How to Build an Internal Developer Platform Developers Will Use

An internal developer platform works when it makes recurring engineering work easier. Start with a real developer need, build one small golden path, and expand based on feedback and outcomes.

An internal developer platform (IDP) is a curated layer of tools and workflows that lets developers self-serve common tasks without having to manage every underlying infrastructure detail. To build one that engineers will actually use, start with a recurring point of friction, turn it into a small documented and automated golden path, add controls suited to the risk, then improve the path using feedback and evidence.

What is an internal developer platform?

An IDP brings together tools, technologies, and supported workflows that abstract technical complexity so developers can focus on building and operating software. Platform engineering is the work of designing and maintaining that layer. Google Cloud describes an IDP as a way to enable developer self-service and reduce cognitive load.

An IDP does not have to be a standalone product or portal. It might be a workflow surfaced through an existing repository, command-line tool, IDE, or engineering system. A portal can be useful when it makes capabilities easier to discover, but the portal itself is not the platform’s purpose. The important question is whether developers can complete supported work more clearly and reliably.

What is a golden path?

A golden path—also called a paved path in Microsoft’s guidance—is a supported, documented, and automated route through recurring engineering work. It might help a team start a service, provision a common dependency, or move a code change through established checks toward production.

The path should provide useful defaults and handle routine complexity, while leaving room for legitimate exceptions. It is not a mandate that every team use one identical architecture. Google Cloud recommends building golden paths in close partnership with developers; a standard route is more likely to be adopted when it solves a real problem well enough that teams choose it.

How do you build a golden path?

1. Find a recurring point of friction

Talk with developers and operators, and observe how a common task is actually completed. Look for work that is slow, error-prone, hard to discover, or repeated with small variations across teams. Choose a use case with a clear internal customer and an outcome you can assess, such as fewer confusing handoffs or a more consistent setup process. Do not assume a task is worth automating simply because it is technically interesting.

2. Map the route teams use today

Document the workflow from its starting point—such as a request or code change—through setup, reviews, security checks, deployment, and operational feedback. Mark manual steps, handoffs, unclear ownership, and places where teams repeatedly make the same decisions. This map helps distinguish the underlying problem from symptoms such as an inconvenient interface.

Inventory the engineering systems already in use. Existing repositories, CI/CD workflows, infrastructure automation, policy checks, and operational tools may be enough to support a first self-service experience. Microsoft’s guidance emphasizes reusing these systems rather than assuming the organization must build everything from scratch.

3. Make the first path deliberately small

Pick one repeatable task and provide the minimum useful experience around it: an understandable starting point, documented steps, automation where it removes routine effort, sensible defaults, and a way to ask for help or suggest changes. A start-right template for a common service or a repeatable setup for a shared dependency can be a practical first path.

Choose the entry point based on where developers already work. A repository, CLI, IDE, existing engineering system, or portal can all be valid. A portal may improve discovery, but it should not become a prerequisite if a simpler interface meets the need.

4. Reuse building blocks and automate the routine

Assemble the path from systems and reusable components the organization already trusts. Add custom integration when it addresses a business-specific need, not merely to make the platform look comprehensive. Depending on the workflow, useful building blocks may include infrastructure configuration, CI/CD, test configuration, policy as code, security checks, and operational visibility. These are options, not a checklist every path must include.

Automate stable, high-volume steps first. If part of a workflow is unusual or needs judgment, document that portion rather than disguising it as self-service. A partially paved route can still reduce confusion by making the standard steps clear and showing teams where an exception begins.

5. Choose controls according to risk

Security and compliance practices are most useful when the path makes applicable requirements straightforward to follow. The control should match the risk and the consequences of failure. Google Cloud’s 2025 taxonomy separates four mechanisms:

Use the least disruptive mechanism that adequately addresses the risk. Explain required reviews and exception routes so teams know what is automated, what is blocked, and where a person must decide.

6. Pilot with the intended developers

Try the path with the teams it is meant to serve. Watch where users get stuck, collect concrete reports of friction, and refine the automation, defaults, and documentation. Treat requests for exceptions as evidence to investigate: they may reveal a legitimate need, an unclear instruction, or a default that does not fit the workflow.

A launch or tool deployment is not, by itself, evidence that the platform is useful. Microsoft recommends an incremental, product-minded approach rather than a big-bang, top-down rollout. Keep the first capability small enough to learn from, then make changes based on what its customers experience.

7. Expand when evidence points to the next capability

Once the first path is usable, decide what to improve or pave next based on developer needs and observed outcomes. Microsoft’s platform engineering capability model groups the work into six areas:

  • Investment: whether the organization commits appropriate attention and resources to the platform.
  • Adoption: whether intended teams discover and choose its capabilities.
  • Governance: how standards, policies, and exceptions are managed.
  • Provisioning and management: how platform resources and services are made available and operated.
  • Interfaces: how developers find and use platform capabilities.
  • Measurement and feedback: how the organization evaluates use, outcomes, and opportunities to improve.

Use these areas to identify gaps, not as a demand to build six separate products. An organization’s next step might be better documentation, a missing operational handoff, clearer ownership, or a new path for another common task.

How should you choose the right implementation?

There is no single required IDP architecture. Make the choice around the workflow, its users, and its risk:

Entry interface Existing IDE, CLI, repository, engineering system, or portal Use the place developers already work when it provides a clear, discoverable route. Add a portal if it solves a real discovery or coordination problem.
Paving depth Fully automated, partially paved, or documented manual checkpoint Automate stable and repeatable work; preserve explicit steps for unique constraints or decisions requiring human judgment.
Build or assemble Reuse existing systems and reusable building blocks; integrate selectively Favor reuse when it meets the need, and build custom components where they add organization-specific value.
Control strength Guidance, enforceable policy, recovery mechanisms, or human review Match the control to the risk: steer preferred behavior, block unacceptable states, support recovery, and reserve review for decisions needing context.

What should you measure?

Measure whether the platform is helping its internal customers, not just whether a tool was delivered. Pair adoption signals with evidence about the workflow itself. For example, determine whether teams can find and complete the supported route, where they leave it, which steps still require repeated manual work, and what feedback they provide. Define measures that fit the chosen use case; the cited guidance does not establish a universal productivity metric or a guaranteed improvement from adopting an IDP.

Microsoft Learn reported in a 2025 page update that Gartner expected around 80 percent of engineering organizations to have a dedicated platform engineering team by 2026. That is a forecast attributed second-hand by Microsoft, not a measured current adoption rate or evidence that the forecast came true.
