If a cloud screenshot service cannot load an Indian government website, open the same public URL in a regular browser on a network the site accepts, then capture the page that the browser renders. A screenshot library cannot make an inaccessible page accessible. If you see a CAPTCHA, denial page, or other access control, do not try to bypass it; document the response and ask the department or site administrator for an approved route.
Why a cloud screenshot service may fail
Indian government sites may use security controls such as CAPTCHAs and web application firewalls. A cloud service can therefore receive a challenge or denial page instead of the public page you expected. The exact cause depends on the site and the error returned; without the target domain and its response, it is not possible to say whether a particular site blocks a particular provider, or blocks cloud servers generally. The Guidelines for Indian Government Websites and apps (GIGW), a Ministry of Electronics & Information Technology resource, includes the security guidance “Configure captcha for login pages.” GIGW

Capture the page through an approved browser session
- Record the failed request. Save the exact public URL, the time and time zone, and any status, error text, or denial-page capture returned by the cloud service.
- Open the same URL in a regular browser. Use a network and session through which the site permits access, and follow the site’s displayed instructions and terms. Do not repeatedly retry, automate CAPTCHA solving, rotate addresses, impersonate a user, or otherwise work around an explicit block.
- Capture the rendered page. For a one-off image, use the browser’s built-in screenshot function if available. For a reproducible scripted capture, Playwright documents

A viewport screenshot records what is visible in the current window; a full-page capture includes content below the fold. Playwright also documents image options and clipping controls. Select an image type and scale suited to the intended use rather than assuming one capture fits every purpose. Playwright’s options
- Preserve context with the image. Record the URL, capture time and time zone, browser or tool, viewport dimensions, and whether the image is viewport-only or full-page. For a dynamic page, note visible loading, a cookie banner, or an authentication requirement.

If the browser also gets blocked
Stop at the challenge or denial response. Contact the department or site administrator and request a sanctioned allowlist, an official copy or export, or another approved access route. What a screenshot does—and does not—show
A screenshot records the visual state rendered by one browser at a particular time, under that browser’s network, viewport, and session conditions. It does not establish that the page was available to every visitor, that content outside the captured region was unchanged, or that a cloud service received the same response. Keep the original image and the capture context if someone may need to verify it later.

Troubleshooting
- The cloud response is a CAPTCHA or denial page: Preserve the returned page and error details. Do not automate a solution or change network identity to evade the control; ask the site owner for an approved route.
- The regular browser shows the same block: Do not assume a screenshot tool can fix it. Follow the site’s instructions or contact the department/site administrator.
- The capture omits content below the fold: Use the full-page option, such as Playwright’s
fullPage: true, when the whole scrollable page is needed. - The capture contains a loading state or overlay: Note what was visible and whether the page had finished loading; preserve the session context rather than presenting the image as a universal view of the page.
- The result is difficult to verify later: Keep the original file and record the exact URL, time zone, browser or tool, viewport, and capture extent.
