Audit backlinks for evidence of deliberate link manipulation—not merely because a tool calls them “toxic,” or because a link looks unfamiliar. Start with Google Search Console, check whether Google has issued an unnatural-links manual action, investigate suspicious patterns in context, and try to remove policy-violating links before considering disavowal. Google says most sites do not need the disavow tool.
What a backlink audit can—and cannot—tell you
A backlink audit is a review of links pointing to your site to identify evidence that links were created or arranged primarily to manipulate search rankings. Google defines link spam as “the practice of creating links to or from a site primarily for the purpose of manipulating search rankings.” The definition centers on purpose and conduct, not on whether a link is foreign-language, low-authority, irrelevant, or assigned a high risk score by a vendor.

The practical distinction is between a clue and a finding. A tool can help you find links to inspect, but neither a link list nor a numerical metric establishes manipulative intent by itself. Review the links and the circumstances in which they appeared before deciding whether they violate policy or require action.

Ordinary ranking fluctuations are not the same thing as a manual action, and the remediation and review process described here is specifically for addressing an unnatural-link policy violation. If there is no manual action, do not treat every questionable-looking link as a reason to disavow it.

The point of an audit is therefore not to make every backlink look uniformly clean. It is to make a defensible decision about the links that present evidence of policy violations, and to keep that decision separate from links that merely look unusual or receive an unfavorable vendor label. A careful audit can end with no disavow file at all; that is consistent with Google’s guidance that most sites do not need the tool.
Start with Google’s data, then decide whether you need another index
Use the Search Console Links report as the starting point. It is Google’s own report of links it has identified for your property, and Google’s manual-action guidance uses link review as part of the remediation process. For a large link list, Google’s guidance suggests beginning with sites that link most often or with links created recently.
A third-party backlink index can supplement that review by offering additional discovery or filtering features. It is still a vendor’s index, not Google’s determination that a link is manipulative. Ahrefs, for example, documents a “Best links” filter that can use Domain Rating, organic traffic, and outgoing external links; it also says it does not provide a definitive backlink spam score.

| Google Search Console Links report | Official starting point for reviewing links to your property and following Google’s manual-action process. | A reported link still needs contextual review; the report alone does not establish manipulative intent. |
| Third-party backlink index, such as Ahrefs | Supplementary link discovery and filters that can help organize which links to inspect. | Its coverage and metrics are vendor-provided; a filter or score is not a Google penalty determination or a definitive spam finding. |
Use a vendor filter to prioritize investigation, not to automate a verdict. If you use more than one data source, keep the source of each finding clear so that a third-party metric is not mistaken for Search Console evidence or a manual action.
These options answer different questions. Search Console provides Google’s own links report and the context for following its manual-action process. A vendor index may make it easier to discover or sort links, but its added filters do not change Google’s policy test. A larger list or more detailed filtering can improve the review queue without proving that the links in it are manipulative.
Ahrefs documents filters that consider Domain Rating, organic traffic, and outgoing external links. Those can be useful ways to sort links for inspection, but none is a stand-in for evidence of purpose. Ahrefs says it does not offer a definitive backlink spam score, and Google does not name a single metric or score that identifies manipulative links. Treat any such number as a prompt to inspect the link, not as an instruction to remove or disavow it.
Audit the profile in a deliberate order
- Check for a manual action. In Search Console, inspect the Manual actions section for an unnatural-links notice. Record whether one exists before changing links or preparing a disavow file. If there is a manual action, use the Links report and export links by hostname or export the latest links for review.
- Build a review queue. For a large list, begin with hostnames that link most frequently and links that appeared recently, as Google’s manual-action guidance suggests. These are ways to focus review, not proof that those links are spam. Retain enough source information to trace each item back to the report or index where you found it.
- Inspect the link in context. For each candidate, consider the linking page, the surrounding link pattern, and any evidence that the link was created or arranged to manipulate rankings. Look for evidence of a link scheme or artificial pattern, rather than using a single surface characteristic as the decision rule. A low authority metric, a foreign language, or a poor topical fit alone does not establish a violation.
- Separate findings from leads. Mark which links have evidence of a policy violation, which need more investigation, and which have no basis for action beyond a tool label or isolated quality signal. Do not send removal requests or disavow links simply because they fall into the last category.
- Choose a proportionate response. For links that violate policy, contact the linking site’s owner and request removal or that the link be qualified with
nofollowor a more specific link attribute. Keep records of the link, outreach, date, response, and outcome. Reserve disavowal for the narrow circumstances Google describes.
For a large export, the suggested starting points—frequent linking hostnames and recently created links—are prioritization choices, not a substitute for reviewing the rest of a relevant set. Keep the queue organized so you can tell which links were inspected, which remain uncertain, and which were judged to violate policy. This makes it easier to revisit unresolved items and avoids treating a tool’s sorting order as a policy decision.
It also helps to preserve the distinction between evidence and action. A link can be a lead because a filter surfaced it, a finding if the context supports a policy concern, and an action item if you decide to request removal or qualification. These are separate stages. If the evidence does not support a conclusion, record that it needs further review rather than converting a suspicion into a disavow entry.

How to judge a suspicious link without relying on a score
The central question is whether there is evidence that the link was created or arranged primarily to manipulate search rankings. A vendor’s label can help you decide what to inspect, but it cannot answer that question on its own. Google does not specify one metric or score that identifies manipulative links, according to Ahrefs’ documentation.
Look for evidence of link schemes or artificial patterns across the links you are reviewing. A pattern can justify closer inspection; it still needs to be evaluated against the policy definition and available context. For example, a set of links appearing recently may be worth reviewing early, but recency alone does not prove manipulation. Likewise, a link’s language, authority estimate, or topical relevance should not be treated as a standalone disavow criterion.
- Useful triage signal: a tool filter highlights a cluster or link for inspection.
- Stronger basis for action: contextual evidence indicates the link was created or arranged primarily to manipulate rankings.
- Insufficient by itself: a “toxic” label, low third-party metric, unfamiliar hostname, foreign-language page, or isolated relevance concern.
When evidence is inconclusive, keep the link in the investigation queue rather than treating uncertainty as proof of a violation. The audit should make clear why a link was escalated and what evidence supports the decision.

Do not infer a violation from a collection of weak signals simply because they appear together in a vendor report. The report may help you notice a pattern, but you still need to assess whether the links were created or arranged for the manipulative purpose in Google’s definition. Conversely, a tool’s lack of a warning is not a policy finding either: the audit is a review of the evidence and context, not a search for a particular score threshold.
Google Search Central’s policy definition is about links created to manipulate rankings. That makes a policy-based explanation more useful than a numerical rating: it states what you found and why you believe the conduct violates the policy. If you cannot explain that connection, a low score by itself is not a sufficient reason to request removal or disavow the link.
Try removal or qualification before disavowing
When a link does violate policy, first try to address it at its source. Contact the linking site’s owner and ask them to remove the link or mark it with nofollow or a more specific attribute. Google’s manual-action guidance emphasizes reviewing links and attempting removal before disavowing links that remain.
Keep a clear record of each attempt: the hostname and page involved, what you requested, when you contacted the owner, and whether the link was removed, qualified, or left unchanged. This lets you explain your remediation accurately if you need to request review. Do not represent an unanswered request as a completed removal.
Do not disavow an entire profile as a substitute for reviewing it. Google advises against blindly disavowing all backlinks and says that this is not a good-faith removal effort. A large, indiscriminate file can sweep in organic links along with the links you intended to address.

The outreach record should distinguish outcomes precisely. A request sent is not the same as a link removed; a link qualified is not the same as a link deleted; and an unanswered message is not evidence that the site owner made a change. Record what happened rather than only what you hoped would happen. If you later need to explain remediation, this distinction helps show which links were addressed and which remain unresolved.
Removal outreach is not a reason to contact owners about every backlink that looks unfamiliar. First decide that there is evidence of a policy violation; then request an appropriate change. The aim is to address violating links at their source where possible, not to pressure site owners to remove ordinary links because a vendor assigned them a poor score.
When Google’s disavow tool is appropriate
Google says most sites do not need to use the disavow tool because Google can usually assess which links to trust without additional guidance. Consider disavowal only when both parts of Google’s narrow test apply: there is a considerable number of spammy, artificial, or low-quality links pointing to the site, and those links have caused a manual action or are likely to cause one. Try to remove problematic links first where possible.

If you are unsure whether the evidence meets Google’s criteria, do not convert uncertainty into a broad disavow file.
“In most cases, Google can assess which links to trust without additional guidance, so most sites will not need to use this tool.”
The standard is intentionally narrower than “some links look bad.” Google’s guidance points to a considerable number of problematic links together with a manual action or a likely manual action. A single tool score cannot establish that threshold, and ordinary ranking movement is not the same as a manual action. When those conditions are not present, focus on sound review rather than routine disavowal.
Disavowal is also not the first step in a manual-action response. Review the links, try to remove or qualify those that violate policy, and use a disavow file for qualifying problematic links that remain. If a manual action exists, the point is to remediate the policy issue and then request review—not to submit a file as a substitute for addressing the violation.
Prepare and submit the disavow file carefully
If the links meet Google’s criteria and cannot be removed, prepare a plain-text file in UTF-8 or ASCII. Include one URL or domain per line. To disavow an entire domain, prefix it with domain:. Google’s documented technical limits are a maximum URL length of 2,048 characters and a file size of 100,000 lines or 2 MB.

- Keep only the links you intend to disavow. Check each entry against your review and removal records. Do not include organic links or add every backlink simply because a tool flagged it.
- Choose URL-level or domain-level entries deliberately. Use a URL when the concern is limited to a specific page; use the
domain:prefix for a domain-level entry when the evidence justifies addressing that domain’s links. - Save the file as plain text. Verify the encoding and ensure each URL or domain occupies its own line, within the documented length and file-size limits.
- Upload it for the correct property. Submitting a new list replaces the existing list for that property. Treat each upload as the complete list you want applied, not as an addition that automatically preserves earlier entries.
- Allow time for processing. Google says processing can take a few weeks while it recrawls and reprocesses pages. Uploading the file does not instantly remove links from the web or guarantee a ranking change.
The replacement behavior makes a final check important: the file you submit is the complete list intended for that property. If you are updating a previous list, do not assume the new upload will add only the latest entries while retaining the rest automatically. Check that the complete list is present before submission, and confirm that it contains only entries justified by the audit.
The file’s technical limits are separate from the decision about which links belong in it. A file can be correctly encoded and within the 100,000-line or 2 MB limits and still be a poor response if it includes organic links or links selected solely by a vendor score. Likewise, the 2,048-character URL limit is a formatting constraint, not a criterion for deciding whether a link is manipulative.
After upload, allow time for Google to recrawl and reprocess pages; processing may take a few weeks. A disavow submission does not take the link off the linking page, and it does not promise an immediate ranking change. Treat it as one part of addressing the qualifying links, not as an instant cleanup button.
Respond to an unnatural-links manual action
If Search Console reports an unnatural-links manual action, address the policy issue before requesting review. Use the Links report to investigate, attempt to remove or qualify violating links, and document what happened. For links you could not get removed, explain the unsuccessful efforts and the reason they remain when you submit your reconsideration request.
The request should describe the remediation you actually completed and distinguish it from actions that were attempted but did not succeed. Where disavowal is warranted under Google’s criteria, use it for the problematic links that remain after removal efforts. Do not treat a request for review as a replacement for addressing the violation, and do not claim that every suspicious-looking link has been handled if it has not.
Keep the review request aligned with the audit record. Identify what you reviewed, what you asked linking-site owners to do, which links were removed or qualified, and which could not be addressed. If a link remains, explain the unsuccessful removal effort rather than implying it was removed. The request is a report of remediation, not a place to overstate what happened.
This process is specific to a manual action for an unnatural-link policy violation. A change in rankings without such a notice is not the same thing, and the manual-action reconsideration process is not a general remedy for ordinary ranking fluctuations. That distinction helps keep the response proportional to the issue Search Console actually reports.
Common audit mistakes to avoid
- Disavowing because a tool says “toxic.” The label is a triage aid, not a Google judgment. Inspect policy evidence and context first.
- Using a single metric as the verdict. Ahrefs says it does not provide a definitive backlink spam score, and Google does not specify one metric or score for identifying manipulative links.
- Treating a normal ranking change like a manual action. The manual-action remediation and review process concerns a reported policy violation; a ranking fluctuation alone is not that notice.
- Disavowing every low-quality-looking link. Low authority, a language difference, or weak topical fit alone is not enough to establish that a link is manipulative.
- Skipping removal attempts. For a policy-violating link, document outreach and outcomes before disavowing what remains where possible.
- Uploading a partial replacement list by mistake. A new disavow list replaces the existing list for the property, so verify the complete intended file before submission.
- Expecting immediate effects. Processing may take a few weeks while Google recrawls and reprocesses pages; a disavow upload is not an instant ranking remedy.
Another common mistake is treating the audit as a contest to find the largest possible number of suspicious links. A useful review is not measured by how many entries it labels risky; it is measured by whether the findings are tied to evidence, whether actions are appropriate to those findings, and whether the record accurately reflects what was done.
Best Value
A practical decision rule
Use Search Console first. If there is no manual action and no strong evidence of a likely one, treat suspicious backlinks as items to review rather than a mandate to disavow. If an unnatural-links manual action exists, investigate the reported links, remove or qualify policy-violating links where possible, document the work, and disavow only qualifying links that remain. If submitting a review request, explain the remediation and the links you could not remove.
In short: use official Search Console data to orient the audit, use third-party filters only to organize inspection, and make decisions from policy evidence rather than scores. If removal is possible, pursue it and record the outcome. If the narrow conditions for disavowal are met, prepare a complete, careful file for the correct property and allow time for processing.
Frequently Asked Questions
Should I disavow every backlink a tool marks as toxic?
No. A vendor’s “toxic” label is a triage signal, not Google’s determination that a link is manipulative. Inspect context and evidence of a link scheme or artificial pattern. Google says most sites do not need the disavow tool.
Quick wins for a faster PC:
Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Clear out junk files and repair common Windows errorsFree Scan →When does Google say to use the disavow tool?
Google’s guidance is narrow: consider it when there is a considerable number of spammy, artificial, or low-quality links and those links have caused a manual action or are likely to cause one. Try to remove problematic links first where possible.
Does a ranking drop mean my site has an unnatural-links manual action?
No. A ranking fluctuation is not the same as a manual action. Check Search Console’s Manual actions section; the remediation and review process here applies to a reported unnatural-link policy violation.
What should I do before disavowing links?
For links that violate policy, contact the linking site’s owner and request removal or qualification with nofollow or a more specific attribute. Keep a record of outreach and outcomes, then consider disavowing qualifying problematic links that remain.
Does uploading a new disavow file add to my old one?
No. Google says a new list replaces the existing list for that property. Check that the upload contains the complete list you intend to apply, not only the latest additions.

How long does Google take to process a disavow file?
Google says processing can take a few weeks while it recrawls and reprocesses pages. Uploading a file does not instantly remove links from the web or guarantee a ranking change.
What should I include in a disavow file?
Use a UTF-8 or ASCII plain-text file with one URL or domain per line. Prefix a domain-level entry with domain:. Do not include organic links. Google’s documented limits are 2,048 characters per URL and 100,000 lines or 2 MB per file.
The Bottom Line
Audit backlinks for evidence of manipulative intent, not just unfamiliarity or a vendor score. Start in Search Console, try removal or qualification for policy-violating links, and disavow only when Google’s narrow criteria apply. Keep a clear record of what you found, what you changed, and what remains unresolved.
