In the original Game Boy Advance versions of Pokémon Ruby and Pokémon Sapphire, the standard Gym order is Rustboro, Dewford, Mauville, Lavaridge, Petalburg, Fortree, Mossdeep, and Sootopolis. The leaders are Roxanne, Brawly, Wattson, Flannery, Norman, Winona, Tate and Liza, and Wallace, respectively. The guide below lists each badge, specialty, and leader-team level range, then explains what badge permissions mean for HM moves.
Ruby and Sapphire Gym order at a glance
This route and its level ranges apply to the original Game Boy Advance Ruby and Sapphire, not Pokémon Emerald or the Nintendo 3DS remakes. Level ranges refer to the Gym Leader’s Pokémon, not a required level for your own party. Treat them as a readiness reference rather than a guarantee of difficulty.

What each badge lets you do
Badges have field-use permissions as well as effects in battle or on obedience. A badge does not automatically give you the corresponding HM: you must obtain the move separately, teach it to a compatible Pokémon, and earn the badge permission to use it outside battle.
| Badge | Field move it permits | Other listed effect |
|---|---|---|
| Stone | Cut | Raises Attack |
| Knuckle | Flash | Raises the obedience threshold |
| Dynamo | Rock Smash | Raises Speed |
| Heat | Strength | Raises the obedience threshold |
| Balance | Surf | Raises Defense |
| Feather | Fly | Raises the obedience threshold |
| Mind | Dive | Raises Special Attack and Special Defense |
| Rain | Waterfall | Raises the obedience threshold |
The obedience effects are described here as thresholds rather than specific level caps; the cited badge reference does not establish the exact Ruby/Sapphire threshold figures. For the five HMs with locations specified, Cut comes from the Cutter in Rustboro, Rock Smash from a Mauville resident, Surf from Wally’s father after Norman, Dive from Steven in Mossdeep, and Waterfall from the Cave of Origin.

Planning for each battle
The listed specialties are useful for choosing a varied team and reviewing available moves before a Gym. These are type-based planning cues, not tested matchup guarantees: individual Pokémon, moves, and levels affect how a battle goes. Bring a party that is not dependent on a single type, and consider whether you have healing items for the route and Gym battle.
Ruby and Sapphire versus Emerald
Do not use Emerald’s final Gym details for this route. Wallace leads the Sootopolis Gym in Ruby and Sapphire; Emerald has Juan as Gym Leader there, and Wallace is Emerald’s Champion. In Ruby and Sapphire, the Champion is Steven.
The Pokémon Company’s official overview describes Ruby and Sapphire as RPGs featuring double battles, Abilities, and Natures: Pokémon Ruby Version and Pokémon Sapphire Version. For the original-game walkthrough scope, see Bulbapedia’s Pokémon Ruby and Sapphire walkthrough. The leader order and level ranges are listed by Pokémon Database; HM locations are listed in its Ruby/Sapphire/Emerald HM chart. Badge permission and secondary effects are summarized in PokéMaps’ Gym badge reference; consult its Ruby/Sapphire context rather than Emerald-only details. General advice to keep a range of types appears in The Pokémon Company’s Pokémon RPGs 101.
