Before an AI agent can access business data, review its identity, effective permissions, tools, data flows, behavior, dependencies, and operational controls. Do not approve access because a demo worked or a system prompt says “do not disclose data”: enforceable controls must prevent unauthorized actions. Grant only the minimum task-specific access after the checks below pass, and reassess when the agent or its environment changes.
What does it mean to audit an AI agent before access?
For this review, an audit is a practical security and governance assessment—not a financial audit, legal certification, or guarantee that an agent is safe. The decision is whether a particular agent, in a defined environment, can perform a defined task with acceptable controls and residual risk.

Use the review for the whole execution path, not just the model: a user may prompt an orchestrator, which calls a model and tools that reach company services, data stores, or external recipients. A restriction in the prompt is not an authorization boundary. Microsoft’s guidance describes agent identity, scoped authorization, downstream enforcement, logging, and revocation as parts of a least-privilege design; OWASP’s community cheat sheet also addresses tool security and agent risks. Apply those principles to your own identity and cloud stack rather than assuming Microsoft-specific implementation details are universal: Microsoft Learn: Least privilege for AI agents; OWASP AI Agent Security Cheat Sheet.

Create an inventory record before connecting data. Name one accountable person or team, identify the environment and platform, and record the model and version, tools and plugins, data sources, agent identity, user or delegation mode, and lifecycle state. An organization-wide agent registry and ownership baseline are among the governance practices Microsoft recommends: Microsoft Learn: Govern and secure AI agents across the organization.

Describe the permitted business task in operational terms, then state what the agent must not do. “Help with customer support” is too broad; specify the permitted records and actions. Name prohibited actions concretely—for example, exporting an entire repository, changing permissions, deleting records, or sending an external message. This gives reviewers testable boundaries instead of relying on a vague purpose statement.
2. What authority does it have across the full request path?
Map the path from user to orchestrator, model, tool or API, downstream service, and data store. At every hop, record the identity presented, role or token scope, authorization check, and audit attribution. Establish whether the system can distinguish an action taken by the agent from one taken by a user, and whether it preserves the context of delegated authority.
Review effective permissions in combination. Individually narrow grants to separate tools or roles can add up to broad authority when the agent can use them together. Prefer a distinct, lifecycle-managed identity, task-specific scopes, short-lived or just-in-time elevation, and downstream authorization checks. Microsoft’s implementation guidance recommends end-to-end authorization and lifecycle management for agent identities; a display name or chat transcript alone does not establish which principal acted or under whose authority (Microsoft Learn).
3. Which tools, data, and actions should be in scope?
List every callable tool and the operations it exposes. For each, specify which resources the agent may access—such as folders, mailboxes, projects, records, or databases—and whether access is read-only or permits changes. Remove tools unrelated to the approved task, deny access by default, and use explicit allowlists where appropriate.

Enforce boundaries outside the model. For sensitive operations, validate parameters deterministically and require a human approval step rather than trusting the agent to obey a natural-language instruction. Check that the downstream service enforces the authorization decision too; a gateway restriction is not enough if another route can reach the same resource with broader credentials. Microsoft and OWASP both emphasize limiting tool authority and protecting tool interactions (Microsoft Learn; OWASP).
4. Can it resist hostile instructions in user input and retrieved content?
Test direct instructions from users as well as indirect instructions hidden in emails, documents, web pages, retrieved records, memory, and tool results. A useful test gives the agent a legitimate task, then places an untrusted instruction in the material it encounters—for example, a request to disclose data, alter a record, broaden access, or send content externally.
Check two outcomes: whether the agent resists the instruction and whether technical controls stop the attempted action even if the model tries it. Vary the wording and location of attacks, repeat attempts, and rerun the cases after changes to the model, prompt, tools, or data sources. Keep the cases specific to the intended task and record both the attempted behavior and what the controls allowed to happen.
NIST’s Center for AI Standards and Innovation describes an evaluation that added database-exfiltration, code-execution, and phishing scenarios and says malicious instructions were frequently followed in those areas. That is a reason to test such cases, not a success-rate estimate for every agent or a prediction of production behavior. NIST also describes adaptive, task-specific evaluation and multiple attempts: NIST: Strengthening AI Agent Hijacking Evaluations.

5. Where can business data go, and how long does it remain?
Trace data from source to every place the agent may use or expose it. Check which stores it can read, what enters the conversation context or persistent memory, what the platform retains, what appears in logs, what generated output may include, and what downstream tools can transmit. Include cross-user or cross-tenant isolation where it applies.
Verify that access controls, retention, deletion, and output restrictions meet your organization’s requirements. Do not assess exposure only by asking which source files the agent can open: sensitive information can also escape through responses, memory, logs, and subsequent tool actions. Microsoft’s agent-risk guidance calls out these data paths and recommends governing access, retention, and output: Microsoft Learn: Reduce autonomous agentic AI risk.
6. How are models, tools, and other dependencies controlled?
Inventory the components that can affect what the agent does: models, plugins, tools, protocols, retrieval sources, and any component that can change instructions or behavior. Record versions and owners, define who may approve changes, and identify which checks must be repeated after an update.

7. Can people oversee actions, reconstruct events, and stop access?
For high-impact actions, require meaningful human approval before execution. Reviewers need enough information to judge the proposed action and its likely effect; a prompt that asks for approval without showing relevant details is not a useful safeguard. Provide status during execution and a record afterward.
Verify that logs can connect the agent identity and user or delegation context to the permission scope, tool call, parameters or a safe representation of them, downstream authorization result, and outcome. A final chat response alone cannot reconstruct which underlying tools were called or what they changed.
Exercise the controls rather than accepting them as product promises: pause or stop a running agent, revoke its tokens, rotate its credentials, and confirm that downstream access is contained. Microsoft’s guidance covers authorization, audit logging, and revocation; its separate risk guidance addresses oversight and intelligibility (Microsoft Learn: Least privilege; Microsoft Learn: Reduce autonomous agentic AI risk).
8. What should the go/no-go decision record contain?
Record the approved scope and excluded data or actions, accountable control owner, test cases and results, approvers, monitoring plan, review or expiration date, rollback or disable procedure, and unresolved risks. Set an access-review cadence suited to the organization; the cited guidance supports lifecycle governance and reassessment, but it does not establish one universal interval.
Go only when the agent has an accountable owner and attributable identity, its effective authority is bounded to the task, hostile-input tests and authorization controls behave as intended, data handling meets requirements, high-impact actions have suitable oversight, and logging and revocation have been exercised. No-go or narrow the scope if a material control fails or an important data path or permission cannot be established. Reassess after material changes and on the defined review schedule.
NIST announced a concept paper in February 2026 concerning identity and authority of software agents as a potential standards-oriented project; that announcement is not a finished standard. OWASP’s cheat sheet is community guidance, and the cited Microsoft pages are implementation guidance. None of these sources certifies a particular agent or replaces organization-specific legal, privacy, or risk review: NIST: New Concept Paper on Identity and Authority of Software Agents.
