There is no single Samsung Galaxy switch for every download. To stop a download from waiting for Wi-Fi, first identify whether it is a system update, an app update from Google Play or Galaxy Store, or a download from one particular app. Each has a separate setting, and mobile-data availability can depend on your device, carrier and region.
Allow Google Play app updates over mobile data

Open the Google Play Store.

Tap your profile picture, then go to Settings > Network preferences > Auto-update apps.

Select an available option that permits mobile data if you want automatic updates away from Wi-Fi. If the menu offers only Update over Wi-Fi only or Don’t auto-update apps, those choices respectively restrict automatic updating to Wi-Fi or turn it off; they do not enable cellular updating. The choices shown can vary by Play Store version, device model and software version. Samsung’s app-update guidance covers the Play Store route and notes that the stores have separate settings.

Change Galaxy Store app updates separately
For apps managed by Galaxy Store, open Galaxy Store > Menu > Settings > Auto update apps and choose the setting you want. Changing the Google Play preference does not change this one: Play Store and Galaxy Store manage their app updates independently. See Samsung Canada’s guide to managing Galaxy app updates.

When a Samsung system update is waiting for Wi-Fi
Samsung Electronics Service’s guidance for Android 9–12 documents this path: Settings > Software update > Wi-Fi auto download. On a device with that setting, turning off Wi-Fi auto-download does not cancel the update; the guidance says a download may proceed when mobile data is active. It does not guarantee that every Galaxy update can use cellular data: carrier restrictions, file-size limits and charges may apply. The instructions are documented for an older Android range, so they should not be treated as a universal path for current Galaxy models. Samsung Electronics Service’s system-update guidance is specific to its Korean support context.
If the menu differs, search Settings for Software update or consult the support guide for your exact model and carrier. Do not assume that turning off Wi-Fi auto-download disables system updates altogether or overrides carrier restrictions.

Limit or allow mobile data for one app
Some Galaxy devices provide per-app network controls. On supported models, including the Galaxy S23 series covered by Samsung’s EU English manual, open Settings > Connections > Data usage > Allowed networks for apps, select the app and choose from the network options offered. Depending on the device, those may include Wi-Fi, mobile data or both. The setting may not appear on every model. Samsung cautions that mobile-data use can incur additional charges. Samsung’s Galaxy S23-series manual documents this control.

Check Data Saver and background data
Android’s Data Saver is separate from an app store’s auto-update preference. Google says Data Saver can affect Google Play when Wi-Fi is unavailable. Its help page explains how to allow Google Play unrestricted background data on Android 7.0 or later: open the device’s Data Saver settings and permit unrestricted data for Play Store. The exact Settings labels can vary by Android version. See Google Play Help: Turn on background data.

Confirm which store owns the app
If only some apps are waiting, check whether each one is managed through Google Play or Galaxy Store, then change that store’s own auto-update preference. A preference in one store will not control the other.
Consider carrier and plan restrictions
Even with a mobile-data option selected, a carrier may restrict large system downloads, or your plan may charge for cellular use. Samsung’s system-update page includes Korea-specific carrier examples dated December 2021; those figures are not a current or international guide to carrier limits. Check your carrier’s terms before allowing large downloads over mobile data.
