A link can warrant review without proving intent, a policy violation, or a Google penalty.
What a backlink audit can—and cannot—tell you
A backlink dataset is an observation set assembled by a particular source, not a complete census of every link on the web. Coverage, target scope, collection methods, freshness, and URL handling vary. Google says its Search Console Links report is a sample: it may omit URLs, combines duplicates after URL normalization, groups linking sites by root domain, and does not say whether a link is marked nofollow. Its link text can also be empty when a link has no text. See Google Search Console’s Links report documentation.

That distinction matters when interpreting counts or deciding what to investigate. A report with no record of a link does not establish that the link does not exist; a report that includes a link does not by itself establish that it affects rankings or violates policy.

Build the record from observable evidence
Store each observed link as an evidence-bearing record. Preserve the values as observed before applying cleanup, grouping, or judgment. If you later normalize URLs or deduplicate records, make those steps explicit and reproducible.

Fields to retain
- Source page URL: the page where the link was observed.
- Target URL: the destination as observed, including its original form before any canonicalization or normalization.
- Anchor text: the retrieved text, including an empty value when a link has no text, such as some image links.
- Exact
reltokens: retain every value and the original attribute when available; do not collapse multiple tokens into one category. - Provenance: identify the crawler, report, or other source and record when the observation was collected or last seen, if supplied.
- Processing history: document any URL normalization, deduplication, or grouping used to create a derived view.
Keep raw observations where feasible. A normalized or grouped report should be traceable back to them, so an analyst can distinguish a change in the underlying links from a change in processing.
Separate attributes from analyst judgments
Observed attributes and derived labels answer different questions. For example, a record might state that a retrieved anchor had rel="ugc nofollow". A separate classification can say that a defined review rule flagged it, identify the evidence used, and state confidence. Avoid an opaque, single “toxic” field: it hides both the facts and the reasoning behind the label.
Rank #2
Google describes link spam in terms of purpose—creating links primarily to manipulate rankings. A link record rarely establishes that purpose on its own. A suspicious pattern can justify investigation, but appearance alone does not prove manipulative intent, a policy violation, or a penalty. Read Google’s spam policies when evaluating whether a pattern may fit its policy language.

Google recommends rel="sponsored" for advertising or paid placements, rel="ugc" for user-generated links, and rel="nofollow" when other values do not apply and the publisher does not want Google to associate with or crawl the linked page. Google permits multiple values. Store them as tokens rather than forcing each link into one mutually exclusive type. Its link qualification documentation says: “For regular links that you expect Google to fetch and parse without any qualifications, you don’t need to add a rel attribute.”
Do not treat a token as a definitive ranking outcome. Google’s 2019 announcement says: “All the link attributes—sponsored, ugc, and nofollow—are treated as hints about which links to consider or exclude within Search.” That is why a nofollow value does not prove a link is certainly ignored, and an unqualified link does not prove that it passes ranking credit. See Google’s announcement on link attributes.
Compare backlink sources on their actual scope
When comparing datasets, evaluate what each one covers and how it represents links. Keep every derived count or metric labeled with its provider and scope; do not present a vendor-specific index or metric as a universal measure of the web.
Rank #3
- Target scope: Does the source support a page, subfolder, subdomain, or root-domain view?
- Collection and freshness: How does it collect links, and what does “last seen” mean?
- URL treatment: How are canonical URLs, duplicates, and redirects handled?
- Link-level fields: Are source URL, target URL, anchor text, and exact
relvalues available? - Access and transparency: Can data be exported or queried through an API, and does the provider explain omissions and its own metrics?
For example, Semrush describes reporting on backlinks, referring domains, anchors, and related metrics in its backlink analysis. Its Backlinks API v4 documentation says the API is in Early Access and that endpoints and response formats may change before general availability; its v3 documentation marks earlier Backlinks API methods as deprecated for new integrations. These product details can change, so check the provider’s current documentation when selecting an integration. Semrush is one optional source of vendor-specific backlink data, not a universal reference inventory.

Quick Recap

Turn observations into a defensible audit
- Define the question and scope. Specify which site or URL set is being examined and whether you need page-, subfolder-, subdomain-, or root-domain-level analysis.
- Collect and preserve source records. Retain the source and target URLs, anchor text, observed
reltokens, collection provenance, and any available last-seen information. - Create derived views transparently. Record the normalization, grouping, and deduplication rules. Keep them reversible where feasible so grouped counts can be traced to observations.
- Apply review rules separately. Define what patterns prompt human review and store the rule, supporting evidence, and confidence alongside—not in place of—the raw record.
- Report conclusions with limits attached. Name the data provider and target scope for counts, describe known omissions, and distinguish observed facts from analyst conclusions.
