Account for competing plants, terminals, imports, outages, product requirements, and transport constraints. Because no particular plant or locality is specified here, the U.S. figures below provide context, not a finding about any individual market.
Start by defining what “local demand” means
A plant can meet demand only within a specified market, period, and product scope. “Local” might mean customers reachable by practical truck delivery, a wider area served through rail or water, or a market that also receives cement through terminals. Those boundaries are not interchangeable. Set the boundary from actual routes, terminals, customer locations, product specifications, and delivery economics; do not assume a standard radius. The available information does not establish a delivery radius for any specific plant.

Choose an assessment year and a forecast horizon. A plant’s ability to cover demand during a normal year can differ from its ability during a major maintenance outage or a temporary construction surge. If the decision concerns an expansion, financing, or long-term supply plan, show the period that decision must cover rather than treating one year’s balance as a permanent answer.
Record the market boundary and the rules used to draw it. Include the customers counted inside it, the supply routes considered feasible, and any areas or delivery modes excluded. This makes the result auditable and prevents a national or regional total from being mistaken for the demand actually available to the plant.

Separate cement products and production stages
Capacity and demand must refer to the same product. Determine which cement types local customers require, and whether the plant can produce those types to the relevant specifications. A total reported as “cement capacity” may refer to clinker production, cement grinding, or a broader reported capacity. Treating those measures as equivalent can overstate supply: clinker is an intermediate material, while the market demand being assessed may be for finished cement.
For each plant, verify what the capacity figure measures and what products it covers. The American Cement Association (ACA) describes its plant information as including clinker and grinding capacity, kiln details, fuel use, and cement types produced. The exact information available should be checked with the association; some reports are paid or proprietary.
| Measure | What to establish | Why it matters |
|---|---|---|
| Clinker capacity | Whether the figure is clinker output and which operating lines it covers | Clinker alone is not finished cement available to customers. |
| Grinding capacity | Whether the figure is finished-cement grinding capacity and for which products | Grinding capability may not cover every type customers need. |
| Saleable cement output | How much finished product can be made, handled, and delivered in the assessment period | This is closer to the supply quantity that can be compared with local demand. |
| Product capability | Which cement types the plant can make and whether the required supply is available in the period | A surplus of one type does not necessarily cover a shortage of another. |
Keep cement and clinker separate when reviewing production, shipments, or trade. Do not add clinker imports to cement imports as though both were finished cement ready for the same customers. If a plant relies on purchased clinker or another intermediate input, account for its availability and conversion into the finished products being assessed.

Build demand from the market outward rather than assigning the plant a share of a broad national total. Start with historical consumption or apparent-use data for the defined geography, then divide it by relevant cement product and customer segment where data permit. Customer groups can have different buying patterns and product requirements; a useful estimate distinguishes, for example, ready-mixed concrete producers from other users when the underlying data support that split.
Use local construction activity and other documented market drivers to forecast demand. ACA describes forecasts that segment construction spending and cement consumption across sectors, and describes quarterly consumption data by user group and apparent use by state and market. USGS provides cement supply, demand, and material-flow statistics. Data availability and geographic detail vary, so note the level of each series and do not imply that a national series is a local measurement.

- Choose the demand period. State the base year, the forecast years, and whether the result is an annual total, quarterly profile, or both. A yearly balance can conceal seasonal timing constraints.
- Assemble a historical baseline. Collect the most relevant consumption, shipments, or apparent-use series available for the defined market. Note the source, publication vintage, geographic level, units, and definition for every series.
- Segment the baseline. Separate cement types and customer groups where reliable data allow. Keep unclassified volumes visible rather than silently assigning them to a segment.
- Build forecast cases. Use documented local construction and market assumptions to create low, central, and high cases. Identify the assumptions that change each case; do not present an analytical scenario as a published forecast.
- Check the result against flows. Compare the demand estimate with relevant shipment, production, trade, and stock evidence. Investigate material differences before treating the estimate as settled.
In the United States, USGS’s Mineral Commodity Summaries 2026 gives a 2025 estimate of 110 million tons of apparent cement consumption, 100 million tons of cement shipments, and 84 million tons of portland and blended cement production. These are different national measures, not interchangeable estimates of local demand. USGS separately estimated the value of 2025 cement shipments at $17 billion. None of these totals establishes how much cement a particular plant can sell into its own market.
Reconcile demand with production, trade, and stocks
A material-flow check can help identify whether an estimate is plausible. Where the data definitions and scope permit, a basic apparent-use balance is:
Apparent consumption = production + imports − exports − increase in stocks
Equivalently, a stock draw increases the quantity apparently available for use, while a stock build reduces it. Use the stock convention, period, and units actually reported in the data; do not apply the formula mechanically if the series have mismatched coverage or definitions. Reconcile the resulting estimate with shipment or apparent-use measures rather than assuming that the arithmetic alone proves local consumption.
USGS’s 2026 U.S. summary reports production, shipments, imports, exports, apparent consumption, and stocks as separate lines. That separation is useful: a shipment measure and an apparent-consumption measure may differ because of definitions, timing, trade, or stock treatment. Keep those distinctions visible in the working model and in the reported conclusion.

Trade also needs product-level care. Cement and clinker are distinct flows, and imports may enter through a terminal that serves customers far from the port. Include imports only when the product, destination, timing, and route make them relevant to the defined market. National import reliance is not a proxy for a specific plant’s local competition.

Nameplate capacity describes a stated capability, not necessarily the amount of the right product that can be sold to the defined market during the assessment period. Build an effective-supply estimate for each plant and relevant product. Start with capacity on a consistent basis, then account for operational lines, product capability, planned maintenance, outages, upgrade work, ramp-up, and practical delivery logistics. State the assumptions instead of hiding them inside a single utilization factor.
A transparent model can show the adjustment sequence without implying precision the inputs do not support:
- Reported capacity: record the source’s figure, unit, year, and whether it refers to clinker, grinding, or finished cement.
- Operating capacity: identify which lines are operating, idle, closed, under upgrade, or expected to ramp up during the period.
- Product-adjusted output: limit the estimate to products the plant can actually supply and customers can use.
- Period-adjusted output: reflect the documented maintenance and outage assumptions for the assessment period.
- Market-accessible volume: account for whether the finished product can reach the target customers through workable logistics.
Do not turn the steps into a false-precision calculation if the plant-level inputs are unavailable. Label unknowns, test reasonable cases, and show how much the conclusion depends on them. Where a plant’s total capacity is known but its product mix, operating status, or customer reach is not, the effective volume available to the market remains uncertain.
Historical utilization data can be context, not a universal target. USGS’s 2019 U.S. yearbook material described grinding capacity utilization of 85% or higher as representing full capacity in that historical context. It is not a current target for every plant, a guaranteed output level, or a substitute for checking the plant’s actual product capability and operating conditions.

Map competing plants, terminals, and imports
The relevant supply pool includes more than the named plant. Identify other plants and terminals that can serve the same customers, the products each can provide, and the routes by which those products reach the market. Include imports when they are deliverable to the target area in the required period. A facility outside the local boundary may still compete if its logistics make it a practical supplier; a nearby facility may not be a meaningful source if it cannot supply the required product or route.
USGS’s 2026 U.S. summary describes closed or idle plants, underutilized capacity, upgrades, and ready import availability as market constraints. These conditions are reasons to check effective availability rather than merely summing every published capacity figure. An idle facility should not be counted as normal-period supply without a reasoned assumption about its restart, timing, and product capability. Similarly, an upgrade may constrain supply temporarily even if it is expected to improve capacity later.
For each competing source, record the same basic information used for the target plant: product-specific effective capacity, operating status, delivery reach, and timing. Consistent treatment avoids giving the target plant a conservative outage assumption while counting competitors at full nameplate, or the reverse.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare demand with supply and stress-test the result
Make the core comparison by product and customer segment for the chosen market and period. A single market-wide total can mask a mismatch: total supply may exceed total demand while a required cement type, customer segment, or delivery window remains short. For each row, distinguish the target plant’s effective supply from the rest of the competing supply pool.

| Market and period | Which customers and delivery area are included, and which year or forecast period is measured? |
| Product and segment | What cement type and customer group does the row represent? |
| Demand case | What are the low, central, and high demand estimates, and which assumptions drive them? |
| Target-plant supply | How much effective, saleable volume can the plant provide in that case? |
| Other supply | What competing plant, terminal, or import volume can reach the same market? |
| Balance | Is estimated supply below, near, or above demand, and which inputs dominate that result? |
Stress-test the balance under conditions that could change the conclusion. At minimum, vary the demand case, the target plant’s interruption or upgrade timing, and the availability of competing supply or imports. Treat these as analytical scenarios, not as claims that a particular plant has been modeled. Report any unserved volume only when the underlying supply and demand figures support it; otherwise describe the direction of the balance and the unresolved inputs.
Best Value
A plant can appear adequate in a central annual case yet fail a more demanding case if its usable output is reduced or competing sources are unavailable. It can also appear insufficient if the model omits a practical terminal or import route. The purpose of scenarios is to show where the answer changes, not to select whichever case supports a preferred conclusion.
Use U.S. figures as context, not a local verdict
The national U.S. numbers illustrate why separate measures matter. USGS estimated net import reliance at 21% of apparent consumption for 2025, while estimating 100 million tons of shipments and 110 million tons of apparent consumption for that year. The figures describe national totals and different measures; they cannot be substituted for a local demand estimate or for deliverable imports in a particular market.
USGS also estimated that ready-mixed concrete producers accounted for 70% to 75% of U.S. cement sales in 2025. That national estimate may help explain why customer segmentation can matter, but it does not establish the customer mix in any specific locality. Use local or market-level data when available, and label a national share as context if it is used at all.

Forecasts are dated expectations, not observed outcomes. ACA’s Spring Forecast announcement in 2026 projected a 2.5% decline in U.S. cement consumption for 2026. That forecast should be cited with its date and geography; it does not determine demand in a specific county, metropolitan area, or plant sales territory.
Data sources and limits outside the United States
For a U.S. assessment, USGS provides annual cement statistics and historical information on production, trade, consumption, stocks, and values. Check each dataset’s vintage and definitions; the USGS portal notes that datasets are transitioning to ScienceBase. ACA describes plant characteristics and reports or forecasts at national, state, county, metropolitan, market, and user-segment levels, although availability may depend on paid or proprietary access.
For another country, this U.S.-specific evidence is not a substitute for local data. Use the country’s statistics agency, cement association, customs or trade data, and construction forecasts, and verify that their product categories and consumption definitions are comparable. No locality, plant, capacity, product range, customer book, or local demand series is specified here, so no plant-specific adequacy conclusion can be reached.
What a defensible conclusion should report
A useful conclusion states whether estimated supply appears sufficient for the defined market under the stated cases, and how robust that finding is. It should not say simply that a plant “has enough capacity” based on nameplate output or a national production total.
