For Jira Data Center, Tomcat access logs are the request-level starting point; an application audit log is mainly useful for changes and event context. There is no single generic Atlassian audit log documented here as a complete record of every anonymous file read.
Which logs can show an unauthenticated file request?
Use the evidence source that answers the question you are investigating. A request record, an authentication record, and a permission-change record are different kinds of evidence; none should be treated as a substitute for the others.

| Evidence source | Best use | Important limit |
|---|---|---|
| Jira Data Center Tomcat access log | Request method, endpoint, response code, origin IP, and user when identified. It covers browser and API traffic. | Atlassian’s examples are based on Jira 8.5. Log messages may change between versions, so validate parsing for the installed version. |
| Jira Data Center security log | Authentication and session context; some records can attribute an unauthenticated session to anonymous. |
Atlassian says this log is not comprehensive. A missing entry does not establish that a request did not happen. |
| Jira or Confluence application audit log | Administrative, permission, and public-access changes that may explain why content was available. | The cited documentation describes key events and changes, not a universal per-request file-download history. |
| Proxy, CDN, WAF, load balancer, or client telemetry | Corroborating edge requests, client addresses, or downstream delivery where those records are available. | There is no universal format or retention policy established here for these systems; check the configuration and records for your deployment. |
| Atlassian Guard Detect | A possible lead for unusual high-volume attachment downloads or previews and public-access configuration changes. | An alert does not by itself prove an anonymous read or that a person received the file. |

Scope the affected environment
Record whether the deployment is Atlassian Cloud or Data Center, the product (such as Jira or Confluence), its exact version or Cloud product context, the relevant Data Center node or nodes, the suspected time range and time zone, and any reverse proxy, CDN, WAF, or load balancer in the request path. Jira access-log parsing examples published by Atlassian use Jira 8.5; Atlassian warns that log messages can change between versions. Recheck your parser against the running version, particularly after an upgrade.

Preserve records before searching
Copy relevant access, security, proxy, CDN, WAF, and application audit logs before rotation or cleanup. Keep originals, record the source system or node and time range, and work from copies. Atlassian’s Data Center Security Checklist and Shared Responsibilities advises saving and backing up rotated access logs to another disk when they may be needed for longer-term investigation. Data Center access logs rotate, and Jira Data Center audit-log files have a configured retention limit.

Find candidate requests
For Jira Data Center, search the access log for the suspected attachment or download request and the relevant time range. Narrow candidates using the method, endpoint, response code, and source address. Treat a path as a filter, not a universal endpoint: the documented examples are version-specific and should be checked against the affected product and installed version. Access logs include browser and API requests.
-
Assess authentication context
Correlate each candidate with the available identity and session evidence. Jira Data Center security-log records can show
anonymousfor an unauthenticated session and can include request URL and IP information. Because that log is not comprehensive, its silence cannot rule out a request. Also remember that “anonymous” means not logged in for the relevant access; Atlassian describes an anonymous user as anyone not logged in, including a licensed user who is currently logged out.Rank #2

Reconstruct whether access was allowed
Determine the permissions that applied at the time: for Jira, review the relevant permission scheme and anonymous access; for Confluence, review global and space permissions, content restrictions, and any public-link settings. Use audit events to locate changes that may explain exposure, while keeping change history distinct from request history.
Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy. For Confluence Cloud, Atlassian documents audit events for global and space anonymous-permission changes, content restrictions, and public-link enable or disable actions. Its audit log is available to Confluence administrators, but the reviewed support page says it is not available on the Free plan. The page states a default retention of one year and configurable retention from one to twelve months; CSV export can preserve records longer. Those audit capabilities provide context, not a per-request file-read trail.

Correlate records and evaluate the response
Compare timestamps, endpoint, method, response, source address, identity or session attribution, node, and any relevant permission change. If Jira is behind a reverse proxy, Atlassian’s security-log documentation says
X-Forwarded-Forcan pass the request origin. Confirm proxy configuration and trusted-hop handling before treating that value as the client address.A 2xx response means the application recorded a successful response; it does not prove that a person opened, retained, or shared the file. Corroborate with edge and client-side records when available. An application response alone cannot establish what happened after the response left the application.

Write a qualified finding
Separate logged facts from conclusions. State what the records establish about the request, response, identity attribution, and permission state; separately describe what remains uncertain about who controlled an IP address, whether a person received the response, or whether the file was retained or shared. Note missing telemetry, retention gaps, clock differences, and any uncertainty in version-specific parsing.

What changes between Cloud and Data Center?
Jira Data Center
Atlassian documents Tomcat access logs as recording HTTP request details, including origin IP, user when identified, method, endpoint, and response code. They cover API as well as browser traffic. The examples in its access-log guidance are from Jira 8.5, and parsing is ad hoc rather than guaranteed stable across releases.

The Jira Data Center audit log adds administrative and configuration context. Full access requires system-administrator or Jira Administrator global permission, according to Atlassian’s documentation. Events may include source IP, node ID, and method; retention is configurable, and the audit-log file can integrate with third-party log aggregation tools.
Confluence Cloud and other Cloud products
Do not assume a Cloud audit log is equivalent to Data Center’s request-level access log. The reviewed Confluence Cloud documentation describes permission and public-link events, plus export and retention settings, rather than a complete log of individual file reads. Check the specific product’s documented logging and retention capabilities before deciding what request-level evidence is available.
When anonymous access is allowed, product permission settings determine what unauthenticated visitors can reach. Atlassian says blocking anonymous access can require login for covered pages and work items. Confirm the scope of that policy and the applicable permissions rather than inferring exposure from a general setting alone.

How to interpret an apparent anonymous read
- Access-log request plus anonymous session evidence: supports the conclusion that an unauthenticated request was recorded, subject to the accuracy and completeness of the relevant logs.
- Successful response plus public permission state: supports that the application served a successful response for content that appeared accessible at that time; it still does not prove human receipt or file use.
- Permission-change event near the request: may explain why access was possible, but does not by itself show that the file was requested.
- No security-log entry: is not proof of no request because Atlassian describes the Jira security log as non-comprehensive.
- Guard Detect alert: can guide triage of unusual activity, but is not proof by itself that the specific read was anonymous or that the file reached a person.
