You can build an Elementor popup from WP Admin → Elementor → Editor → Templates → Popups, design it in the Elementor Editor, publish it, and then define where and when it appears. Popup Builder, display conditions, triggers, and advanced rules require Elementor Pro Advanced plans or higher. This guide shows the complete workflow, including a popup that opens only after a visitor clicks a button.

Before you start: confirm that Popup Builder is available
Elementor’s Help Center states that “The Popup Builder and its display conditions, triggers, and advanced rules are available exclusively in Elementor Pro (Advanced plans and higher).” The statement was last updated August 27, 2026. You therefore need an installed and activated Pro license on the WordPress site before looking for popup templates.

If you are using the free edition, the Templates → Popups area and its targeting controls may not be available. Install and activate the required Pro edition first, then return to the WordPress dashboard. Also make sure you have permission to edit templates and publish changes on the site.
- WordPress administrator or editor access that can create Elementor templates.
- Elementor installed and active.
- Elementor Pro on an Advanced plan or higher, installed and activated.
- A clear purpose for the popup, such as a newsletter form, announcement, contact form, promotion, or two-step offer.
- The page, post type, category, or site area where the popup should be eligible to appear.
Understand the three targeting controls before configuring anything
Elementor separates popup targeting into three decisions. Keeping them distinct prevents a popup intended for one page from appearing everywhere or interrupting visitors at the wrong moment.

Elementor describes conditions as “Where to popup” and triggers as “When to popup based on user-specific actions.” A condition can make a popup eligible on a page, but a trigger determines whether and when it opens. Advanced rules then narrow the audience or limit repetition.
1. Create a new popup template
- Sign in to WordPress and open the dashboard.
- Go to Elementor → Editor → Templates → Popups.
- Click Add New Popup.
- Enter a descriptive name, such as Newsletter Signup – Blog Posts or Contact Prompt – Pricing Page.
- Click Create Template.
Elementor opens its template library after you create the template. Naming the popup by purpose and location makes it easier to maintain several campaigns later. Avoid generic names such as “Popup 1,” which make condition and trigger audits harder.
2. Choose a template or start with a blank canvas
The library provides a starting design that you can insert and customize. Select one whose structure fits the intended action, then replace its copy, imagery, form fields, buttons, and branding. You can also close the library and build the popup from scratch on a blank canvas.
Match the design to the visitor’s intent
- Newsletter signup: explain the benefit, request only the information you need, and make the subscription action prominent.
- Announcement: use concise text and a clear close control so the message does not obscure the page.
- Contact form: state what happens after submission and connect the form to the correct destination before publishing.
- Promotion: make the offer, eligibility, and end date understandable without requiring visitors to hunt for details.
- Two-step offer: let the first interaction create the next step, rather than presenting a long form immediately.
Do not design a full-screen treatment merely because the editor allows it. The popup’s visual weight should match the importance of the message and the trigger that opens it.
3. Configure the popup layout and content
Use the popup settings in the Elementor Editor to define the modal’s dimensions and position. Add the content widgets you need, then style the container, typography, buttons, form, background, overlay, and close control.

Set width, height, and position
Choose a compact modal for a short announcement or form. If the popup must fill the viewport, Elementor documents 100vh for both width and height in its popup settings. A full-screen design needs especially careful mobile spacing because the close control and primary action must remain reachable.

- A visible close control that is easy to tap on a phone.
- Readable contrast between the popup, overlay, and page behind it.
- A single primary call to action with wording that describes the result.
- Form labels or instructions that remain understandable without relying on placeholder text alone.
- Responsive spacing and font sizes for desktop, tablet, and mobile breakpoints.
Preview the design at each responsive breakpoint while you are editing. A layout that looks balanced on a wide monitor can push the action button below the viewport on a narrow phone.
4. Publish the template and set display conditions
- Click Publish in the Elementor Editor.
- When the Display Conditions panel opens, add an include rule for the intended scope.
- Select the relevant location, such as the entire site, front page, a selected page, a post type, a category, or another available content area.
- Add exclusions for pages where the popup must not appear.
- Confirm the rule before continuing to triggers.
Conditions establish eligibility, not the opening moment. For example, you can include only blog posts and exclude a privacy page. The same popup can be eligible on a front page but still wait for a delay, scroll threshold, or button click depending on its trigger configuration.
Choose the narrowest condition that fits
Use an entire-site condition only when the message genuinely applies everywhere. A campaign tied to one product, category, or landing page should use that specific location. Narrow conditions reduce accidental interruptions and make later troubleshooting easier.
5. Configure the trigger that opens the popup
After conditions, open the trigger settings. Elementor documents several trigger types, each suited to a different visitor action.

Set a delay, threshold, or other value only when it supports the purpose of the message. A trigger should be predictable: visitors should be able to understand what action caused the popup.
6. Make a popup open from a button click
A button-opened popup is different from an automatic campaign popup. The popup must be available on the page containing the button, and its trigger should use the on-click or manual approach rather than a page-load trigger.
- Create and design the popup template as described above.
- Publish it with a display condition that includes the page containing the button. If the button appears on several pages, include the appropriate shared area or those pages.
- In the popup’s trigger settings, choose the on-click/manual behavior instead of page load, scroll, inactivity, or exit intent.
- Edit the page in Elementor and select the button widget.
- Configure the button’s popup action to open the specific popup you created.
- Update the page, then test the button while logged out or in a private browser window.
The condition makes the popup eligible on that page; the button action supplies the opening event. If the button does nothing, first check that the popup is published, the page is included by its condition, and the button points to the correct popup rather than an older template.
Button-popup checklist
- The button label explains what will open, such as “Request a callback” or “See the offer.”
- The popup does not also have a page-load, scroll, inactivity, or exit trigger unless that combination is intentional.
- The close control returns the visitor to the original page without losing their position.
- The form or next action works on the same device and breakpoint used for testing.
7. Add advanced rules to control frequency and audience
Advanced Rules refine an otherwise valid condition and trigger. Elementor documents rules for requiring a number of page views or sessions, limiting the number of displays, and targeting by referral URL or device.

Use frequency limits for returning visitors
A popup that appears after every page view can become an obstacle, particularly when the message is not urgent. Set a page-view or session requirement when visitors should see the popup only after engaging with the site, and cap the number of displays when the campaign should stop repeating.

Use referral and device targeting carefully
Referral targeting can tailor a message to visitors arriving from a specific source. Device targeting can prevent a desktop-oriented layout from appearing on a phone. Review each rule together with the display condition and trigger; a narrow referral rule combined with a narrow page condition may produce a popup that almost nobody can reach.
Advanced rules are constraints, not substitutes for a clear condition. Define the location first, choose the user action second, and then add only the frequency or audience restrictions that solve a real problem.

- Click Save & Close after configuring conditions, triggers, and advanced rules.
- Open an eligible page on desktop and activate the intended trigger.
- Repeat the test on a phone-sized viewport and, if relevant, on a tablet-sized viewport.
- Test the close control, keyboard navigation, form submission destination, and primary call to action.
- Check an excluded page to confirm that the popup does not appear there.
- Repeat the test in a logged-out or private window so administrator-specific behavior does not hide a problem.
Elementor’s documented controls explain how to configure a popup; the checks above are practical verification steps for your particular site. Do not assume that a successful save proves the visitor path is correct.

The Popups section is missing
Confirm that Elementor Pro is installed and activated and that the plan is Advanced or higher. The Popup Builder and its conditions, triggers, and advanced rules are Pro-gated. If activation is complete but the menu is still absent, verify that you are editing the intended WordPress site and that your account has template-editing permission.
The popup appears on every page
Review Display Conditions for an entire-site include rule. Replace it with the specific page, post type, category, or front-page scope you need, then add exclusions for areas that must remain clear. Also check whether another popup template has a broader condition.
The popup never opens from the button
Check the four links in the chain: the popup is published, the button’s page is included by the display condition, the popup uses an on-click/manual trigger, and the button action targets that exact popup. A page-load or scroll trigger will not create the same button-driven behavior.
The popup opens too often
Inspect Advanced Rules for page-view, session, and maximum-display settings. Add a frequency limit that matches the campaign’s purpose. If the popup is still repeated, check whether a second template with a similar design is being triggered.

The popup looks broken on mobile
Open the responsive controls in the editor and review width, height, padding, typography, button size, form fields, and the close control at a narrow viewport. A full-screen popup using 100vh needs particular attention to vertical space and scrolling.
The form submits but the visitor sees no useful result
Verify the form destination, success message, error state, and any required integration before treating the popup as complete. Submit a test entry and confirm what the visitor sees after clicking the primary action.

This framework keeps the three controls aligned: location comes from conditions, timing comes from triggers, and repetition or audience constraints come from advanced rules.
Accessibility and visitor experience checks
A technically correct popup can still be difficult to use. Keep the message short enough to scan, provide a clearly visible close control, and preserve readable contrast. Ensure that keyboard users can reach the close control and primary action, and that focus does not become trapped behind the overlay. Test with browser zoom and a narrow viewport, not only at the editor’s default size.

If a visitor closes an optional message, advanced frequency rules should prevent an immediate repeat where the configuration allows it.
Maintenance after publication
Popup templates are reusable, so a later edit can affect every page included by the template’s condition. Keep the name, purpose, location, trigger, and display cap understandable to the next person who manages the site. When a campaign ends, remove or revise its condition and trigger rather than leaving an obsolete popup active.
