not a universal standard. Choose the right capture depth

NARA describes print-and-file as a basic approach for relatively stable content, and snapshots with site maps for broader capture. It notes that reconstructing a site closely can require tracking referenced files; choose scope and frequency according to risk rather than assuming one interval fits every page. NARA guidance
Capture and preserve the screenshot
- Define the record. Identify the exact URL and the content or state that matters. Decide whether a screenshot is enough or whether you also need a PDF, page snapshot, web harvest, or site map. If the page may change, capture promptly.
- Prepare a reliable clock and environment. Use a system with a reliable clock. Record the date and time at capture, and state whether it is UTC or local time. If local, name the time zone. Note any known difference between the system clock and UTC. Record the browser and capture method, including versions or settings when they may matter.
- Capture visible context. Include the relevant content and, when practical, the browser address bar. Record the full URL separately as well, including a query string when relevant and appropriate to retain; a crop or printout may omit it. The cited guidance does not prescribe a particular browser or screenshot utility.
- Save an untouched original. Give the original file a stable identifier or filename. Log who captured it, when and how it was captured, the page state, and where it was saved. Do not annotate or overwrite the original.
- Protect the master and use working copies. Restrict write access or use storage appropriate to the sensitivity and risk. If you need highlights, redactions, or formatting, make a separate working copy and record the transformation. The UK procedure’s documented Master Copy model is a useful preservation practice in its stated justice context.
- Add an integrity check when appropriate. Calculate a cryptographic hash of the saved file and record the algorithm, digest, and time in the log. Keep a signed manifest separately if one is used. A later matching hash supports the claim that the file matches the file previously hashed; it does not prove what a website served or when it served it. RFC 3227 recommends considering checksums and cryptographic signatures as preservation aids where feasible. RFC 3227
- Log later handling. Record transfers, access, examination, copying, and storage changes with the person and time. Keep a chronological record and identify custodians.
- Set retention and review. Follow the applicable organizational retention schedule. Review access controls and whether files remain readable over time. The UK procedure discusses future readability and periodic review, but its context-specific retention examples are not a universal interval for web screenshots.
What to put in the audit log
Use one record per capture and keep the chronology with the preserved file or a stable reference to it. These fields are a practical checklist based on the provenance, dated-note, custody, and storage elements in RFC 3227 and the UK procedure, not a universal mandatory form.

- Hash algorithm and digest for each file, if used
- Storage location and access controls
- Each transfer, access, examination, copy, or transformation, with person and time
- Retention category and scheduled review or disposal action

When a screenshot may not be enough
Capture broader page content when the audit risk depends on more than what was visible on screen—for example, page relationships, referenced files, or a changing site section. A website snapshot or harvest with a site map can preserve more than a single image, but completeness depends on what the capture includes. NARA recommends risk-based scope and frequency rather than a universal schedule. If the record may be challenged, identify the relevant jurisdiction and applicable rules; these general preservation sources do not determine legal admissibility.

Does a file’s creation date prove when the webpage was captured?
No. Record the capture time and its time basis in the audit log rather than relying only on file metadata.
How often should I capture a changing website?
Set frequency according to the risk and how quickly relevant content can change; NARA does not prescribe one universal interval.
