Automate the handling of construction invoices, not the authority to approve them. A controlled workflow centralizes intake, links each bill to its vendor and authorized commitment, captures project coding, checks the bill against evidence of work or receipt, routes exceptions to accountable reviewers, and preserves approval and payment records. People with documented authority—not an OCR result or a passed software check—should decide what gets approved and paid.
The sequence below is an operational design, not a universal legal standard. Contract terms, company policy, accounting systems, and local requirements determine which documents and checks apply. Lien-waiver examples in particular are US-oriented and jurisdiction-sensitive.

What construction AP automation should control
Construction accounts payable has to preserve more context than a vendor name and invoice total. A bill may need to stay tied to its project, phase, cost code, general-ledger account, subcontract or purchase order, retainage, supporting work evidence, and payment documents as it moves from intake to the accounting system.
Software can capture fields, compare records, and route work. Those functions do not establish that the invoice is authorized, that billed work is supported, or that a payment document is valid for the transaction. Design the workflow so that uncertainty becomes a visible exception for a named reviewer rather than an automatic approval.

Build the workflow in this order
1. Create one monitored intake point
Direct subcontractor invoices and other bills to a monitored inbox, portal, or AP system. Preserve the original document and its metadata, and keep a record of when and how it arrived. Screen for likely duplicates using the invoice identifier, vendor, amount, project, and related commitment or billed-to-date records; send uncertain or previously billed items to review.
Vergo’s vendor-authored workflow guidance recommends a single intake point to reduce shadow queues and duplicate entry. Treat that as process guidance, not as a formal standard or proof that a particular platform will catch every duplicate.
2. Establish vendor and authorization context
Identify the correct vendor and project, then associate the bill with the applicable executed subcontract, purchase order, commitment, schedule of values, or other authorization. A readable invoice from a vendor already in the master file is not, by itself, evidence that the work or purchase was authorized.

3. Capture fields, then review coding
Use OCR or structured capture to reduce manual entry, but retain the source image and let reviewers inspect uncertain values. Keep coding attached at invoice-line level where the system supports it: project, phase, cost code, and GL account. Preserve retainage detail through posting when it applies.
Ramp describes line-level project, phase, cost-code, and GL coding, retainage handling, and ERP synchronization as product capabilities. These capabilities do not eliminate the need to validate codes against the contractor’s actual coding structure. Send uncertain coding to a reviewer rather than accepting an inferred value without checking it.
4. Match the bill to the right project evidence
Define the evidence to check for each type of purchase. For materials or other purchases, that may include the PO and receipt records where those are used. For subcontractor invoices, it may include the executed commitment, relevant project actuals or progress evidence, and the applicable invoice or pay-application backup.

5. Route approvals according to written authority
Translate the company’s delegation-of-authority policy into routing rules by project, amount, account, or role. Distinguish routine entry from review and approval, and keep vendor-master changes and payment release separate from those tasks to the extent practical. Avoid self-approval where feasible.
Give every mismatch or missing item a queue, an accountable owner, and an escalation route. Procore describes configurable approval chains with multiple reviewers and an audit trail showing who reviewed and approved disbursements. Confirm that a platform’s configuration actually reflects your policy.
6. Apply document checks as deliberate payment gates
Specify which lien waivers, insurance documents, tax forms, or other records are needed for each payee and payment stage. Match a document to the correct vendor, project, invoice or application, amount, and applicable period. A failed, pending, or incomplete check should have a defined meaning and a defined human decision-maker.
Ramp states that a failed lien-waiver or certificate-of-insurance check does not automatically block a bill or payment; the check is a reviewer signal. Do not treat a green status as a substitute for any separate approval your policy requires, or a failed status as a final payment decision.

Trimble Pay’s Lien Waiver Vault is a product-specific example of linking document release to payment status: Trimble says the official unconditional waiver is held until payment receipt is verified, and a canceled or returned ACH payment relocks the waiver. That is Trimble’s documented workflow, not a rule for every platform or jurisdiction.
7. Post and pay with the evidence still connected
After approval, synchronize the bill detail and source documents to the ERP or accounting system. Verify that invoice images, line items, coding, status, and approval history remain linked after the sync. Reconcile payment status, and retain the source invoice, matching evidence, coding changes, reviewers, approvals, holds or releases, and payment confirmation.
Microsoft describes auditability and traceability for its actual-matching feature; Procore describes an approval audit trail for disbursement review. Actual data and history available in an integration depend on the systems and configuration in use.
8. Monitor exceptions and recurring causes
Track the work that automation sends to people, not just the number of bills processed. Useful exception categories include:

| Failure mode | Control design |
|---|---|
| Duplicate, altered, or repeat-billed invoice | Compare invoice identifiers, vendor, amount, project, PO or subcontract, and billed-to-date or actual records. Hold uncertain matches for review. This is a recommended control design; the cited product sources do not establish a universal duplicate-detection method. |
| Mis-coded project cost | Keep source lines and coding together, assign a reviewer for uncertain coding, and reconcile the posted bill to the ERP or job-cost ledger. |
| Approval bypass or inappropriate release | Configure approval authority from written policy, avoid self-approval where practical, and review logs for changed approvers and released holds. |
| Waiver mismatch or premature release | Connect document workflow to payment status, define who resolves discrepancies, and confirm the platform’s actual release behavior rather than assuming another product works like Trimble’s Vault. |
| Automated check mistaken for a hard stop | Document what passed, failed, pending, and needs-input states mean, and identify the authorized role that decides whether a bill proceeds. |
| Integration loses context | Test that images, line details, coding, status, and approval history remain linked across syncs; verify how failed syncs and corrections are handled. |
What to verify when evaluating software
These products illustrate different documented functions; they are not a complete market comparison or endorsements. Confirm the current feature set, integration, geography, and tier against your own workflow and official product documentation.
| Product | Documented function relevant to construction AP | Qualification to check |
|---|---|---|
| Microsoft Dynamics 365 Project Operations | Release-plan documentation describes matching subcontractor vendor invoices to project actuals, with review against actual cost transactions, services received, and project-cost data. | The documentation updated August 27, 2026 listed planned general availability in September 2026. Verify the live feature state and geographic availability rather than assuming the planned date means it is available for your deployment. |
| Procore Pay | Procore describes payment readiness, approval chains, lien-waiver exchange, and an audit trail for review and approval. | Procore’s guide says availability is in select US markets. Verify local availability and the specific integrations you need. |
| Trimble Pay | Trimble describes subcontractor billing, compliance, payment approvals and holds, lien-waiver management, and integrations with construction and accounting software. | The escrow and relocking behavior described above is specific to Trimble’s Lien Waiver Vault. Verify applicability to your workflow and jurisdiction. |
| Ramp | Ramp’s construction AP page describes job-cost coding, retainage, compliance documents, routing, and ERP data synchronization. | Ramp says its construction lien-waiver and COI bill checks are available on Ramp Plus. A failed check does not automatically block the bill or payment. |
During a demonstration, use a real but appropriately protected example invoice and test the whole path: intake, matching, line coding, exception routing, approvals, document checks, posting, sync failure, and payment-status reconciliation. Ask who can override each hold, how overrides are recorded, and what the downstream accounting system receives.

The lien-waiver workflows described by Procore, Trimble, and Ramp are product examples, not universal legal requirements. Waiver forms, timing, and applicable rules vary by jurisdiction. Have the company’s qualified legal or compliance advisers determine what documents and release conditions apply to its projects; configure the system to implement that policy rather than treating a vendor workflow as law.
