Build ongoing customer due diligence around relevant events: when a customer’s identity, ownership, activity, relationship purpose, or risk context changes, assess what changed and refresh only what the facts and applicable rules require. A review trigger is not an automatic instruction to repeat every onboarding check.
What ongoing KYC is meant to do
Customer due diligence (CDD) is a continuing process, not a one-time identity check. FATF Recommendation 10 sets the international standards baseline: identify and verify the customer and beneficial owner, understand the purpose and intended nature of the relationship, and conduct ongoing due diligence that includes scrutiny of transactions. The extent of measures should be risk-sensitive. FATF’s recommendations are a baseline, not a substitute for the laws and supervisory expectations that apply to a particular institution.

For operations teams, that means maintaining a usable picture of the customer and comparing new information with it. A review asks whether the existing evidence and risk assessment still fit the customer’s current circumstances. Reverification is one possible outcome, not the definition of every review.
Which events should trigger a customer review?
Events can come from customer communications, account activity, screening, document review, corporate records, or changes in relevant country or business exposure. The exact feeds depend on the institution, customer type, sector, and jurisdiction. Examples below are workflow patterns grounded in FATF’s CDD standard, UK requirements and guidance, and FinCEN’s CDD FAQs; they are not a universal rulebook for every market.

| Trigger | Examples | Proportionate first response |
|---|---|---|
| Identity or ownership change | Information indicates that the customer’s identity or a beneficial owner’s identity has changed; a possible change in beneficial ownership is identified. | Confirm the changed identity data. Where ownership may have changed, identify and verify new beneficial owners as applicable. |
| Activity that no longer fits the profile | Transactions are unusual or inconsistent with expected activity or the institution’s knowledge of the customer. | Investigate the activity, reassess the risk profile, and refresh information relevant to the newly observed activity. |
| Changed relationship or customer circumstances | The purpose or intended nature of the relationship changes, or a change in circumstances affects the risk assessment. | Reconfirm expected use, business model, and related information to the extent the risk analysis calls for it. |
| External risk change | A change involving a high-risk third country or another matter affecting the relationship’s money-laundering or terrorist-financing risk. | Reassess the exposure and apply proportionate due diligence under the applicable local framework. |
| Information reliability concern | A discrepancy or other issue raises doubt about the accuracy or adequacy of previously obtained information or identity evidence. | Resolve the discrepancy using reliable, appropriate evidence; escalate if the risk cannot be mitigated. |
An event should enter review because it may affect the customer’s profile or the adequacy of the institution’s information. It should not be treated as proof of wrongdoing or as proof that identity documents are invalid.
How to turn a trigger into the right scope of review
A practical workflow separates detecting a signal from deciding what action is justified. One changed field may call for a narrow confirmation; a potential ownership change can require identifying and verifying new beneficial owners. If the available evidence remains adequate, the review can record that conclusion rather than demand a fresh set of documents by default.

- Capture the event. Record what was observed, when it was observed, the source, and the customer or relationship it concerns.
- Check relevance and reliability. Determine whether the signal is credible, whether it is new, and which part of the customer profile it may affect. Resolve obvious data-quality or matching issues before escalating them as substantive risk.
- Reassess risk. Consider the customer’s current profile, expected activity, relationship purpose, ownership, and relevant geographic or business exposure in light of the event.
- Define the review scope. Specify the data or evidence that needs confirmation, the verification method appropriate to the issue, the decision owner, and any escalation route. Do not expand the review into a full onboarding replay unless the facts or applicable rules justify that scope.
- Reach and document an outcome. Record the decision, evidence considered, information refreshed, verification performed, result, and any follow-up. Where the concern cannot be resolved or mitigated, use the institution’s escalation and applicable legal processes.
These steps are recommended operating design, not a claim that every jurisdiction prescribes this exact workflow or record set. Validate recordkeeping, timing, and escalation obligations against the rules that govern the institution.

Connect event sources to accountable owners
Map which teams or systems can detect relevant changes. Typical sources include transaction monitoring, customer self-reports, corporate registry or ownership information, screening results, expired or unreliable documents, and material geographic or business changes. Assign an owner for each source and specify how its signal enters the review queue. A feed that produces alerts without a route to a decision owner is not an effective review control.

Define decision rules rather than a single refresh cadence
For each trigger type, set out its severity, affected data, evidence needed, decision owner, service-level target, and escalation path. The target should reflect the risk and operational context; no single review interval is established here as a universal legal requirement. A periodic schedule may be useful as one control, but it should not replace event-based review or be represented as a globally mandated full reverification cycle.
Keep digital identity in its proper role
FATF’s 2020 Guidance on Digital Identity explains that continuing digital authentication can provide reasonable, risk-based assurance that the person using an account is the person identified and verified at onboarding. It can support ongoing assurance, but it is not a blanket replacement for all CDD. Select an authentication or identity method only where its assurance level, reliability, privacy protections, and legal recognition fit the case.

- Digitize documents and images
When comparing implementation options, assess trigger precision and risk coverage, source reliability and freshness, customer friction and inclusion, explainability and auditability, integration with transaction monitoring and case management, privacy and data minimisation, and fit with local legal requirements. These are practical design criteria inferred from the risk-based principles, not a regulator-prescribed scoring model. Avoid collecting or rechecking data that does not help resolve the identified issue.
What the UK and US examples require—and what they do not
United Kingdom
HMRC’s all-sector ongoing-monitoring guidance, updated 16 July 2026, says businesses must continue monitoring business relationships, review CDD information and records—including expired documents—review corporate beneficial ownership, and monitor transactions against their knowledge of the customer and risk profile. It identifies changes in customer circumstances, unusual or inconsistent transactions, high-risk third-country changes, and doubts about information as matters that can call for action.

Regulation 27(9) of the UK Money Laundering Regulations 2017 addresses when CDD is appropriate for existing customers. Relevant indications include a change in the identity of the customer or beneficial owner, transactions not reasonably consistent with the business’s knowledge of the customer, changes in the purpose or intended nature of the relationship, and other matters affecting money-laundering or terrorist-financing risk. The exact action depends on the circumstances and applicable obligations; this is not a requirement to rerun every check whenever any signal appears.
United States
FinCEN’s CDD Rule FAQs, updated 6 May 2026, say customer information should be maintained and updated on a risk basis. They also clarify that a periodic review alone does not create an obligation to solicit or update beneficial ownership information absent specific risk-based concerns. A relevant risk-related change identified through normal monitoring can trigger an update, and the information updated should reflect what changed. Institutions may adopt a periodic cadence as part of a risk-based policy, but that is distinct from a universal obligation to collect beneficial ownership information again at every interval.
FinCEN’s 13 February 2026 exceptive relief permits covered financial institutions, at their discretion and subject to specified circumstances, to avoid collecting beneficial ownership information at every new account opening. It does not eliminate other applicable AML obligations, ongoing monitoring, or risk-based updating. This is a US-specific relief measure, not a global rule.
These examples have different legal scope and should not be collapsed into a single refresh timetable. Apply the rules and supervisory guidance for the institution’s jurisdiction, sector, and customer relationship.
What a defensible review trail should show
As an operational design choice, retain a concise trail that lets another reviewer understand how the institution moved from signal to decision. Capture the triggering event and its source, information considered, risk assessment, reason for the selected review scope, data refreshed and verification performed, outcome, and follow-up owner or action. Keep the record proportionate and consistent with applicable retention and privacy requirements. The precise legally required records vary by regime.
