How to Build a Location Data Model Your Systems Can Trust

A single source of truth for location data is a governed logical model—not one universal address string. Separate identity, structured addresses, and geometry, then govern profiles, lifecycle, quality, and system mappings.

A dependable single source of truth for location data is a governed logical model—not one universal address string or a single database table. Give each modeled real-world location a stable internal identifier, represent its addresses and spatial references separately, and define who may create, change, and retire each record. Then map that model into the databases, APIs, and exchange formats your systems use, while keeping those mappings synchronized with the model.

The right details depend on the jurisdictions and business uses involved. Address conventions differ around the world, so a useful model supports local profiles rather than forcing every place into one global street-and-number pattern.

What “single source of truth” should mean for location data

The authoritative source should be the governed definition of what your location records mean, how they relate, and how they change over time. It can produce different physical representations for operational databases, GIS platforms, APIs, or partner exchanges without making each representation a separate authority.

This is not the same as insisting that every application use one schema or that every location have one address. ISO/TC 211 describes the ISO 19160 family as supporting interoperability and good governance, not uniform addresses worldwide. ISO 19160-2:2023 addresses governance and the assignment and maintenance of address data; the broader series also covers conceptual addressing, data quality, and international postal components.

An address identifies a real-world object, but it is not necessarily that object’s permanent identity. ISO 19160-2 recognizes that an object may have multiple addresses and that an address may be changed, reassigned, or retired. A postal address can be useful for correspondence or delivery, but postal validation alone does not establish a location’s authoritative identity.

Separate identity, address, and spatial reference

Model the concepts independently, then connect them with explicit relationships. This keeps a change in address text from silently changing what your systems mean by the location.

Location or addressable object

Define what counts as a location in your domain. It might be a building, facility, parcel, entrance, or service point. Choose only the object types needed by your use cases; the cited standards do not prescribe one universal enterprise-wide list.

Stable identifier and external identifiers

Assign each modeled location a stable internal key. Store authority-issued IDs and other external identifiers separately, or as linked identifier records, with their issuing authority and provenance. This lets an internal entity remain identifiable when an external identifier or address changes.

Addresses and their components

Allow a location to have one or more structured address records. Associate each address with the relevant address class, language, jurisdiction or profile, source, status, and validity period. Represent components according to that profile: locality and thoroughfare fields may be appropriate in one jurisdiction, while another valid addressing form may use a different hierarchy.

Keep a formatted or original address representation when needed for display, exchange, or audit, but do not make that line the only canonical data. A rendered string is difficult to validate or map reliably when its components and local rules are unknown.

Geometry and spatial reference

Store the spatial representation appropriate to the location and use case: for example, a point, line, polygon, or linear reference. Record the coordinate reference information and the source or provenance of the geometry. The Federal Geographic Data Committee’s U.S. address standard explicitly includes coordinates and linear reference locations, illustrating why spatial meaning should not be collapsed into postal text.

Relationships, stewardship, and history

Connect locations to the other entities your domain needs, such as parent or containing locations, entrances, parcels, administrative areas, or related organizations. Keep associated people and organizations distinct from the address record itself; ISO 19160-2 treats them as external to the address model.

Record the responsible authority or process, lifecycle status, and effective history of changes. A street-name change, address reassignment, or retirement should not overwrite the record’s past meaning. Preserve enough history to answer which address or geometry was valid for a location at a particular time.

Provenance and quality

Capture where a value came from and how or when it was verified. Define checks for required profile components, referential integrity, spatial plausibility, and consistency with the responsible address reference system. FGDC’s standard calls for quality tests, error-trapping, and anomaly identification; ISO 19160-3:2020 provides a framework for describing address data quality and reporting it.

This is a practical design pattern synthesized from the standards, not a single normative schema. Make profile assumptions and intentional omissions explicit so that consumers know what the model does—and does not—represent.

Choose a profile that fits the jurisdiction and the work

Start with the actual countries or jurisdictions, location types, consumers, and operational purposes in scope. Delivery, emergency response, asset management, customer records, navigation, analytics, and public-sector exchange can require different levels of detail.

ISO 19160-1:2015 offers a conceptual model, while the other parts address topics including assignment and maintenance, quality, and international postal components. Use the relevant national or application profile alongside that vocabulary where appropriate. ISO 19160-2:2023 says existing regional or national standards can complement its guidance.

For a U.S. implementation example, FGDC-STD-016-2011 covers thoroughfare, landmark, and postal address data in the United States, including territories and possessions. Its scope includes address elements, IDs, coordinates, linear references, a local address reference system, quality procedures, XML exchange, and legacy migration. The FGDC page records a maintenance review in 2015 and says public review closed April 26, 2016; that information alone does not establish that it is the latest U.S. requirement.

A more recent U.S. implementation example is the National Address Database geodatabase template listed by Data.gov. The catalog records publication on September 24, 2025, and an update on September 3, 2026. It provides fields and domains using a minimum-content approach and is expected to evolve as participation grows. It is a U.S. template, not an international model.

When selecting a profile, make the decisions visible: which address classes and components are supported, which authority governs them, and what must be preserved when records cross system boundaries. Do not generalize a U.S. schema or a postal convention into a global rule.

Map the logical model to systems without letting it drift

  1. Set scope. List the jurisdictions, location types, consumers, and operational purposes. FGDC’s U.S. standard recognizes that business purposes and data sources can require different levels of complexity in address records.
  2. Name the authority. Decide which team or agency can create, correct, and retire each identifier, address, and geometry. Document responsibility at the data-element level where responsibilities differ.
  3. Define the logical concepts and profile. Agree on meanings, relationships, permitted lifecycle states, and jurisdiction-specific rules before tying the design to one database. Use the applicable conceptual and national or application profiles as the interoperability baseline.
  4. Derive implementation schemas. Map the governed definitions into relational, geospatial, API, and exchange structures. FGDC provides XML exchange schemas for its U.S. standard; the National Address Database template provides a U.S. geodatabase example with fields and domains.
  5. Set lifecycle and quality procedures. Specify how records are created, corrected, aliased, reassigned, versioned, and retired. Define measurable checks and how exceptions reach a steward. The standards support maintenance and quality reporting, but your organization must choose thresholds suited to its use case.
  6. Test the exchange boundary. Validate representative records against the selected profile and schema. Test round trips to confirm that identifiers, provenance, lifecycle state, and spatial-reference meaning survive export and import.
  7. Govern changes end to end. Require production schema or business-definition changes to trigger review of the logical model and its mappings. CGI’s 2021 paper describes a common failure: implementation changes accumulate while the logical model remains stale. Its advice is vendor-authored practice guidance, not a normative standard.

The canonical model is only authoritative if the implemented systems continue to reflect it. Treat model definitions, schema mappings, and implementation changes as governed artifacts with an explicit change path in both directions.

Check whether a proposed model can serve as the authority

Use these questions to assess a normalized relational design, geospatial feature model, vendor schema, or enterprise canonical model. They are decision criteria, not a product ranking; the cited standards do not benchmark database products or architectures.

  • Identity: Can it distinguish persistent location identity from mutable address text and external identifiers?
  • Jurisdiction fit: Can it represent local address classes and components without imposing incompatible assumptions?
  • Spatial semantics: Can it preserve the geometries and reference systems required, including point or linear references where relevant?
  • Lifecycle: Can it represent validity, reassignment, aliases, component changes, and retirement without destructive overwrites?
  • Quality and lineage: Can it retain source and verification context and support the quality reporting your stewards need?
  • Interoperability: Can it map to required local, national, postal, and application profiles without losing meaning?
  • Operational governance: Is an accountable authority defined for the data and changes it controls?
  • Maintainability: Will logical definitions and mappings be reviewed when implementations or business rules change?

What to make explicit before rollout

Document the jurisdictions and address profiles in scope, the kinds of real-world objects represented, the authority for each record type, and the lifecycle and quality rules consumers can rely on. Also document how each implementation schema maps to the logical model and what information an exchange must preserve.
