How to Block Countries From Visiting Your Website

Country blocking uses IP-based geolocation at a CDN or WAF. This guide explains Cloudflare, CloudFront, and AWS WAF configurations, allowlist and denylist trade-offs, exceptions, testing, and why VPNs and unknown locations prevent perfect enforcement.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

To block visitors from a country, configure geoblocking at the network edge: a CDN or web application firewall (WAF) looks up the country associated with each request’s IP address, then allows, blocks, or challenges the request. Cloudflare custom rules, Amazon CloudFront geographic restrictions, and AWS WAF geographic-match statements all support this approach.

Country blocking is a traffic-control measure, not identity verification. IP databases can misclassify users, and VPNs, mobile networks, travelers, payment services, uptime monitors, APIs, and search crawlers can produce legitimate requests from countries you did not expect.

What country blocking actually does

Geoblocking evaluates the source IP address on an HTTP request. The edge provider maps that address to a country and compares the result with a rule you define:

  • Block: stop the request before it reaches the origin.
  • Allow: permit only countries in an approved set.
  • Challenge: ask the visitor to pass an additional check, useful when you want to slow or screen traffic without an absolute denial.

The country value is inferred from an IP-geolocation database. It is not proof of a person’s citizenship, residence, billing address, or physical presence. A visitor using a VPN may appear to be in the VPN server’s country; a mobile carrier may route traffic through a different country; and a traveler may be blocked while abroad.

Apply the rule at a reverse proxy, CDN, or WAF whenever possible. Blocking only inside application code consumes origin resources and can leave static files, APIs, or alternate hostnames exposed.

Choose the right enforcement point

Situation Best fit How the country decision is made Scope and important behavior
The site already uses Cloudflare and needs block, allow, or challenge actions Cloudflare custom WAF rules The ip.src.country field in a custom-rule expression Rules can be combined with other request conditions; Cloudflare recommends custom rules rather than legacy IP Access rules for geography-based blocking.
Every object in a distribution must follow one country policy Amazon CloudFront geographic restrictions CloudFront matches the request IP to a country Choose one allow list or block list for the distribution; the setting covers all files associated with that distribution.
Country logic must include IP exceptions, paths, bots, or other conditions AWS WAF geographic match statement AWS WAF derives country and region from the request IP Geographic statements can be combined with an IP-set exception and other WAF rules.

Use an allowlist only when the business can tolerate denying every country not explicitly named. A denylist is safer for a global site that needs to restrict a small number of countries. A challenge is a middle option when false positives would be costly.

Block or allow countries with Cloudflare

Cloudflare documents geography through the ip.src.country field and recommends creating a custom rule for geoblocking. Build the rule in the zone that receives the traffic, then place it in an order where the intended action is evaluated before any later rule that could override it.

Deny one or more countries

  1. Open the Cloudflare zone that fronts your website and go to its WAF custom-rules area.
  2. Create a rule with a descriptive name such as Block selected countries.
  3. Set the expression to the countries you want to deny. For North Korea, the documented pattern is (ip.src.country in {"KP"}). For several countries, include each ISO-style country code in the set.
  4. Choose the Block action and deploy the rule.
  5. Review security-event logs after deployment and confirm that the rule is matching the countries you intended.

Keep the country codes in the expression visibly documented. A later administrator should be able to tell whether the rule is a temporary incident response, a licensing requirement, or a permanent policy.

Allow only a defined set

An allowlist can be expressed by blocking every request whose country is outside the permitted set. Cloudflare’s example for permitting the United States and Mexico is:

(not ip.src.country in {"US" "MX"})

Apply the Block action to that expression. This pattern denies traffic from every other country, including countries you did not specifically consider. Before enabling it, inventory administrators, support staff, monitoring services, payment providers, and customers who travel internationally.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Challenge instead of deny

Select a challenge action when you want to introduce friction for a country without guaranteeing an absolute denial. This can help distinguish ordinary browsers from automated traffic, but it is not a substitute for authentication and does not prove a visitor’s location. Test the challenge with your checkout, login, API, and accessibility flows before making it the default response.

Cloudflare deployment safeguards

  • Keep an emergency administrative route that is reachable from an approved address or through a separate control plane.
  • Use a narrow expression first, then expand it after checking event logs.
  • Check rule ordering whenever a country block appears ineffective; another rule may allow, challenge, or bypass the request.
  • Remember that the rule acts on the IP Cloudflare sees. If another proxy is in front of Cloudflare and the original address is not passed correctly, the country decision may describe the proxy rather than the visitor.

Apply distribution-wide restrictions with Amazon CloudFront

CloudFront geographic restrictions are configured at the distribution level. They are appropriate when the same country policy should apply to every file delivered by that distribution, rather than to one path or one application feature.

Use a block list

  1. Open the CloudFront distribution that serves the site.
  2. Open the distribution’s geographic-restriction settings.
  3. Choose Block list and add each country that must be denied.
  4. Save the distribution change and wait for the configuration to propagate.
  5. Test representative URLs, including HTML, images, JavaScript, downloads, and any API paths sharing the distribution.

Use an allow list

  1. In the same geographic-restriction settings, choose Allow list.
  2. Add every country from which the distribution may be served.
  3. Save and test both an allowed country and a country outside the list.

Because the setting covers all files associated with the distribution, an allowlist can unintentionally block a public status page, a documentation path, a software download, or an API that was meant to remain global. Split content into separate distributions when different country policies are required.

Understand CloudFront’s location accuracy and fallback

Amazon CloudFront documentation reports 99.8% overall accuracy for country mapping in 2026, with accuracy varying by region. That figure does not make an individual decision certain. When CloudFront cannot determine a user’s location, AWS says it serves the requested content. Therefore, a geographic restriction cannot guarantee that every request with an unknown location will be denied.

Build conditional country rules with AWS WAF

AWS WAF is the better fit when geography is only one part of the policy. Its geographic-match statement determines the country and region from the request IP, and the statement can be combined with path, IP, bot, rate, or other conditions.

Create a basic country block

  1. Open the web ACL protecting the resource and add a new rule.
  2. Choose a geographic-match statement.
  3. Select the countries to match.
  4. Set the rule action to Block, then save and deploy the web ACL.
  5. Inspect sampled requests or WAF logs to verify the match before expanding the rule.

Add an IP-set exception

When a country must be blocked but a known office, partner, or administrator still needs access, nest an IP-set condition in the rule logic. The IP set identifies approved addresses, while the geographic statement identifies the country. Structure the logic so an approved IP is allowed to continue and other addresses from the blocked country are denied. Keep the exception list short, owned, and reviewed; stale addresses can become an unintended bypass.

Combine geography with request context

A WAF rule can target only sensitive paths, such as an account or checkout endpoint, while leaving public documentation available. It can also require a country match and a bot or rate condition before blocking. This is useful when broad country denial would disrupt legitimate users but abusive traffic is concentrated in a particular path or behavior pattern.

Choose a denylist, allowlist, or challenge policy

Denylist: restrict known countries

A denylist blocks only the countries you name and leaves the rest of the world available. It is the practical default when the site serves an international audience and the reason for blocking is limited to a defined set of countries. Its weakness is maintenance: a new source of unwanted traffic will not be covered until you add it.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Allowlist: serve only approved countries

An allowlist is appropriate for country-specific rights, a regional launch, or a service legally restricted to named markets. It has a larger blast radius because every omitted country is denied, including a country that was accidentally left out. Treat the list as an explicit product requirement and obtain approval before changing it.

Challenge: add friction without an absolute denial

A challenge can reduce automated or suspicious traffic while preserving a path for legitimate travelers. It may still interfere with non-browser clients, assistive technology, embedded webviews, and APIs. Use it only after verifying that the affected workflows can complete the challenge.

Roll out a country block safely

  1. Write the policy in plain language. State whether the rule is a denylist, allowlist, or challenge, which hostnames and paths it covers, and why it exists.
  2. Inventory dependencies. Identify administrators, support teams, payment processors, fraud tools, monitoring probes, search crawlers, mobile users, VPN users, and API clients that may originate elsewhere.
  3. Start with observation. If the provider supports logging or a non-blocking action, measure matches before enforcing a denial. Look for legitimate traffic in the proposed countries.
  4. Create an emergency route. Keep a separate control-plane account, an approved management address, or another recovery method that is not dependent on the blocked path.
  5. Deploy narrowly. Apply the rule to the smallest necessary zone, distribution, hostname, or path. Avoid a distribution-wide change when only one application endpoint needs protection.
  6. Test from multiple networks. Check a normal residential connection, a mobile connection, a VPN endpoint, and an approved administrative address. Verify the expected status and the provider’s security log entry.
  7. Watch after release. Monitor error rates, login failures, checkout completion, API responses, support tickets, and origin traffic. A country rule can appear successful while silently breaking a third-party integration.
  8. Document rollback. Record the rule expression, deployment time, owner, and exact action needed to disable it.

Why a country block will not stop every visitor

  • VPNs and proxies: the request may be geolocated to the exit server rather than the person.
  • Mobile networks: carrier routing can place a subscriber’s public IP in another country.
  • Travel: a legitimate customer may be outside the country associated with their account.
  • Geolocation databases: providers use different data sources and update schedules, so two services can classify the same address differently.
  • Unknown locations: CloudFront serves the requested content when it cannot determine the user’s location.
  • Non-HTTP access paths: a rule on one CDN or hostname does not automatically cover a separate origin, direct IP, alternate domain, mail endpoint, or third-party asset host.
  • Cached or already-established activity: edge controls govern new requests; they do not transform the country decision into user identity or revoke credentials by themselves.

For these reasons, geoblocking should support—rather than replace—authentication, authorization, licensing checks, fraud controls, and contractual enforcement.

Troubleshoot common failures

Allowed users are blocked

  • Check the IP address the edge provider actually received, not the address shown by the user’s device.
  • Test whether the user is on a VPN, corporate proxy, or mobile carrier with foreign egress.
  • Confirm that the country is present in the allowlist and that an IP-set exception is evaluated before the block.
  • Review rule ordering and distribution scope.

Blocked users still receive content

  • Verify that the request reached the protected CDN or WAF rather than the origin directly.
  • Check for alternate hostnames, IPv6, direct-origin DNS records, or a separate distribution.
  • Confirm that the expression uses the provider’s country field and that the deployed action is actually Block, not merely log or challenge.
  • For CloudFront, remember that an undetermined location is served according to AWS’s documented fallback behavior.

An API or monitoring service fails after deployment

Find the service’s egress addresses and country classification in logs. Add a tightly scoped IP-set exception or move the rule to only the user-facing paths that require it. Do not broadly allow an entire country when one fixed address is sufficient.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The rule works in one region but not another

Country databases can vary by region, and the same carrier or hosting provider may announce addresses differently. Compare logs from the affected locations, record the observed IPs, and avoid treating one test result as universal coverage.

Maintenance checklist

  • Review country lists when business territories, licensing rights, or threat patterns change.
  • Audit IP-set exceptions for ownership, expiration, and least privilege.
  • Retest after changing DNS, CDN providers, reverse proxies, or origin architecture.
  • Keep monitoring and search-crawl access intentional rather than assuming every automated request is harmless.
  • Recheck login, checkout, webhooks, API clients, and administrative access after each policy change.
  • Record the provider, rule expression, action, scope, owner, and rollback method in change documentation.

Practical decision guide

Choose CloudFront geographic restrictions when one allowlist or denylist should cover every file in a distribution. Choose AWS WAF when the country test must be combined with path, IP, bot, rate, or other request conditions. Choose Cloudflare custom rules when Cloudflare is already the reverse proxy and you need country-based block, allow, or challenge actions. In all three cases, test the policy against real dependencies and retain a recovery path before enforcing a broad rule.
