Build stress intelligence into the way your business is run: identify work conditions that create avoidable pressure, involve workers in deciding what to change, assign owners and resources, then check whether conditions improve. A survey or wellbeing benefit can help, but neither replaces action on the causes of work-related stress.
What stress intelligence means for a business
Stress intelligence is a management capability, not a score or a resilience campaign. It means routinely noticing psychosocial risks in how work is designed and managed, understanding who may be affected, and using that evidence to improve working conditions. Individual support remains important, but it cannot substitute for changing a shared cause that continues to affect a team.

The UK Health and Safety Executive (HSE) frames its Management Standards as high-level goals for ongoing risk assessment and continuous improvement. They should be interpreted for the organisation’s own operations, rather than treated as a one-size-fits-all checklist. HSE Management Standards
Start with six areas of work design
Use the HSE’s six areas as a diagnostic map. They overlap: consider the whole job and the way factors combine, rather than treating each as an isolated silo. HSE Management Standards
#1 Best Overall
- Demands: workload, work patterns and the work environment.
- Control: how much say workers have in the way they do their work.
- Support: encouragement, resources and information from the organisation, managers and colleagues.
- Relationships: positive working relationships and effective ways to address conflict or unacceptable behaviour.
- Role: whether people understand their responsibilities and whether roles conflict.
- Change: how organisational change is managed and communicated.
These categories help turn broad reports such as “people are under pressure” into questions about conditions: Are demands manageable? Do workers have enough information and support? Are responsibilities clear? Are difficult relationships or business changes contributing?
Make it part of ordinary management
Give the assessment a practical purpose: identify preventable psychosocial hazards, understand who may be affected, and decide what to change. A named senior sponsor should have the authority to remove barriers and provide resources. Include the work in ordinary planning and governance so that identifying risks leads to decisions, rather than being confined to an annual wellbeing campaign.
HSE’s framework is intended to support continuing assessment and improvement. The useful unit of progress is therefore not a completed survey but a work condition understood well enough to act on, with someone accountable for that action.

Gather evidence without treating a score as a diagnosis
A survey can reveal patterns, but it cannot by itself explain why they exist or complete a risk assessment. HSE’s online Stress Indicator Tool has 35 questions covering the six work-design areas. HSE describes its tool as offering anonymous responses, automated reports, benchmarking and repeat tracking; those features apply to that tool, not automatically to a company’s own questionnaire. HSE step three: assess the risks HSE Stress Indicator Tool
HSE calls the result “a broad indication” of performance across the six areas. Its guidance recommends combining the 35-item tool with other relevant data for a fuller picture. HSE Stress Indicator Tool HSE step three: assess the risks
Interpret survey results alongside worker discussion and operational evidence. Focus groups, worker representatives, routine data and routes for individual concerns can help establish what a signal means and whether a proposed remedy fits the actual problem. Include management, employees and representatives, or give each a meaningful way to contribute. Share outcomes promptly. HSE’s guidance illustrates why: a survey signal may not be confirmed in discussion, making it important to compare more than one source. HSE step three: assess the risks

Be precise about privacy. Do not promise confidentiality beyond what your survey design, data handling and applicable privacy rules allow. HSE describes its own tool as anonymous and GDPR-compliant; that does not establish the same protections for a custom survey. HSE Stress Indicator Tool

There is no single measurement method that suits every organisation. Compare options against the practical questions below, rather than choosing on the basis of a score or the number of responses alone.
| Approach | What it can contribute | What to check |
|---|---|---|
| Structured survey | Can surface patterns across a workforce and support repeat tracking. | Whether questions reflect your actual work; whether different worker groups can participate; trust, anonymity, analysis and reporting; and whether the result will connect to accountable action. |
| Focus groups and worker discussion | Can help explain why a pattern appears and test whether proposed changes address the cause. | Whether people have a safe, credible way to participate and whether the discussion reaches groups whose experience may differ. |
| Combined assessment | Pairs worker experience with operational evidence for a fuller view of risks. | Whether the sources can be interpreted together and translated into owned, resourced actions. HSE advises combining its Indicator Tool with other relevant data. HSE step three: assess the risks |

Prioritise changes at the right level
Look first for shared conditions affecting a group or many workers. HSE says removing a stressor, or significantly reducing its impact, is more effective than managing numerous individual cases while workers return to the same stressor. Individual accommodations and support still matter; they address a different need from correcting the underlying work condition. HSE Management Standards
Distinguish three kinds of intervention:
- Primary prevention: act on causes at source so they do not continue to harm health. HSE describes this as the ideal approach and normally the most cost-effective.
- Secondary support: help employees deal with a situation without removing its underlying cause.
- Tertiary support: improve health for workers made ill by work and help them return after absence.
These approaches can coexist. Involve the people expected to implement a change when designing it, and turn findings into an action plan with an owner, resources, timeframe, communication plan and a way to check whether the work condition changed. HSE step four: act on the risks

Close the loop and learn over time
Tell workers what was heard, what will change, who is responsible and when they will hear back. Reassess on a schedule suited to the organisation, and interpret changes in results alongside workforce changes and other relevant events. The HSE tool supports internal tracking and external benchmarking, but a changed score is a signal to investigate, not proof that a particular intervention caused an outcome. Best Value
Track whether the action was carried out and whether the targeted work condition changed. Do not present improvements in productivity, absence, health or costs as guaranteed outcomes; evaluate them in your own organisation before making such a claim.
Keep the legal and standards context in view
HSE guidance is specific to the UK. It states: “Employers have a legal duty to protect workers from stress at work by doing a risk assessment and acting on it.” HSE says UK employers with fewer than five workers do not have to write down the assessment, while those with five or more must record it. Check the rules that apply where your business operates rather than applying that threshold internationally. HSE risk assessment guidance
For broader policy context, the World Health Organization’s employment-sector guidance, published 24 November 2025, discusses fair and inclusive workplaces, preventing harassment and discrimination, occupational stress, and help-seeking and recovery. It is policy guidance, not a replacement for local legal advice. WHO guidelines on mental health at work

What the business case can—and cannot—say
HSE’s workbook page, published in March 2019, states that work-related stress costs Great Britain more than £5 billion a year, including costs such as sickness absence, replacement staff, lost production and increased accidents. That is a dated figure, not a current 2026 estimate. HSE workbook: Tackling work-related stress using the Management Standards approach
