Building a semiconductor fab means coordinating three interdependent projects: a contamination-controlled building, the utility and subfab systems that keep it running, and the process tools needed to make a particular class of chips. Intel’s 2023 general explainer gives one broad benchmark—about $10 billion and three to five years—but that is not a universal cost or schedule. A credible estimate must define what the fab will produce, what capacity it needs, what the project includes, and when “complete” means.

What it takes to build a semiconductor fab

A fab is not simply a large cleanroom filled with machines. It is a tightly integrated production site in which the building, environmental controls, utility distribution, process equipment, and operating procedures must work together. A facility that has finished construction is not necessarily ready to make saleable chips: tools must be installed and integrated, processes qualified, and production brought up to its commercial target.

The project therefore has three connected scopes:

  • Building and cleanroom: the structure and controlled manufacturing environment that protect sensitive processes from contamination and maintain appropriate air conditions.
  • Utilities and subfab: the power, air handling, process-water treatment, equipment support, and distribution systems serving the cleanroom and its tools.
  • Process tools and production system: the equipment and supporting systems selected for a specific product and process technology, then integrated into a working manufacturing flow.

These scopes cannot be treated as independent purchases. Equipment choices affect utility loads and layout; facility design must accommodate tools and their support systems; and the intended product determines which process capabilities the factory must support. A project estimate that omits one of these scopes can look precise while describing an incomplete factory.

How much does it cost to build a semiconductor fab?

The most usable broad benchmark in the available public figures comes from Intel’s June 2023 explainer, which says a typical fab costs about $10 billion and takes three to five years to complete, with 6,000 construction workers. Intel presents this as a generalized description, not a quote for a specific project, process node, site, or current construction contract. It is best treated as an order-of-magnitude reference—not as a budget that can be applied to any proposed fab.

Public announcements illustrate why project figures need careful scope labels. The numbers below are not normalized cost-per-fab comparisons: they cover different project portfolios, facility types, and funding arrangements.

Announcement What the figure or milestone covers How to interpret it
Intel, June 2023 About $10 billion; three to five years; 6,000 construction workers Intel’s illustrative description of a typical fab, not a project-specific quote.
TSMC Arizona, U.S. Department of Commerce, November 15, 2024 More than $65 billion planned for three greenfield fabs; up to $6.6 billion in direct funding The investment is for a three-fab project, while the funding is an award figure. Commerce described disbursements as tied to construction, production, and commercial milestones; neither figure is the cost of one standalone fab.
Intel, U.S. Department of Commerce, March 20, 2024 A portfolio spanning Arizona, New Mexico, Ohio, and Oregon The announcement included new fabs, modernization, packaging facilities, and technology development. It should not be collapsed into one fab’s construction cost.
Amkor Peoria, U.S. Department of Commerce, December 20, 2024 An announced packaging and test facility This is an advanced packaging and test project, not a wafer-fabrication fab.

What a project estimate must specify

Before comparing two numbers, establish what each one includes. A usable estimate should state:

  • Product and process technology: what kind of chips the facility is intended to make and which process capabilities it requires.
  • Wafer format and planned capacity: the wafer size and production capacity assumed in the estimate. The figures above do not provide a common capacity basis for cost comparison.
  • Project type and site condition: whether the work is a greenfield build or an expansion or modernization, and how much site infrastructure is already available.
  • Included scope: whether the number covers the building, cleanroom, utilities, process tools, packaging, and the work needed to ramp production.
  • Milestone definition: whether “complete” means the building is finished, tools are installed, processes are qualified, or commercial production has begun.

Without those definitions, apparent price differences may reflect scope rather than the relative cost of building equivalent factories. The cited announcements do not provide the shared capacity, process, site, and inclusion data needed to calculate an apples-to-apples cost per unit of output.

What equipment and building systems does a fab need?

A fab’s equipment list is shaped by its manufacturing process, but the facility must also house the systems that make process tools usable. Intel describes four physical levels in a typical fab: a fan deck for cleanroom air systems; the cleanroom, where manufacturing tools operate; a clean subfab for support equipment and service connections; and a utility level for electrical panels and mains.

Cleanroom and air-handling systems

The cleanroom is the controlled manufacturing environment, not just a room with a cleanliness label. Air systems circulate and condition the cleanroom environment; temperature and humidity control are also part of keeping production conditions stable. The fan deck provides space for air-handling systems above the manufacturing area. Its design must be coordinated with the cleanroom layout and the tools being served.

Process tools and their support equipment

The process tools perform the manufacturing steps. NIST identifies lithography, etching, and deposition as among the energy-intensive process steps in a fab. The tools are only part of the equipment system: vacuum pumps, power cabinets, transformers, service connections, and local exhaust abatement also support production. Some of this support equipment is located in the clean subfab rather than alongside the production tools.

Intel’s June 2023 description says, “A typical fab includes 1,200 multimillion-dollar tools and 1,500 pieces of utility equipment.” Those are generalized figures from Intel, not a standard bill of materials for every factory. They convey the scale and interdependence of a fab’s equipment estate, rather than establishing the quantity or purchase cost for a particular design.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Utility distribution and service levels

The utility level carries electrical panels and mains; the subfab provides space for equipment and service connections serving the cleanroom. These levels help keep support infrastructure accessible while accommodating the manufacturing area above. The overall arrangement must be designed around the tools and services actually required by the chosen process, rather than assembled from a generic shopping list.

EUV lithography is one part of the tool mix

For advanced chip features, extreme ultraviolet lithography uses light with a 13.5 nm wavelength. ASML’s 2025 annual report describes a 1,000-watt EUV source demonstration in April 2025, while noting that a commercially ready 1,000-watt source could take time. This is a technology development milestone, not a fab construction specification: the report does not establish a scanner price or procurement lead time, and EUV is only one technology within a much larger factory system.

Which utilities does a semiconductor fab need?

Utilities are production-critical design inputs. A facility must provide reliable electrical power, air circulation and environmental control, and treated water for processes that require it. Process tools and supporting equipment consume power; vacuum pumps and local exhaust abatement are examples of support systems that also add demand. Backup provisions matter because an interruption can affect operations, not merely comfort or building services.

NIST’s 2024 environmental assessment reports historical 2021 data from a sample of 29 fabs: median electricity use was approximately 2.74 million MWh, and median ultra-pure-water use was approximately 4.25 billion gallons. These are sample medians, not forecasts for a proposed site. A particular fab’s demand depends on its design and operation; the figures should signal the scale of infrastructure planning, not substitute for a site-specific forecast.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Water treatment is needed to supply ultra-pure water, while wet processing also forms part of fab operations. On the power side, NIST notes that outages or voltage sags can disrupt operations and that reliable power is essential. Accordingly, utility planning has to account for production continuity as well as routine consumption. The available figures do not establish a universal utility design, reserve margin, or site requirement.

How long does it take to build a chip factory?

Intel’s 2023 estimate of three to five years is a broad construction benchmark, not a universal commissioning schedule. “Building a fab” can refer to several different milestones, and reaching one does not establish that the factory has reached the next.

  1. Site development: prepare the site and the infrastructure required to support the planned facility. Existing conditions differ, so the cited sources do not establish a standard duration for this work.
  2. Building and cleanroom completion: construct the facility and the controlled manufacturing environment, including the supporting spaces and utility distribution levels.
  3. Equipment installation and integration: place and connect process tools and support equipment, then integrate them with facility services and production systems.
  4. Process qualification: establish that the manufacturing processes can produce the intended product to the required specifications. A completed building alone does not demonstrate qualification.
  5. Commercial ramp: increase production toward commercial operation. Construction and ramp milestones are distinct; an announcement of construction progress does not by itself establish commercial output.

The source set does not provide standard durations for these individual stages. Project schedules also depend on scope, site readiness, tool selection, and the definition of the milestone being announced, so a forecast for one facility should not be generalized to another.

How to read fab announcements and timelines

Dates in project announcements are snapshots of a plan at the time of publication. For example, Commerce’s April 8, 2024 preliminary-terms release said TSMC expected first-fab high-volume production in the first half of 2025. That was a historical forecast; it should not be repeated as a current production date or proof of present operating status. A later Commerce release, dated April 29, 2025, reported that TSMC Arizona had broken ground on its third fab. Groundbreaking is a construction milestone, not evidence that the fab is production-ready.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When assessing a schedule, read the announcement for the exact facility and the milestone it names. A project may include several fabs or multiple facility types, and construction, equipment installation, qualification, and commercial production are different stages. Funding announcements add another distinction: the 2024 TSMC award’s direct funding was described as milestone-linked, rather than as a single payment indicating that the factory was finished.

A practical way to plan a fab project

There is no universal recipe in the cited figures, but they point to a sound planning sequence: define the manufacturing mission before attempting to price or schedule the building.

  1. Define the product and process: identify the chip class and process technology the factory must support. This determines the relevant process equipment and prevents an estimate from treating all fabs as interchangeable.
  2. Set wafer size and capacity assumptions: state the intended wafer format and output target. Do not compare project costs unless these assumptions are known or clearly identified as unavailable.
  3. Choose and characterize the site: determine whether the project is greenfield, an expansion, or modernization, and document the site infrastructure that is already present. The project examples show why site and project type need to accompany investment figures.
  4. Design the building and support levels around the process: coordinate the cleanroom, fan deck, clean subfab, and utility level with tool layouts and service requirements.
  5. Plan utilities alongside tools: develop power, backup, air-handling, environmental-control, and water-treatment requirements in concert with process and support equipment. Treat historical industry sample medians as context, not as the design load for the proposed site.
  6. Build an equipment and integration scope: distinguish manufacturing tools from utility equipment and identify the support systems required to make them operational. A count of tools alone does not describe the full factory.
  7. Price the complete scope: separate building, cleanroom, utilities, process equipment, packaging or test facilities, and ramp-related work so that exclusions are visible. Label project-level funding separately from construction cost.
  8. Schedule by milestone: track site development, building completion, tool installation and integration, process qualification, and commercial ramp as separate events. Give each date a named scope and avoid calling the entire project production-ready based only on a groundbreaking or construction announcement.

Common mistakes when estimating a fab

  • Using one headline cost as a universal price: Intel’s broad estimate is useful context, but it is not a current quote for every process, capacity, or location.
  • Mixing different facility types: wafer fabrication is not the same project as advanced packaging and test. Amkor’s announced Peoria facility belongs in the latter category.
  • Combining a company portfolio into one fab figure: a multistate announcement can include new construction, modernization, packaging, and technology development, each with different scope.
  • Assuming cleanroom completion equals factory readiness: tool integration, qualification, and commercial ramp are separate milestones.
  • Treating historical resource use as a forecast: the NIST sample medians describe 29 fabs’ 2021 data, not the consumption of a future facility.
  • Reading a forecast as a current status report: preserve the publication date and wording of schedule claims, especially when the stated target date has passed.

What the public figures can—and cannot—tell you

The available examples establish the scale of capital and infrastructure involved, show why a project’s scope must be identified, and provide one broad manufacturer benchmark for cost and construction time. They do not give a standardized cost per wafer of capacity, a universal commissioning calendar, a specific fab’s equipment procurement schedule, or a forecast for a new site’s energy and water demand. Those figures require the project’s product, process, capacity, site, facility scope, and milestone definitions.

The practical conclusion is to treat a fab as a coupled capital project rather than a building purchase. Define the manufacturing mission, design the facility and utilities around it, and keep construction, qualification, and commercial production distinct when setting the budget and schedule.
