How to Build a Zero-Day Response Plan for Software Teams

A software team’s zero-day plan should make ownership and decision rights clear before a disclosure, then guide validation, scoping, containment, investigation, communication, and recovery.

A useful zero-day response plan tells your team who leads, how to find affected deployments, how to distinguish exposure from compromise, who can authorize containment, and how to verify recovery. Prepare those decisions before a disclosure; when one arrives, use a defined sequence to validate the report, scope systems, mitigate risk, investigate possible exploitation, and communicate.

Define what your plan covers

“Zero-day” is used inconsistently in news and security reporting. For planning purposes, treat it as a newly disclosed vulnerability that gives your team little preparation time. A disclosure is not, by itself, evidence that anyone exploited the flaw. Your response must establish both whether your software is affected and whether an attacker may have used the vulnerability.

CISA’s Federal Government Cybersecurity Incident and Vulnerability Response Playbooks were written for federal agencies. CISA says their broader response practices can also help public- and private-sector organizations. Use them as a reference, not as a replacement for your company’s vulnerability-management process, incident-response plan, or legal advice.

Prepare people and decision rights before an incident

Assign accountable owners

Name a primary incident lead and backups, then document who owns technical investigation, service operations, business decisions, communications, and vendor coordination. CISA recommends that response planning involve security, IT, senior business leadership, and board members, and encourages senior management to take part in a tabletop exercise. In a software team, make the authority boundaries explicit: who can isolate a service, approve an emergency change, accept temporary service disruption, authorize a patch rollout, and approve customer messaging.

Role Plan responsibility
Incident lead Coordinates the response, maintains the decision log, assigns owners, and sets review times.
Security and incident response Validates the report, assesses exploitation evidence, preserves relevant evidence, and directs investigation.
Engineering and operations Maps dependencies and deployments, implements approved containment or fixes, and verifies service behavior.
Business or executive decision-maker Resolves risk and continuity trade-offs, including whether to interrupt a critical service.
Communications, legal, and liaison contacts Coordinate internal and external updates, vendor or researcher contact, and applicable reporting.

Document alternates and a reachable escalation route for nights, weekends, and holidays. If an incident lead can recommend taking a service offline but cannot authorize it, identify the approver and backup in advance.

Keep an inventory that can answer “where are we exposed?”

Maintain current records for owned services, software and library dependencies, versions, deployment locations, service owners, business criticality, and external vendors. Include transitive dependencies where your records allow, and link software components to the systems and services that use them. Keep owner and vendor contact details current. Asset and patch-management tools can help with many evaluations, but CISA notes that unusual cases such as zero-days may require additional manual scans.

Set up intake, evidence handling, and prioritization

Choose an intake route for reports from researchers, vendors, staff, customers, and government sources. Preserve the original report and its attachments in the organization’s approved evidence-handling process; record when it arrived and who received it. Prepare a secure incident channel, an affected-asset tracker, and a decision log before they are urgently needed.

If you publish a vulnerability disclosure policy, state which systems are in scope, the boundaries for authorized testing, where to send a report, and what reporters can expect. CISA’s federal vulnerability-disclosure policy requirement is scoped to federal civilian executive-branch agencies; it is an example of a formal intake approach, not a rule that applies to every private software company. CISA’s VINCE-NT form requests product, version, and vendor details and notes that clear reproduction steps can help confirm a report. Its submission flow also says identity and submitted materials may be shared to coordinate disclosure, so understand the platform’s terms before submitting sensitive information.

Agree in advance how the team will prioritize response work. Consider evidence of exploitation, internet exposure, asset criticality, affected data or functions, and available mitigations. CISA references Stakeholder-Specific Vulnerability Categorization (SSVC) as one possible prioritization method; choose a method your team can apply consistently rather than treating a severity score as the whole decision.

Plan for continuity and rehearse

Identify critical business systems and the services or manual processes that can keep essential functions running if containment interrupts service. CISA advises leadership to identify critical business systems and test continuity. Run a tabletop with security, engineering, operations, and leadership: for example, a vendor announces an actively exploited flaw on a Friday evening, the affected component is embedded in several services, and no patch is initially available. Test escalation, asset scoping, containment approval, evidence preservation, and communications—not just whether participants know the incident channel.

When a report arrives, validate it and scope the exposure

  1. Capture the report. Record the receipt time and channel, affected product or component, reported version range, claimed impact, reproduction details, reporter contact if available, and any indicators of compromise. Separate what is confirmed from what is alleged or unknown.
  2. Activate the response. Assign the incident lead, open the secure response channel, notify the necessary owners, and preserve relevant logs and systems under your evidence-handling procedure.
  3. Check whether the software is present. Compare affected versions with the software inventory, dependency records, deployment configurations, and service map. Check externally exposed and business-critical deployments first, while tracking unresolved inventory gaps for manual follow-up.
  4. Assess possible exploitation. Review known indicators, relevant logs, abnormal access or behavior, and current vendor or CISA guidance. A lack of an observed indicator is not proof that exploitation did not occur; document the evidence reviewed and your confidence. If the situation calls for specialist help, involve a qualified incident responder.
  5. Assign each system a working state. Record the evidence, confidence, owner, next action, and next review time alongside its classification. Update the classification as new information arrives.
Working state Meaning Response implication
Not affected The system is not in the affected product or version scope based on the evidence currently available. Record how it was ruled out and revisit the conclusion if affected-version information changes.
Susceptible The vulnerable software is present, with no confirmed sign of exploitation found so far. Prioritize mitigation according to exposure and impact, and continue checking for evidence of compromise.
Compromised There are signs or confirmation of exploitation in the environment. Run incident response as well as vulnerability remediation: investigate access and activity, scope affected accounts and data, eradicate persistence, and recover services.

CISA’s vulnerability playbook makes the distinction operational: systems may be unaffected, susceptible without observed exploitation, or compromised. It directs organizations to begin incident-response activities if exploitation occurred, rather than treating the event as patching alone.

Contain risk, apply a fix, and verify the result

Choose containment proportionate to the risk

Depending on exposure, business impact, and available mitigations, options may include isolating a service, disabling an exposed feature, restricting access, applying a vendor mitigation, or temporarily taking a system offline. The incident lead and appropriate business owner should use the authority boundaries in the plan to make time-sensitive decisions. Preserve relevant logs and artifacts, coordinate emergency changes with engineering and operations, and record which assets changed, what changed, and when.

Patch and check every affected deployment

When a vendor patch is available, validate it for the affected deployment and roll it out through the emergency change process. Keep monitoring vendor guidance for revised affected-version details or updates. CISA’s 2021 Log4j advisory recommended staying alert to vendor changes and applying updates when notified.

Verify the mitigation or fix with scans or other suitable checks; where practical, use more than one method. Confirm that the service is functioning as expected and continue monitoring affected assets after the change. Record verification evidence rather than marking a system resolved solely because a change was deployed.

Continue incident response when exploitation is possible

If exploitation is confirmed—or cannot reasonably be ruled out—continue the incident investigation alongside remediation. Determine how access may have occurred, what activity followed, which accounts or data may be involved, and whether persistence remains. Eradicate identified malicious access, recover services, and coordinate required reporting. The exact actions depend on the incident and applicable obligations; CISA’s federal playbook does not establish a universal legal notification deadline for private companies.

Coordinate communication without losing control of the facts

Assign one owner to coordinate disclosure and response communications. Keep technical responder updates, executive and business status, vendor or researcher coordination, customer notices, and any regulator or law-enforcement reporting aligned, while giving each audience the detail it needs. Share actionable technical information with defenders and affected customers, and coordinate sensitive exploit details in line with contractual and legal obligations.

For each update, distinguish confirmed facts, current assessment, actions underway, and unresolved questions. Record who approved the message and when it was sent. Avoid describing a system as clean solely because it was patched; CISA’s Log4j advisory warned that an attacker might patch a compromised asset to preserve operations.

Recover, retain evidence, and improve the plan

Before closing the response, confirm service health, mitigation effectiveness, and monitoring coverage. Keep the affected-system and remediation record, including systems changed during suspicious activity. The record helps responders understand what was exposed, what action was taken, and where follow-up remains.

After recovery, hold a blameless review focused on operational improvements: which inventory or ownership gaps slowed scoping, whether decision rights worked, what made detection fast or difficult, whether communications were delayed, and what automation or engineering changes could reduce future exposure. Update the plan, contact lists, service inventory, and tabletop scenario to reflect what the team learned.
