Tap the Page Menu, then choose Add Bookmark to. Depending on your tab layout, you may instead touch and hold Show Bookmarks and tap Add Bookmark.

Choose a destination folder, including Favorites if you want a quick shortcut, then tap Save.

Favorites are bookmarks, but a regular bookmark can instead be filed in another folder. Reading List and a Home Screen icon are separate ways to return to a webpage, not bookmark destinations. Apple describes these distinctions in its iPhone Safari guide and Start Page guide.
Find, edit, move, or delete a bookmark
Open Safari’s Bookmarks view to browse saved items. Recently saved bookmarks, Favorites, and Reading List items appear near the top. Touch and hold a bookmark to open it, copy it, edit it, or delete it. You can also create folders, rename bookmarks, move them to folders, and reorder them. See Apple’s instructions for managing bookmarks for the controls.

Sync Safari bookmarks across Apple devices
To keep Safari bookmarks up to date across devices, sign in to the same Apple Account on each one and enable Safari in iCloud on each device. On iPhone, open Settings, tap your account name, tap iCloud, then turn on Safari. Safari must also be enabled in iCloud on the other device. Apple’s iCloud setup guide for iPhone covers the setting.
