Build a research budget from the work the project must do, not from a round-number guess. Link every cost to a task, preserve the calculation behind each figure, and decide in advance what you would protect, defer, or redesign if funding is reduced or delayed. Use the current funding opportunity, your institution’s costing rules, and—if the award is already active—its terms as the controlling requirements; no single budget format or reserve percentage works for every sponsor.
Start with the rules that control this budget
Before estimating costs, read the current opportunity notice and application instructions. For an existing award, also check the award conditions and any current rebudgeting guidance. Ask your institutional research office or finance team to confirm how local costing policies apply.

Rules can vary by sponsor, program, institution, and award. NIH says its general budgeting advice does not override the relevant application instructions; Simon Fraser University likewise advises applicants to follow the opportunity’s requirements. Build the budget from the research plan
Translate aims or work packages into tasks, milestones, dates, and resources. For each task, identify who will do the work and what it requires: staff effort, equipment, supplies, services, travel, data access, or other eligible resources. Estimate realistic quantities and rates, then check that the requested work and total cost fit together.

For a practical working model, record each cost against the task it supports. Include the quantity, unit rate, calculation, period, and the source or date for the rate. That detail lets you update estimates when pay assumptions, prices, exchange rates, or schedules change—even if the sponsor’s form only asks for grouped totals.
Separate cost types and make assumptions visible
Direct and indirect costs
Direct costs are those that can be specifically assigned to the project; indirect costs, also called facilities-and-administration costs, are handled according to institutional and sponsor rules. The required presentation varies. Simon Fraser University describes both a price model, where indirect costs are embedded in line items, and a cost model, where they are shown separately. Follow the sponsor’s written instructions rather than choosing a format for convenience.
Rates in examples are not portable rules. Simon Fraser University illustrates a 25% indirect-cost rate applied to $201,000 in direct costs, yielding $251,250 in total cost; that is an example calculation, not a recommended rate. Research Ireland’s 2026 interim policy allows up to 30% overhead in the absence of other guidance, subject to defined eligible direct costs and exclusions. Neither figure should be applied to a different funder or institution without checking its rules.

Period-by-period estimates
Break costs out by budget year and, when it helps with timing, by quarter. State assumptions that could move the total, such as staff effort and pay, inflation, VAT, exchange rates, equipment purchase timing, and procurement lead times. Use current institutional rates and date the assumptions so a later reviewer can see what changed. A WHO/TDR case study describes pre-award finance support that accounts for inflation, VAT, and exchange rates; those inputs can affect both the eventual cost and when cash is needed.
Write the justification beside the figures
For each significant item, explain its connection to the research, who will use or provide it, how the quantity was estimated, and why existing resources cannot meet the need when that is relevant. Keep the explanation in the same sequence as the budget so reviewers can reconcile the narrative and numbers. NIH’s budget guidance and Research Ireland’s 2026 interim Grant Budget Policy both emphasize substantiating costs; Research Ireland also calls for staff-role details and explanation of substantial equipment requests.
For example, a staff line should identify the role, effort, and period, then connect that contribution to a named task or milestone. A supply line should show the quantity and basis for the estimate rather than relying on an unexplained lump sum. Keep the calculation trail in your working file even when the application form is less detailed.

Plan what changes if the award changes
Scenario planning is a useful internal resilience tool, not a universal sponsor-mandated format. Where a smaller award or delayed start is plausible, map the requested plan against alternatives. For each, identify protected work, deferrable or separable work, dependencies, minimum viable staffing, and schedule consequences.
- Requested plan: the full scope and resources needed to deliver the proposal as submitted.
- Reduced-funding plan: a revised scope that fits a lower amount. Name which aims, tasks, or outputs change; do not conceal the shortfall with unsupported estimates.
- Delayed-start or delayed-cash plan: the work that can wait, any commitments that cannot, and the schedule or cash-flow consequences if funds arrive late.
These scenarios help expose trade-offs before they become urgent, but they do not authorize a change to an awarded project. Check sponsor and institutional requirements before changing scope or allocations. Simon Fraser University’s guidance stresses aligning the budget with the project and sponsor limits; Research Ireland’s policy addresses justified budget revisions, while the WHO/TDR case study illustrates why payment timing can matter.
Keep cash timing distinct from total cost
A project can have an adequate total award and still face a timing problem if expenses fall due before a payment arrives. Forecast when major commitments and payments are expected, including staff costs, procurement, travel, and any sponsor payment tranches or retrospective reimbursement. Discuss timing risks with institutional finance staff before making commitments.

Do not assume a contingency line or reserve is eligible. Confirm with the funder and institution whether one is permitted; there is no universal reserve percentage established by the guidance cited here. Cost, cash availability, and permission to rebudget are separate questions.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Monitor spending and check before revising
After an award begins, compare commitments and actual spending with the approved budget by category. Forecast remaining costs and likely variances, then review them regularly with research-finance staff. Early visibility makes it easier to decide whether a schedule or work plan needs attention.
Before transferring funds or changing an allocation, check the award terms and current sponsor policy for approval triggers. A budget may allow some flexibility without allowing every change. NIH’s Grants Policy Statement, Section 5.4 (revised March 2026) and Research Ireland’s 2026 policy illustrate that rebudgeting is bounded by award-specific conditions. The WHO/TDR case study describes regular category-level reporting as a way to help prevent over- or underspending.
Best Value
Use the format the sponsor requires
There is no universally best budget layout. A detailed internal spreadsheet can support planning and later revisions, while a sponsor may require a particular form, grouped categories, or a specific treatment of indirect costs. NIH modular applications are one bounded example: for specified application types, NIH guidance uses $25,000 direct-cost modules and permits up to $250,000 in annual direct costs. Eligibility depends on activity codes and the specific opportunity; see NIH’s modular research grant application guidance and the current opportunity instructions. This is not a general rule for research grants.
As Simon Fraser University puts it, “There is no magic formula available for developing a budget but there are some basic steps to follow in order to develop an accurate budget.” The practical standard is a budget whose figures can be traced to planned work and whose assumptions can be revised without losing sight of the project’s approved scope.
