To check whether your site may violate Google’s spam policies, read the current Spam Policies for Google Web Search, inspect the Manual actions and Security issues reports in Search Console, then review page groups and site practices for the behaviors those policies describe. A clean report is useful, but it does not certify every page: Google uses automated systems as well as human review, and not every policy concern appears as a manual action.
What counts as a Google Search spam violation?
Google describes Search spam as techniques intended to deceive users or manipulate its systems into featuring content prominently. Detected violations can lead to lower rankings or removal from search results. Google’s named policy areas include cloaking, doorway abuse, expired domain abuse, hacked content, hidden text or links, keyword stuffing, link spam, scaled content abuse, scraping, site reputation abuse, and user-generated spam. Google also says it may act against other detected spam practices.

Use the live Spam Policies for Google Web Search as the reference for definitions and examples; the policies can change. A review checklist helps you find evidence to investigate, but it cannot predict every automated decision or guarantee rankings.

1. Check the reports Google has sent you
Manual actions
For each verified Search Console property, open the Manual actions report and check the message center for notices. A manual action means Google’s review found a policy issue affecting some or all of the site. If the report identifies a problem, use its instructions to determine the affected area and what Google expects you to address. Site owners affected by site reputation abuse are notified in Search Console and can request reconsideration after fixing the issue.

No manual action notice is not proof that every page complies. Google also relies on automated systems, so continue with a site-level review even when the report is clear.
Security issues
Check the Security issues report separately. A compromise can add pages, scripts, or redirects without your permission. Treat that as a security incident to investigate and remediate, as well as a possible source of spam-like content; resolving security issues and assessing policy compliance are related but distinct tasks.
2. Map the site before inspecting individual pages
Create an inventory grouped by template, directory, author, publication date, content source, and purpose. You need to see whether a suspicious page is isolated or part of a repeated practice. This is a practical way to organize an audit, not a Google scoring system.

For discovery, try a public site: search, set Google Alerts for your site name or distinctive content, and inspect server logs for sudden traffic spikes or unusual activity. These methods can expose leads; a search-operator result is neither a complete index nor a compliance verdict.

3. Compare evidence with the policy categories
For each concern, record the affected URLs or directory, what you observed, how widespread it appears, and what evidence supports the concern. Compare actual pages and practices with the current policy language rather than treating a single symptom as proof of a violation.
Cloaking and hidden content
Compare the page a normal visitor sees with what Googlebot receives. Look for deliberate differences intended to manipulate rankings or mislead users. Inspect rendered pages, styles, and templates for text or links concealed from visitors but exposed for ranking purposes.
Doorway abuse
Look for many similar pages targeting closely related queries that do not provide distinct value and instead funnel visitors to the same destination. Review whether each page serves a genuine, separate user need rather than existing mainly to capture another query variation.

Expired domain abuse
Review whether an acquired or repurposed domain is being used primarily to manipulate rankings with low-value content. Consider the purpose and value of the current site, not merely the fact that the domain changed hands or subject matter.

Hacked content
Look for URLs, scripts, page elements, or redirects that your team did not add or authorize. Unexpected URL clusters or injected content warrant investigation of the relevant site systems and access controls; use the Security issues report as part of that work.
Keyword stuffing
Read pages in context and look for unnatural repetition of words or phrases, including lists or blocks that appear designed for rankings rather than readers. A topic being mentioned repeatedly is not, by itself, enough to establish stuffing; assess how it is used and whether it harms or misleads visitors.
Link spam
Review both outbound and inbound link practices for links created primarily to manipulate rankings. On your own site, examine paid, exchanged, automated, or otherwise manufactured linking practices and the pages or templates that contain them. Do not treat a link audit as a promise that changing links will restore visibility.
Scaled content abuse and scraping
Inspect large page batches for originality, accuracy, and real value to visitors. Ask whether each page meaningfully serves a user or merely reproduces, combines, or lightly reworks material from elsewhere. Automation alone does not make content spam: Google’s guidance allows generative AI to help research a topic or structure original content, while the policy concern is abusive production of unhelpful content to manipulate Search.

Site reputation abuse
Examine third-party sections in context: how they are presented, whether their quality fits the host, who authors and takes responsibility for them, and whether the material is duplicated elsewhere. Google says it considers multiple signals and that no single listed factor decides compliance. Its policy also describes different regional treatment: a manual action may apply to results outside the European Economic Area (EEA), while relevant pages in the EEA may be treated separately from the main domain and ranked on their own merits. Do not assume that this geographic distinction applies to other spam policies.
User-generated spam
Review comment, profile, and submission patterns for suspicious account creation, promotional links, or pages with no useful contribution. Google’s suggested controls include moderating suspicious interactions, considering noindex for posts by new users until they establish a reputation, and using nofollow or ugc link attributes for untrusted user-submitted links. These are context-dependent controls, not a requirement to exclude all user content from Search.
4. Decide what to fix first
Rank findings by risk and scope, not by an assumed Google severity score. Use the evidence and user impact to decide whether a problem needs urgent containment or a broader editorial or technical correction.

Prioritize malicious or compromised content for immediate attention. Diagnose ordinary crawling or indexing problems on their own evidence rather than assuming that an excluded URL or ranking drop is a spam penalty.
5. Separate spam concerns from crawling and indexing problems
A crawling or indexing issue is not automatically a spam-policy violation. Google’s troubleshooting guidance distinguishes crawling from indexing and advises checking Security issues for hacked pages. Use the report that matches the symptom and investigate its cause instead of inferring a penalty from a ranking change alone.
Google Search Essentials also says that meeting technical requirements and best practices does not guarantee that a page will be crawled, indexed, or served in Search. Technical eligibility and spam-policy compliance are separate questions, and neither alone guarantees visibility.
6. Correct the underlying practice and document the work
Fix the behavior that created the concern, not just the signal that drew attention to it. Depending on the findings, that may mean removing or substantially improving unhelpful pages, ending doorway or manipulative link practices, securing systems and removing injected content, or changing how third-party material is selected and governed.

If Search Console shows a manual action, complete the correction and follow the specific report’s steps before submitting a reconsideration request. Moving a problematic section to a subdirectory or subdomain on the same host does not resolve site reputation abuse; Google says it may view that as circumvention.
What to expect after remediation
There is no guaranteed recovery date. Google says its automated systems operate continuously and may take months to learn that a site complies after changes. For a link spam update, Google may neutralize the prior effect of spammy links; any ranking benefit those links had provided may be lost rather than restored through cleanup. Avoid planning around a promised percentage recovery or a return to previous positions.
