For a repeatable city-targeted Google search, use a SERP API that explicitly accepts a city-level location or Google-encoded UULE value, and set country and language separately. If you capture Google directly through a browser or HTTP client, use a proxy whose exit location matches the target as closely as possible—but treat that as one signal, not a guarantee. Google estimates location from multiple signals, so verify the location shown on the results page before calling a capture a city-specific SERP.
What a proxy can—and cannot—do
A proxy changes the network origin Google sees, including its apparent IP-based geography. That can help align a search with a target city, but it does not necessarily reproduce the search context of someone physically there. Google says it may estimate location using multiple signals, including device location and home or work addresses associated with an account; it also allows users to add a location to a query. See Google’s location help.

Adding a city name to a query can make the intent local—for example, plumber near Boston—but that is not the same as reproducing the unmodified query as seen by a searcher in Boston. Likewise, a country setting is not a city selector. No direct-proxy recipe is established here that guarantees a precise city result in every case.

Use a SERP API for repeatable collection
A hosted SERP API is usually the clearest option when you need to specify a city as an input and collect results repeatedly. SerpApi documents a city-level location value and a Google-encoded uule value, along with separate country (gl) and language (hl) controls. Its documentation says location and uule cannot be used together and describes pairing constraints for coordinates. It also cautions that Google may still consider the proxy’s country when only location is set. Consult the provider’s current Google Search API reference for supported values and request format.

Use a direct browser or HTTP request when you need the page itself
For a direct capture, route the request through a proxy with an exit city appropriate to the test, then inspect the returned page’s location cues. A proxy in the target city may improve alignment, but it still does not prove that Google used that city as the sole location signal. If the browser is signed in or has device-location access, those factors may differ from the intended test context.
Set up a defensible city-level test
- Write down the target precisely. Record the city and country, plus the exact query. Do not use “New York,” for example, without specifying whether you mean New York City or another place with that name.
- Choose the collection path. For an API, verify that its documentation supports the target city. For a direct request, select a proxy whose actual exit geography is appropriate; do not infer the exit city solely from the proxy’s advertised label.
- Set location, country, and language independently where supported. Use the provider’s city or UULE control for city intent, and set
glandhldeliberately. In the cited Google Custom Search API documentation, glis a country-level signal that boosts results associated with that country; that documentation does not establishglas a city selector for ordinary Google Search. See the Google Custom Search API reference. - Keep the request context stable. Record the query, target city and country, language, device type, location parameter, proxy exit location, and capture time. These notes make runs easier to compare; they do not guarantee identical results.
- Check the result before labeling it. Google says the bottom of a results page can indicate how it estimated location. Compare that indication with the target and, where useful, inspect a known local query or the local results. If the observed location does not match, label the capture accordingly rather than presenting it as the target city’s SERP.
City, country, language, and query are different controls
| Control | What it affects | What not to assume |
|---|---|---|
| Proxy exit location | The network origin visible to the service, including an apparent geographic signal. | It does not guarantee an exact city result by itself. |
City-level location or uule in a SERP API |
The city-oriented location input documented by that provider. | Behavior is provider-specific; do not assume every direct Google URL or proxy service handles these parameters the same way. SerpApi says its two controls cannot be used together. |
gl |
A country-level signal in the cited Google Custom Search API documentation. | It is not evidence of a city selection for ordinary Google Search. |
hl |
The language preference control documented by the SERP API provider. | Language is not a substitute for location. |
| City name in the query | Explicitly makes the query’s wording local, such as “restaurants in Austin.” | It does not reproduce the same search context as an unmodified query issued from that city. |
Why UULE and proxy-only recipes need validation
Third-party guidance is not fully aligned on whether UULE alone localizes a direct Google request when the request originates elsewhere. SerpApi documents city and UULE controls and notes that proxy country can still matter; Searlo says its September 2026 tests found results followed request origin rather than UULE. Those are provider-specific claims, and no first-party Google specification cited here resolves the disagreement. Treat UULE or proxy behavior as something to verify for your own capture path, not a universal guarantee. See Searlo’s documentation.

Capture the returned Google page
If your goal is a screenshot of the rendered results page, first use the proxy and location approach above, then capture the page only after checking its location context. A screenshot documents what the browser rendered; it does not independently prove that the SERP was localized to the intended city.
Recommended Free Tools
For a local browser capture, configure the browser or capture tool to use the intended proxy, open the exact search URL, and save the rendered page. Keep the query and browser context consistent between runs. If the task is to collect structured results rather than preserve the visible page, use a SERP API that returns structured data instead of treating a screenshot as a data source.

Troubleshooting
- The results look like another city. Check the results page’s location indication, proxy exit geography, and any city or UULE parameter. Do not label the result as the target city until those cues align.
- The country is right, but local results are wrong. A country-level setting such as
gldoes not specify a city. Use a supported city-level control in the chosen SERP API or validate a proxy-based capture. - The API rejects location parameters. Check the provider’s current parameter rules. For SerpApi,
locationanduuleare alternatives, not parameters to send together; coordinates also have pairing constraints documented in its reference. - Results vary between runs. Compare the recorded query, city, country, language, device, proxy exit, and time. If any changed, the runs are not controlled comparisons; even with those held steady, identical results are not guaranteed.
- A screenshot loads but does not prove localization. It preserves the rendered page, not the reasoning behind Google’s location estimate. Verify the displayed location context separately.
What to record with each capture
- Exact query and capture timestamp.
- Target city and country, plus any API location or UULE value used.
- Country and language settings, such as
glandhlwhere supported. - Proxy exit city/country, device type, and whether the browser was signed in or using device location.
- The location indication shown by Google and whether the output is raw HTML, structured results, or a screenshot.
Frequently Asked Questions
Can I add a city name to the Google query instead of using a proxy?
Yes, but it changes the query wording and local intent; it does not reproduce the unmodified search experience from that city.

Does a city-specific screenshot show local ads too?
A screenshot records what the page rendered in that session. The available evidence does not establish that proxying or a city parameter guarantees a particular local-ad result.
