Define the mission and operating conditions first, then gather evidence about reliability, security, safe behavior, human oversight, and recovery. NIST’s voluntary AI Risk Management Framework (AI RMF) 1.0 and its preliminary public-safety UAS checklist offer useful questions for that work; neither is a certification or a guarantee of safety.
What belongs in the assessment?
Set the system boundary around everything that can affect a flight, an AI-assisted decision, or the response to a problem. NIST’s February 2024 UAS portfolio workshop considered connected systems as part of the operating picture, not as unrelated add-ons. For your assessment, include:
As an Amazon Associate I earn from qualifying purchases.
- The aircraft, sensors, onboard compute, autonomy functions, and AI-enabled features.
- Maps, positioning sources, navigation data, and the processes used to update or authenticate them.
- Communications links, dispatch integrations, fleet-management services, and third-party software or data.
- Streaming, collaboration, storage, and other connected services that carry operational data or AI outputs.
- Operators, supervisors, maintainers, and decision-makers who configure the system, interpret outputs, or act on them.
- Maintenance, downtime, incident response, end-of-life handling, and recovery arrangements.
Write down what is inside the boundary, what is outside it, and which outside dependencies could still affect the mission. A cloud service, a map update, or a communications provider may be operationally important even if it is not part of the aircraft.
How should you define the mission and test standard?
Describe the intended use and operating conditions
Record the mission, intended users, operating environment, and foreseeable unusual conditions before evaluating a product or configuration. Be specific about when, where, and how the system will be used. An assessment for one mission or operating environment may not establish performance in another.

Identify conditions that could challenge the system, including degraded communications, unexpected inputs, changes in the operating context, and situations that were not represented during development, training, or testing. NIST’s preliminary checklist asks, “What will the system do in the event it encounters a situation that is unusual or unexpected?” It also asks whether the system can detect when it is operating in a situation not represented during development, training, or testing.
Set evidence requirements before a demonstration
Define what evidence will count before testing begins. Specify the test conditions, datasets, metrics, tools, and documentation you need. NIST’s AI RMF 1.0 calls for documenting test sets and metrics and demonstrating that the deployed system is valid and reliable. Compare results with the conditions you expect in service, and record where the test conditions differ or results may not generalize.
Keep a traceable record for each test: the system and software configuration, relevant data or inputs, conditions, observed behavior, limitations, and result. This makes it possible to tell whether a later model, map, software, or operating-context change invalidates earlier evidence.
How do you evaluate reliability and safe behavior?
Test expected operating conditions as well as relevant data segments and degraded or unusual conditions. Assess not only whether the system performs its intended function, but also how it behaves when it cannot do so reliably.

- Records the moment you start driving to the moment your ignition turns off
- 2K front camera that features a Sony STARVIS sensor, Drone XC delivers 154 degrees of surveillance coverage for your vehicle
- Requires only a small footprint when it’s mounted to your windshield
- Does it recognize that an input, condition, or situation is outside what it can handle?
- Does it communicate uncertainty, failure, or a loss of capability clearly enough for the operator to act?
- Does it degrade safely, reach an appropriate safe state, or allow timely intervention?
- How quickly can the system detect a failure, and how much time does an operator have to respond?
- Do results remain dependable across the conditions and data segments relevant to the mission?
NIST’s AI RMF and Core emphasize ongoing testing or monitoring. They also call for safety measures that address reliability, robustness, real-time monitoring, and response time when failures occur. Choose measures that match the mission rather than treating a single successful demonstration as evidence of broad reliability.
How secure is the system, and what is its attack surface?
NIST’s preliminary public-safety UAS checklist asks: “How secure is the system? What is the attack surface?” The question applies to the complete system boundary, including aircraft, software and data dependencies, communications, connected services, and recovery resources.
Review security evidence and controls across that boundary:
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Repair Windows errors before they cause bigger problems3Fix the driver behind crashes, sound loss and screen glitches- What security stress testing or red teaming has been performed on the system and its dependencies?
- How are breaches detected and reported, and who receives incident notifications?
- How are operational data and derived data stored and protected in transit and at rest? Who can access, decrypt, or change them?
- Where do maps and positioning inputs come from? How are their origin, updates, and authenticity verified?
- How could accidental or intentional interference, corruption, jamming, or spoofing affect the system, and how would it detect or respond to that?
- What access controls and change records apply to software, models, configurations, and data?
Ask for evidence that matches the deployed configuration and its dependencies. A security claim about one component does not, by itself, establish the security of connected services or the full operational system.

How do you make human oversight real?
Assign a responsible operator and decision owner for each AI-enabled function. “A human is in the loop” is not enough unless the person can understand what the system is doing and intervene in time.
- Specify what the operator sees, including alerts, uncertainty, system status, and relevant limitations.
- Define training and proficiency expectations for the people who supervise the system or act on its outputs.
- State which conditions require intervention and who has the authority to intervene or stop an operation.
- Test whether intervention is practical within the available time and under realistic workload.
- Exercise loss-of-link, unexpected behavior, uncertain or false-positive output, and high-workload scenarios.
NIST’s AI RMF calls for documented roles and oversight. Participants in the February 2024 NIST UAS workshop raised concerns including action without oversight, human reliance and complacency, false-positive identification, liability, and inadequate training. These are topics raised in a workshop, not statistics about how often those problems occur.

- Can affected systems be isolated from clean recovery resources?
- Could the same compromise reach backups, recovery credentials, or other restoration material?
- Can a known-good model or configuration be restored after a bad update or input-data failure?
- What evidence shows that rollback works, and who is responsible for carrying it out?
NIST’s preliminary UAS checklist specifically raises continuity, correlated compromise of recovery resources, and rollback after model or input-data failure. Treat restoration as something to verify, not merely a plan to describe.

How should you compare candidate systems?
Evaluate candidates against the same mission, test conditions, and evidence standard. Use a common record so that a polished demonstration by one supplier is not compared with a different kind of evidence from another.
| Comparison area | Evidence or questions to record |
|---|---|
| Reliability and robustness | Performance under representative conditions and relevant data segments; behavior in degraded or unusual conditions. |
| Failure handling and intervention | How failures are detected, how the system degrades or reaches a safe state, and whether intervention is timely and practical. |
| Security and dependencies | Attack surface, dependency exposure, security testing, incident notification, and recovery arrangements. |
| Data and input integrity | Provenance, authentication, integrity, encryption, access, and handling of operational data and its derivatives. |
| Human oversight | Roles, training, workload, alert usability, and actual authority and ability to intervene. |
| Documentation and lifecycle | Test conditions, metrics, limitations, residual risks, monitoring plan, and recovery evidence. |
For an internal comparison, you can label each evidence item “demonstrated,” “partially demonstrated,” or “not demonstrated,” and attach the supporting material and its limits. This is a practical recordkeeping method, not an official NIST scorecard or certification. Do not treat missing evidence as proof that a system will fail; treat it as a gap that must be resolved or explicitly accepted by the responsible decision-maker.
What must continue after deployment?
Document residual risk and name the person or organization accepting it. Monitor behavior and relevant components in production, review incidents and near misses, and revisit the assessment at defined intervals and after material changes.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Reassess when the model, software, maps, data, dependencies, or operating context changes. NIST’s AI RMF describes ongoing testing and monitoring, while its Core calls for production monitoring and regular safety and security evaluation. Preserve enough records to connect observed behavior to the configuration and conditions in which it occurred.
Which framework and rules should you rely on?
NIST’s AI RMF 1.0, released January 26, 2023, is voluntary and application-agnostic. NIST says the framework is being revised, so confirm its current status when using it. NIST’s public-safety UAS checklist appears in the CSAIRM February 2024 Workshop Outcomes, created January 21, 2025 and updated January 22, 2025; NIST describes the checklist as preliminary. It is a practical question set to adapt to the mission and applicable requirements, not a universal aviation standard.
For U.S. operations, consult current FAA material that applies to the particular operation. The FAA guidance index cautions that guidance documents generally lack the force and effect of law unless expressly authorized by statute or regulation or incorporated into a contract. The index alone does not determine the rules for a specific flight, waiver, operating category, or jurisdiction. Verify the applicable current FAA requirements before making a legal or operational decision.
