A useful proxy benchmark measures how well a proxy completes a defined workload—not just its advertised speed. Report latency, throughput, reliability, and capacity where relevant, with enough detail about the target, protocol, geography, traffic, and measurement method for someone else to reproduce the test.
What a meaningful proxy benchmark measures
Proxy performance is workload-dependent. A result for one protocol, destination, region, request size, or concurrency level does not automatically describe how the same proxy will behave under another. Keep direct-connect baseline measurements separate from proxy-path results so the added path and the underlying network are not conflated.

- Latency: how long transactions take, with timing boundaries and response size stated.
- Throughput and capacity: how much traffic or how many transactions the proxy can sustain under a specified load.
- Reliability: whether attempted work completes correctly within the relevant timeout—not merely whether a connection can be opened.
- Repeatability: whether the setup and results can be checked across runs and compared fairly.
RFC 9411 is a standards-based starting point for measurement discipline. It defines HTTP/HTTPS transaction latency, throughput and connection measures, traffic profiles, validation, and sustained-load procedures. It is a methodology for network security devices, not a proxy-provider certification or ranking standard, so adapt its procedures to the proxy type and disclose that adaptation.
Define the workload before measuring
Write down what the proxy must do in the real use case. A benchmark is interpretable only if readers know what was offered and what counted as success.
#1 Best Overall
- Cable Performance testing up to 10GBASE-T via frequency-based measurements
- Network features including: IPv4 and v6 ping, nearest switch diagnostics (IP address, name, port / VLAN number, and advertised data rates)
- Ethernet Alliance certified PoE Verification – Detects the PoE class (1-8) and power, and performs a load test of available PoE from the connected switch
- Displays cable length, wire map, and distance to open or short
- Manage results and print reports from LinkWare PC
- Proxy type, protocol, and HTTP version; note whether TLS is involved.
- Destination or representative target set, plus the client and test-server locations.
- Request mix, response object sizes, and whether connections are reused.
- Required geography, concurrency, ramp-up, and session or rotation behavior.
- Timeouts, retry behavior, DNS and TLS treatment, and the definition of a valid completion.
For provider comparisons, use the same controlled destination and request sequence for each candidate. Add representative real targets if destination-specific behavior matters, but keep those results distinct from the controlled comparison. RFC 9411 calls for a defined traffic profile and test-result validation criteria, and permits application traffic beyond its examples when the profile is reported. RFC 3511 says proxy and non-proxy devices should be tested in the same manner when compared.
Measure latency with explicit timing boundaries
Do not report a bare “ping” or “response time” as if it captured every kind of delay. Separate connection-establishment time, time to first byte, and time to completion when the test instrument supports those measurements.
TTFB and TTLB
RFC 9411 defines time to first byte (TTFB) from the start of the TCP SYN or QUIC initial Client Hello until the client receives the first application-data packet through the device under test. Time to last byte (TTLB) ends when the last application-data packet arrives. These are different questions: TTFB emphasizes the wait for the beginning of the response, while TTLB includes transfer of the full object.

For its HTTP/HTTPS transaction-latency test, RFC 9411 requires minimum, average, and maximum TTFB and TTLB for each tested object size. It measures latency while the device operates near 50% of its maximum achievable connections per second or inspected throughput, providing a loaded measurement rather than only an idle-path result. The RFC states: “The TTFB (minimum, average, and maximum) and TTLB (minimum, average, and maximum) MUST be reported for each object size.”
For a reader-facing comparison, also report the median and a high percentile such as p95 when the sample count supports it. These are useful additional recommendations, not requirements specified by RFC 9411. Always include the sample count, object size, and timing definition alongside the distribution.
Measure throughput and capacity under a stated load
Throughput is conditional on the test. Name the unit and measurement layer—such as layer 2 or layer 3—and report the protocol, traffic mix, object size, offered load, concurrency, bytes transferred, and sustain period. Results measured at different layers should not be presented as directly equivalent; RFC 9411 explicitly calls for identifying the measured OSI layer and reporting TTLB with the traffic-profile object size.

In RFC 9411’s application-traffic-mix throughput test, mandatory KPIs include inspected throughput and application transactions per second. Optional TCP-related measures include connections per second, TLS handshake rate, TTFB, and TTLB. A short peak rate and a sustained rate answer different questions, so label which one is being reported.
For TCP-focused end-to-end testing, RFC 6349 provides a throughput framework that considers RTT, link speed, MTU, and TCP parameters. It recommends baselining RTT during off-peak periods to estimate inherent network latency: buffering under load can add delay. Distinguish that path baseline from added delay under load rather than attributing every change to the proxy.
Measure reliability by valid completed work
A live connection is not the same as a successful transaction. Define success for the task—for example, a completed connection, a valid HTTP response, correct content, or completion within a task-specific timeout—and apply the same criterion to every candidate.

Report attempts and valid completions so the denominator is visible, along with timeouts, connection errors, HTTP errors, retries, and excluded samples. A proxy can show high throughput among successful requests while still failing a material share of the intended work. This success-rate formulation is a practical reporting recommendation, not a universal standardized formula; RFC 9411’s requirement to define validation criteria offers a useful model for making pass/fail conditions explicit.

Record the test date and duration, client and server locations, proxy type and protocol, target or target description, request and response sizes, concurrency and ramp-up, connection reuse, DNS and TLS handling, timeouts, retries, sample counts, software and configuration versions, and metric definitions. Repeat runs and show variability. Use the same configuration and test window for candidates; if time-of-day variation matters, repeat at different times and report those runs separately.

RFC 3511, an older firewall methodology that includes proxy-based device procedures, calls for proxy and non-proxy comparisons to use the same testing manner. RFC 9411 specifies ramp-up, validation, and sustained phases and requires profile details needed to interpret throughput. Neither supplies a universal recipe for selecting a commercial proxy provider; the workload and comparison conditions still need to match the reader’s use case.

How to compare benchmark results or composite scores
When evaluating two options or a published ranking, compare the underlying conditions and measures rather than relying only on headline speed:
- Workload fit: protocol and version, target, geography, request mix, session behavior, and object size.
- Latency: connection setup, TTFB, full-response time, and behavior under load, with sample volume and distribution.
- Throughput and capacity: sustained rate, transactions per second, concurrent connections, and measurement layer.
- Reliability: valid completions, timeouts and errors, retries, and session continuity under the intended workload.
- Repeatability: matched test conditions, methodology disclosure, run-to-run variation, and measurement window.
- Score transparency: metric definitions, weights, reference values, and the time window behind the score.
Composite scores encode their publisher’s priorities. ProxyPerf’s published method assigns 50% weight to reliability, 25% to speed, and 25% to latency, uses fixed reference values, and ranks proxies on a 90-day rolling average; it scores residential and datacenter proxies separately. Those are ProxyPerf’s choices, not an industry standard or universal recommendation. Its methodology and site should be read as the basis for that particular score, not as evidence that one weighting is right for every workload.
