A useful surf forecast should show more than a wave-height number: it should distinguish observations from model output, identify its inputs and units, explain any transformations, and make uncertainty visible. NOAA documents the observations and numerical guidance used in marine forecasting, but the project-specific inputs and formula behind the forecast implied by this title are not identified here. So this article explains how to make a forecast auditable without claiming a calculation or result that has not been established.
How do surf forecasts work?
A surf forecast is an estimate of future conditions, not a measurement of waves that have not happened yet. NOAA says marine forecasters examine observations from stations, buoys, ships, soundings, aircraft, satellites, and radar, along with ocean observations such as wave heights and water temperatures. They interpret numerical weather-model guidance as well as wave and ocean-circulation model guidance. NOAA’s Nearshore Wave Prediction System supplies high-resolution nearshore wave guidance to U.S. coastal forecast offices, using forecast wind grids prepared by those offices. NOAA’s overview of forecasts and predictions describes these inputs and products.

That is the broad forecasting chain: observations help describe current conditions, models estimate how the atmosphere and ocean may evolve, and forecasters interpret the guidance. A surf-specific forecast may also account for local bathymetry, spot characteristics, and human judgment, but those details vary by service and location.

- Source and time: Identify whether each value came from an observation, a model run, or another source, and give its timestamp.
- Coverage and resolution: Say whether the guidance represents offshore waters, nearshore waters, or a particular spot, and describe relevant spatial resolution or bathymetry treatment when known.
- Variables and units: Label wave height, period, wind, and tide values with units; do not imply that unlike measures are interchangeable.
- Update and horizon: State when the forecast updates and how far ahead it applies.
- Interpretation: Show any conversion, weighting, score, or local adjustment that turns model guidance into the displayed outlook.
- Uncertainty: Explain what agreement or disagreement among models means, without presenting consensus as certainty.
These disclosures let readers assess a forecast’s scope without treating different systems as equivalent. NOAA’s nearshore guidance and a commercial spot forecast, for example, may differ in geographic coverage, inputs, and how local conditions are handled.

How do you read wave height and period?
Significant wave height is a statistical summary, not a promise that every wave will reach that height. NOAA/NWS defines it as “The mean or average height of the highest one third of all waves in a swell train or in a wave generating region.” Wave period is the time between successive crests passing a fixed point, measured in seconds. Height describes vertical size; period describes timing. One cannot be substituted for the other.
NOAA/NWS illustrates the spread of wave heights with an example: for a significant wave height of 10 feet, one in 10 waves is larger than 11 feet, one in 100 is larger than 16 feet, and one in 1,000 is larger than 19 feet. That illustration assumes a Rayleigh distribution and an 8-second period; it is not a prediction for a particular surf break. See NOAA/NWS forecast parameter documentation for the definition and example.

How should a forecast show its arithmetic?
To make the calculation inspectable, present the data trail in order. A reader should be able to tell what was observed, what was modeled, and what the forecast author or software did with each value. If the calculation includes conversions or a custom score, expose the formula and intermediate results rather than showing only a final label.
- List raw inputs. For each one, name the source, timestamp, location or grid point, and whether it is an observation or model output.
- Show units and conversions. If a value changes from one unit to another, state the conversion rule and show the resulting value.
- Write the rule or model step. Identify the equation, transformation, or documented model output used. Do not imply a proprietary or custom formula is known when it has not been disclosed.
- Expose intermediate values. Show the result after each meaningful calculation so a reader can follow how the output was derived.
- Label the final output and its limits. Distinguish a modeled estimate from a measured value, and explain what uncertainty or missing local information could affect it.
The title alone does not establish a project’s actual input values, sources, formula, or test results. Without those particulars, a numerical worked example would risk presenting invented arithmetic as the project’s method. An honest implementation should publish that trace alongside its forecast rather than asking readers to infer the calculation from a single number.

Why was the surf forecast wrong?
A forecast can miss because the future conditions differ from the model’s estimate, because conditions vary between the model’s grid and a surf spot, or because local features and timing affect how swell reaches shore. Observations also have limits: a buoy or other observing point is not the same as every break. A visible confidence score should therefore be read as information about its defined method, not as a guarantee of surf conditions.
For example, Surfline says its forecast probability metric reflects agreement among 21 swell models with slightly different starting conditions. The company cautions that even consensus is not certainty: “A 100% probability score means there is consensus among the models, but like any weather-related forecast, the model guidance may prove to be incorrect.” That description applies to Surfline’s stated metric, not to all forecast scores. Surfline’s Forecast Probability explanation describes its approach.

Compare methods, not just headline numbers
When assessing two forecasts, compare the scope and method behind them rather than assuming that matching labels mean matching evidence:
- Open-ocean coverage versus nearshore or spot-scale coverage.
- Spatial resolution and whether bathymetry is incorporated.
- Which wave variables are shown and in what units.
- Update cadence and forecast horizon.
- Whether observations, satellite information, buoy data, or cameras are used or used for validation.
- How disagreement and uncertainty are communicated.
Surfline describes LOTUS as its proprietary surf-focused system, combining high-resolution bathymetry and nearshore models with historical surf reports, camera streams, satellite assimilation, and forecaster input. This is Surfline’s description of its own system; it should not be generalized to other services. Surfline’s LOTUS overview gives its account of the system. Surfline also says LOTUS reduced errors by over 25% compared with LOLA, but its support page does not specify the evaluation metric, sample, or test design in the cited claim, so that figure should be treated as a vendor statement rather than an independently established result. Surfline Support Center’s LOTUS explanation contains that claim.

Where do tides fit into a surf forecast?
Tides describe predicted water level, not breaking-wave height. NOAA says tide predictions calculate water levels from tidal harmonic constituents driven by lunar cycles. A forecast may display tide time and height alongside waves and wind, but that does not mean tide was used to calculate its wave estimate. If tide is relevant to a spot, show the time, height, and datum, and state whether it is an input to the forecast or adjacent context. NOAA explains tide predictions in its forecasts and predictions overview.
What can model agreement tell you?
Agreement can help describe how similarly a group of models represents a forecast, but it does not erase shared weaknesses or guarantee what a specific break will experience. Ensemble systems also combine multiple model runs rather than a single deterministic answer. NOAA’s Environmental Modeling Center says its NCEP/FNMOC Combined Wave Ensembles product combines one control and 30 GEFS-Wave members with 20 FNMOC members, for 51 members total. That is a description of this particular product, not a count applicable to every wave forecast. Details are in NOAA’s EMC Wave Models documentation.
For hazardous surf or rip-current decisions, use current official local advisories. NOAA’s experimental Surf Forecast Matrix says it supplements the official surf forecast for planning and public-safety decisions and should not replace the official product. See the National Weather Service product description.
