Facial recognition software compares a face image with another image or with a collection of images. The first task checks a claimed identity; the second searches for a possible identity. Because those tasks have different error risks, accuracy claims and company comparisons only mean something when they specify the task, system version, test conditions, and safeguards around use.
What is facial recognition technology?
Facial recognition technology (FRT) analyzes facial images to estimate whether they show the same person. It is used in two distinct ways:
As an Amazon Associate I earn from qualifying purchases.
| Task | What it compares | Typical question | Why the distinction matters |
|---|---|---|---|
| Verification (one-to-one) | A face image against one image associated with a claimed identity | Does this image match the identity being claimed? | The system checks a proposed match rather than searching a larger collection. |
| Identification (one-to-many) | A face image against a collection of images | Does this image resemble anyone in this collection? | A search can return a candidate without establishing that the person has been correctly identified. |
The U.S. National Institute of Standards and Technology (NIST) evaluates both verification and identification. Treating the two as interchangeable obscures how a system is being used and what a mistake could mean.

Government agencies use FRT for identity-related and operational purposes. The U.S. Commission on Civil Rights examined uses by the Department of Justice, Department of Homeland Security, and Department of Housing and Urban Development in its 2024 report. Commercial applications include identification and security functions, according to the U.S. Government Accountability Office (GAO).

The label “facial recognition” alone does not describe a deployment. The purpose, image quality, size and composition of the comparison collection, matching threshold, and role of human reviewers can all affect how the technology works in practice. A system that suggests a candidate for human review is not the same operational process as one whose result directly triggers an action.
Which companies make facial recognition software?
There is a commercial ecosystem of algorithm developers and vendors, but the government sources discussed here do not establish a complete company directory or a reliable ranking of the market. NIST’s Face Recognition Vendor Test (FRVT) evaluates commercial and prototype algorithms; it is an independent testing resource, not an endorsement or a directory of every provider.
NIST’s program page, updated in 2025, describes demographic-effects testing covering nearly 200 algorithms from nearly 100 developers and more than 18 million images of more than 8 million people. Those figures describe the scope summarized on that page—not the number of companies currently selling systems, products in active use, or market share.

The FTC’s January 2025 final order concerning IntelliVision is a case-specific example of scrutiny over vendor claims. The FTC said claims about accuracy, bias, training, and anti-spoofing needed support; the order restricts specified claims unless they are backed by competent and reliable testing. It does not establish a general ranking of vendors or performance across the industry.
How accurate is facial recognition?
There is no single accuracy figure that applies to every facial-recognition system or use. Results depend on the task, the particular algorithm and version, test conditions, image quality, matching threshold, and operating context. A score from one setup cannot automatically predict how the same system will perform in another.
NIST’s FRVT provides a way to compare algorithms under defined test conditions, including evaluation of demographic effects. When reviewing a result, check that it applies to the same task and relevant conditions as the proposed use. A general claim such as “the most accurate” or “bias-free,” without specific testing evidence and context, does not tell a reader how the system will perform in a real deployment.

Different kinds of error matter in different ways. In verification, a false match can accept the wrong person, while a false nonmatch can reject the person whose identity is being checked. In identification, a false candidate can direct attention toward the wrong person; a missed match can fail to return someone who is present in the collection. Decision-makers need evidence about the errors relevant to their use, not only an overall performance figure.

Image collection, notice, and tracking
GAO has described concerns about commercial collection and use of facial images, including identifying people in images that were not created for identification and the possibility of tracking. It also noted variation in company privacy policies. These are practical questions to ask: where images come from, what people are told, how long data is retained, who can access it, and whether it is used for purposes beyond the original collection.
GAO’s discussion of federal privacy law reflects the report’s date and should not be read as a statement of current law in every jurisdiction. Legal requirements vary by place and use.

Unequal error and civil-rights impacts
GAO has reported concerns about differences in error rates among demographic groups. NIST measures demographic effects in its evaluations, but findings should be tied to the specific algorithm and test conditions; they do not prove that every system has the same pattern or performance.
In a September 19, 2024, release, the U.S. Commission on Civil Rights said meaningful federal guidelines and oversight for responsible FRT use had lagged deployment. That is a dated federal assessment concerning federal agencies, not a description of every state, local, or foreign law or policy.

Live use and oversight
NIST’s January 2024 framework for passive live facial recognition emphasizes proportionality, human rights, privacy, and appropriate performance metrics. Those considerations can shape whether a deployment is justified, what notice is given, what thresholds are used, who reviews results, and how errors or complaints are addressed.

Enforcement actions make the importance of substantiated claims concrete. In December 2023, the Federal Trade Commission (FTC) announced action involving Rite Aid’s use of facial-recognition surveillance, alleging failures to assess accuracy and use reasonable safeguards. The IntelliVision order finalized in January 2025 addresses specified claims and requires support for them. These matters concern particular companies and allegations or order terms; they do not by themselves determine the facts or rules for every other deployment.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. How to assess a facial-recognition system
For a purchase, policy, or deployment review, ask for evidence that fits the intended use. A useful assessment covers more than a vendor’s headline accuracy claim.
- Define the task. Establish whether the system will verify a claimed identity or search a collection to identify a possible match.
- Identify the tested system. Record the algorithm and version, the evaluation source, test conditions, and the threshold used. Confirm that the evidence applies to the system actually being considered.
- Examine relevant errors. Review false-match and false-nonmatch behavior for the task and conditions at hand, including any reported demographic effects.
- Check operating conditions. Consider image quality, the environment in which images are captured, and how closely those conditions resemble the evaluation.
- Review data governance. Ask about the source and composition of the image collection, retention, access, permitted uses, and notice to people whose images may be processed.
- Set human review and accountability. Specify who checks a result, what evidence they may consider, who can authorize an action, and how a person can challenge an error.
- Plan oversight and incident response. Define how performance and complaints will be monitored, who can suspend use, and how errors or misuse will be investigated and remedied.
No single universal score settles these trade-offs. A credible comparison weighs independent, task-specific performance evidence alongside privacy practices, human review, oversight, and the consequences of an error.
