To attribute conversions across connected TV (CTV) and streaming campaigns, connect eligible ad-exposure records with later conversion events, disclose how that match is made, and report the attribution window and credit rules. Then use a conversion-lift study or another credible experiment to estimate whether the campaign caused additional outcomes. A platform-attributed conversion is credit assigned under that platform’s rules—not proof that the ad caused the sale.
What CTV conversion attribution measures—and what it does not
CTV attribution links an ad impression on a television or streaming device to a later event, such as a purchase on a phone, a lead submitted on a computer, or an app install. The connection may be based on platform infrastructure, first-party data collaboration, or another measurement provider’s method. Coverage depends on the eligible inventory, devices, markets, identifiers, consent conditions, and matching approach.

Attribution and incrementality answer different questions. Attribution allocates credit among observed or inferred touchpoints according to a chosen model and matching rules. Incrementality estimates the outcomes that would not have occurred without the advertising, using a counterfactual such as a control group. An attributed conversion can help with reporting and optimization, but it is not, by itself, a causal result or proof of incremental return on ad spend.
- Delivery and exposure: Were ads served, and what audience or devices were reached?
- Attribution: Which conversions received credit under the system’s matching and credit rules?
- Incrementality: How many additional conversions did the campaign cause compared with a credible counterfactual?
Keep those measures distinct in dashboards and budget discussions. Reach and frequency are useful for reach objectives, but they do not establish that a campaign generated conversions. The IAB/MRC Digital Video Ad Measurement Guidelines address impression measurement in digital video, including OTT environments; impression counting is a delivery measure, not downstream outcome attribution.

Build a measurement plan before launch
Start with the decision the measurement must support. Optimizing an audience during a campaign, comparing publishers, reallocating budget, and estimating causal sales lift are different jobs; they may require different metrics and methods. The IAB’s November 2024 cross-channel measurement playbook recommends setting clear objectives and measurable KPIs tied to business decisions.
1. Define the business outcome and conversion event
Specify what counts as a conversion before data begins flowing. Record the event name, its business meaning, the counting rule, revenue treatment, deduplication key, and whether the reported value is gross or net. For revenue, define how refunds, cancellations, taxes, or other adjustments are handled if they matter to the decision. Align the event taxonomy with publishers and measurement partners rather than assuming that identically named events mean the same thing everywhere.
2. Map exposure and outcome coverage
Inventory which streaming publishers and devices provide eligible impression records, which campaign and creative identifiers are available, and where the outcome events are recorded—such as a website, mobile app, CRM, or sales system. Document the countries, event types, conversion environments, and consent conditions covered. Do not assume that all publishers, devices, markets, or sales channels are included just because a report is labeled CTV or cross-device.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problems3. Choose and disclose the linking method
State how an exposure is connected to an outcome: for example, a platform’s attribution infrastructure, a deterministic match using an eligible identifier, a household-level association, or a modeled or probabilistic method. Describe the method accurately. A household-level or probabilistic association is not proof that a particular person watched the ad and then converted. Report the match coverage and material exclusions where the provider makes those details available.

Server-to-server data sharing, including Conversion APIs (CAPI), can support the exchange of exposure and outcome signals. It is an integration and collaboration approach, not an identity solution that automatically links every viewer to an outcome and not a causal test. The advertiser and partners still need to establish lawful data use, consent controls, security, and operational safeguards for their specific implementation.
4. Set the attribution window and credit model
Choose a lookback window that fits the buying cycle and the decision; there is no universally correct window established by the cited guidance. State the window and model in each report. Common models include:
- First-click: gives credit to the first eligible touchpoint.
- Last-click: gives credit to the last eligible touchpoint before conversion.
- Linear: distributes credit evenly across eligible touchpoints.
- Time-decay: gives more credit to touchpoints closer to the conversion.
- Position-based: emphasizes selected positions, often the first and last, while distributing some credit to other touches.
- Data-driven: uses a system’s data and methodology to assign credit; the implementation and limits are provider-specific.
These models describe credit assignment, not causal proof. The IAB playbook recommends selecting and testing models against the business objective and journey complexity rather than treating one model as universally correct.

Define how repeated event records are deduplicated and how overlapping platform claims are handled. A purchase may be credited by more than one platform because each applies its own eligibility, identity, window, and attribution rules. Do not add those reported conversions together and label the sum unique unless they have been reconciled under a stated deduplication method.

6. Plan quality checks and reporting
Agree on the campaign, creative, event, and reporting identifiers before launch. Validate event counts, timestamps, spend, campaign IDs, creative IDs, and outcome values; note missing data, changes in coverage, and reporting latency. Review the process regularly. The IAB playbook recommends interoperable data, quality checks, privacy compliance, audits, and ongoing testing of models and workflows.
Compare measurement methods by the question they answer
These approaches can complement one another, but they are not interchangeable. Compare each option’s outcome scope, matching basis, overlap treatment, causal design, transparency, operational requirements, and market eligibility before treating reports as comparable.
| Approach | Best suited to answer | What to establish before relying on it |
|---|---|---|
| Ad-platform attribution report | Which conversions the platform credits to eligible CTV exposure under its rules. | Eligible publishers, markets, devices, conversion events, matching method, attribution window, model, exclusions, and overlap with other reports. These details vary by platform and configuration. |
| Independent measurement provider | Cross-publisher or cross-channel reporting, depending on the provider’s coverage and method. | Included sources and markets, identity basis, modeled components, deduplication rules, access to methodology, and whether the result is attribution or a causal estimate. The cited materials do not establish one universal provider scope. |
| CAPI or other server-to-server collaboration | Sharing eligible outcome and exposure signals to support measurement and potentially optimization. | Event taxonomy, consent metadata, data flows, security, match coverage, event deduplication, latency, and the parties’ responsibilities. CAPI alone does not establish causality. |
| Conversion-lift or other suitable experiment | Estimating whether advertising caused additional outcomes against a counterfactual. | Control or holdout construction, randomization or matching, contamination risks, sample sufficiency, measurement window, and uncertainty reporting. A platform’s attributed-conversion total is not a substitute for these design details. |
When comparing vendors or reports, also ask whether the measure is delivery, reach and frequency, attributed conversions, modeled contribution, or incremental impact. Those labels should not be treated as equivalent performance measures.

Google Display & Video 360 CTV cross-device reporting
Google’s Display & Video 360 help documentation describes Floodlight attribution from CTV publisher impressions to desktop web, mobile web, and mobile app conversion environments. It defines a CTV cross-device conversion as an ad served on CTV followed by a conversion on a non-CTV device. The documentation lists support for CTV publishers and YouTube in the United States, support outside the United States with exceptions, and no support in the EEA, UK, or Switzerland in its displayed table. It also says Netflix inventory is not fully supported, app-install conversions are supported, and App Attribution Partner measurement is not.

Google Cross-Media Reach
Google describes Cross-Media Reach as a tool for examining deduplicated reach and frequency, including comparison with licensed third-party TV data in select countries. Its guidance says awareness and consideration campaigns are especially suited to reach and frequency measurement. For campaigns intended to drive online sales, leads, or website traffic, Google recommends measuring primarily against those objectives with conversion lift. TV and digital reporting use different navigation, and access to licensed TV data may depend on eligibility or allowlisting.
CTV Conversion APIs
In its October 30, 2025 guide, the IAB presents CAPI as secure server-to-server data sharing that can connect ad exposure with business outcomes, support optimization feedback, and encourage more consistent measurement. The guidance identifies fragmented environments, limited identifiers, and technical barriers as challenges behind inconsistent CTV implementations. The IAB’s accompanying announcement emphasizes alignment on event taxonomies, consent metadata, and data flows.
Recommended Free Tools
The same announcement reported that 75% of advertisers using a CAPI said they were willing to reallocate budgets based on conversion performance, while 72% of publishers cited technical complexity as a barrier to CAPI adoption. These are findings from the IAB’s proprietary 2025 industry survey, not universal benchmarks or evidence that a particular implementation improves performance.

Creative identification and reconciliation
IAB Tech Lab’s ACIF v1.0, updated March 18, 2025, provides a persistent creative identification framework for use across the video advertising supply chain. Its stated uses include cross-platform campaign measurement and campaign reconciliation. A creative ID can help reconcile which ad was delivered; it does not identify the viewer or prove that the creative caused a conversion.
Transparency principles for CTV reporting
IAB Europe published its CTV Measurement Framework and Transparency Principles on October 1, 2026. The Europe-focused framework organizes measurement around delivery, exposure and audience, and performance and outcomes. Examples include impressions and invalid traffic; completion rates, reach, and content context; and conversions, ROAS, incrementality, brand uplift, and attention. Its transparency principles cover standards-aligned definitions, measurement limitations, data collection, device power state, and granular reporting. It is guidance developed for Europe, not law or a globally binding standard.

A useful report lets a reader understand both the result and the boundaries around it. Before comparing campaigns or shifting budget, look for:
Quick wins for a faster PC:

- Exposure scope: included publishers, inventory, devices, countries, and dates.
- Linkage disclosure: deterministic, platform-modeled, household-based, probabilistic, or other matching; include available coverage and exclusions.
- Credit rules: attribution window, model, conversion eligibility, and event deduplication.
- Overlap treatment: how duplicate or competing platform claims are handled.
- Causal evidence: whether a holdout or other experimental design was used, how it was constructed, and how uncertainty is reported.
- Delivery and device context: the impression methodology and relevant power-state or viewability treatment.
If a report gives attributed conversions but does not disclose its window, model, scope, or match basis, treat it as a limited platform-specific credit count rather than a directly comparable measure of campaign impact. If it reports incremental conversions, ask for the experimental design and uncertainty, not just the lift number.
Use direct-response signals as complements, not a census
A QR code or campaign-specific vanity URL can capture some responses associated with a TV ad and may help diagnose creative or offer engagement. It will not capture people who see the ad and later visit through search, another device, a saved link, or a different route. Treat these signals as a subset of observed response rather than a complete measure of CTV contribution.
Likewise, standardize campaign and creative identifiers where possible. The IAB Tech Lab ACIF framework can support creative reconciliation across platforms, while a consistent event taxonomy helps partners interpret outcome data. Neither replaces transparent matching rules or a causal measurement design.
