You can develop an iOS app on Windows or Linux and build it on a hosted macOS machine instead of buying a Mac. For an Expo or React Native project, Expo’s EAS Build is a documented cloud route. Apple’s Xcode Cloud can handle builds and distribution too, but the initial project and workflow setup requires Xcode—so you will need temporary Mac access for that route if you have none.
What you can—and cannot—do without owning a Mac
The Mac requirement applies to the environment that runs Xcode for an iOS build, not necessarily to a computer you own. A hosted macOS service can run the build remotely; you work on your project from Windows or Linux and send the source to it. Expo says its iOS builds run on macOS runners in Expo’s cloud. See Expo’s EAS Build documentation.

Cloud building does not bypass Apple’s signing, account, App Store Connect, or review requirements. Nor does a successful cloud build prove that an app works correctly on iPhones. Plan for beta testing and, where the app’s features or release risk warrant it, testing on a physical device.

| Route | Best fit | Mac needed for initial setup? | What it handles |
|---|---|---|---|
| Expo EAS Build and EAS Submit | Expo and React Native projects | The documented cloud build route runs on hosted macOS; setup and Apple credential requirements depend on the project and current Expo instructions. | Cloud iOS builds; EAS Submit can upload a selected build to App Store Connect. Build details and submission instructions. |
| Apple Xcode Cloud | Projects configured as Xcode projects or workspaces | Yes. Apple says to use Xcode to configure the project or workspace and its first workflow. | Build, test, archive, and delivery to TestFlight or the App Store through Apple’s development services. Xcode Cloud overview. |
| Hosted macOS CI runner | Projects whose build process can run in a hosted macOS CI environment | Depends on the service and project setup. | Can run Xcode builds and related automation; the exact signing, artifact, and upload features depend on the provider. |
| Rented cloud Mac | People who need interactive macOS access, for example for hands-on Xcode work or first-time setup | It provides remote access to macOS rather than removing the need to use it. | Interactive access to macOS and Xcode; service features and costs vary. |
For non-Expo projects, a hosted macOS CI runner or rented cloud Mac may be a better fit than changing frameworks. The available official documentation does not establish a current provider-by-provider price or feature comparison, so compare services on their own current terms rather than assuming one is cheapest.

Build and submit an Expo app from Windows or Linux
- Develop your project locally. Work in your existing Expo or React Native project on Windows or Linux. EAS is a route for projects using Expo; it does not mean an unrelated native iOS project can simply be moved into Expo.
- Prepare the project for EAS. Follow the current EAS Build setup instructions and configure the Apple account credentials and project settings it requires. Signing and credential handling are part of the setup, not requirements that cloud building makes disappear.
- Request an iOS cloud build. EAS Build runs iOS builds on macOS runners hosted by Expo. Check the current documentation for the supported project configuration and build options.
- Upload the build to App Store Connect. Expo documents selecting a build and submitting it with
eas submit. Use the current EAS Submit instructions for the exact command flow and account setup. - Test before release. Distribute a beta through TestFlight, gather feedback, and test the app on suitable devices for its features and risk before submitting it for App Review.
Use Xcode Cloud if your project already fits Apple’s workflow
Apple describes Xcode Cloud as a CI/CD system that combines Xcode, TestFlight, and App Store Connect. It can build, test, archive, and deliver an app. The crucial distinction is that routine cloud builds do not eliminate the Mac requirement for initial setup: Apple’s workflow documentation says, “You need to use Xcode to initially configure your project or workspace to use Xcode Cloud.” Once the first build is underway, you can create or edit additional workflows in Xcode or App Store Connect. Read Apple’s Xcode Cloud workflow reference.
Apple’s documented prerequisites
- Enrollment in the Apple Developer Program.
- Xcode 15 or later, with your Apple Account added in Xcode settings.
- An App Store Connect app record, or permission to create one.
- A consistent Xcode project or workspace with shared schemes and an enabled archive action.
Apple lists these requirements in its Xcode Cloud setup guide. If you have no Mac access at all, arrange temporary Xcode access for this setup or choose a route that supports your project without that initial step.

Understand the handoff from build to App Store release
Uploading a build is not the same as publishing an app. TestFlight is Apple’s beta distribution and feedback service; App Store release still involves completing the app’s store information and meeting App Review requirements. Apple explains the beta process in its TestFlight overview and describes distributing Xcode Cloud builds through TestFlight.
Check Apple’s current build upload guidance before choosing a runner image or locking in an Xcode/SDK version. Apple’s accepted upload tooling and minimum requirements can change.

Decide by setup access, project fit, and testing needs
- Choose EAS if your project is already built with Expo or React Native and you want a documented hosted iOS build and upload route.
- Choose Xcode Cloud if your project is already organized for Xcode and you can get temporary Mac access to configure its first workflow.
- Consider hosted macOS CI if you have another stack and need an automated runner that can execute the project’s Xcode build process.
- Consider a rented cloud Mac if your main obstacle is hands-on use of macOS or Xcode rather than automating builds.
- Plan testing separately from compilation: use TestFlight for beta feedback and physical-device testing appropriate to the app’s behavior and release risk.
- Compare total service cost against how often you build, available compute hours, queue times, and the signing, storage, and upload work included. A current cross-provider price ranking is not established here.
