Start with a small, specific savings goal you can reach, then add to it on a schedule that fits your cash flow. An emergency fund is money for genuinely unplanned costs—such as a car repair, medical bill, or interruption in income—so you can avoid putting the whole shock on expensive credit. The CFPB says even a small reserve can provide some financial security; the right target depends on your circumstances.
What an emergency fund is—and what it is not
An emergency fund is a cash reserve for expenses that are hard to predict and difficult to postpone. Examples include an urgent home or car repair, an unexpected medical bill, or a loss of income. The CFPB’s current guide recommends thinking about the unexpected expenses you have actually faced when deciding how much to save.

Keep predictable costs—such as annual insurance premiums, school expenses, or routine vehicle maintenance—in a separate budget category or “sinking fund.” They may be substantial, but because they are expected, they are not the same as an emergency.

How much should you save first?
Choose an initial milestone by looking at the shocks most likely to affect your household and what they have cost in the past. A repair estimate, insurance deductible, or several days without income can help make the first goal concrete. You do not need to wait until you can fund several months of expenses before starting.

The CFPB’s 2015 Your Money, Your Goals toolkit offers $500 and then $1,000 as illustrative starting milestones, while explicitly noting that the amount needed varies by person. Those figures are not inflation-adjusted targets or a requirement for every household. Treat them as examples; choose an amount that reflects your risks and current budget. See the CFPB toolkit.
The CFPB’s educational material also says, “About half of households are considered financially fragile, which means they’re not sure they could come up with $2,000 in 30 days if they had to.” That is the measure presented in the bureau’s Saving for financial shocks and emergencies material, not a 2026 estimate.

How to build the fund from your cash flow
1. Find a contribution that will not destabilize bills
Review when money comes in and when essential bills are due. Track income and outflows for a few weeks or use recent statements to spot the amount and timing of any realistic surplus. If a due date repeatedly clashes with paydays, ask the creditor whether changing it is possible. Avoid scheduling transfers that could leave too little in checking for rent, utilities, or other near-term obligations.

2. Choose a repeatable saving method
If your income is steady, set a recurring transfer from checking to a separate savings account, or ask whether your employer can split direct deposit. Pick an amount and frequency that are sustainable, even if the first contribution is modest. Check your checking balance as transfers approach; an overdraft fee can undermine the value of the habit.

With irregular income, keep the commitment flexible. Contribute more in stronger-cash-flow weeks and less when income is tight. A portion of a tax refund, cash gift, or other one-time receipt can move the goal forward without requiring the same contribution every pay period. The CFPB’s emergency-fund guide discusses setting goals, cash-flow planning, and saving automatically when possible.
3. Make the goal visible
Record the target, current balance, and next contribution date somewhere you will review it. A simple budget note or spreadsheet is enough; the CFPB also provides free budgeting and savings tools through its Your Money, Your Goals resources. The purpose is to make progress easy to see and adjust, not to add another complicated system.

Where should you keep the money?
Choose a place that is safe, accessible when a real shock occurs, and less tempting to spend casually. A dedicated bank or credit-union deposit account can separate the reserve from everyday spending. Before opening or using an account, compare its fees, minimum-balance rules, and how quickly you can access withdrawals. No single account type is right for every household.

The CFPB also lists prepaid cards among possible ways to hold emergency savings; check their fees and access terms before relying on one. A 2020 CFPB evidence synthesis found that consumers are sensitive to savings-account fees and that lower-cost products tend to support take-up and saving. It does not identify the best current account or rate. See the bureau’s evidence synthesis.

When should you use the fund?
Use it for an unplanned cost that matters and cannot reasonably wait: for example, an urgent repair, an unexpected medical expense, or income loss. Do not routinely draw on it for a predictable annual bill or discretionary purchase; budget for those separately. A simple rule written down in advance can help you distinguish a genuine shock from an expense that belongs in the regular budget.
After a withdrawal, restart contributions when your budget allows. Rebuilding can be gradual; the goal is to restore some protection rather than treat one use of the fund as a failure.
If an emergency arrives before you have saved enough
First check whether the bill can be negotiated, whether a payment plan is available, or whether another lower-cost source of help applies to your situation. Availability and eligibility vary, so confirm the terms rather than assuming an option will be offered. If borrowing is unavoidable, compare the total repayment amount, fees, due dates, and what repayment will do to the next month’s essential expenses.

Scan for outdated or missing drivers - takes under a minuteDriver Scan →Clear out junk files and repair common Windows errorsFree Scan →Borrowing can commit future income and add interest and fees. The CFPB’s payday-loan explainer describes a specific illustration: at a typical fee of $15 per $100 borrowed, a $300 loan would require $345 after a couple of weeks. In that example, paying a $45 fee to roll the loan over while still owing $345 brings the cost to $90 to borrow $300 for a month. This is an educational example, not a quote for every lender or jurisdiction; the CFPB notes that state rules on rollovers differ. Read its payday-loan explanation.
Building a reserve ahead of time cannot eliminate every financial shock, but it can reduce how much of one must be financed. Start with a goal grounded in your likely expenses, save in a way that fits your income pattern, and keep the money accessible without letting fees or overdrafts erode it.
