To remove the Change a password button from the Ctrl+Alt+Del screen, enable the user-scoped Remove Change Password policy. To restrict a particular Active Directory account from changing its password, use that account’s User cannot change password setting instead. These controls do different things: hiding the button does not block password changes prompted by Windows, while the Active Directory option is an account-level restriction.
Choose the control that matches your goal
| Control | Scope | Effect | Important limit |
|---|---|---|---|
| Remove Change Password policy | User policy on supported Windows 11 editions | Removes the Change Password button from the Ctrl+Alt+Del security screen. | Does not block a change required or prompted by Windows, such as when a password expires. |
| User cannot change password | One Active Directory account | Prevents that account from changing its password. | It is an account permission, not a setting for hiding the Ctrl+Alt+Del button. Do not try to set it by directly editing UserAccountControl. |
| Local-account management tools | Local user accounts | Local accounts can be managed with Local Users and Groups, NET.EXE USER, or Microsoft.PowerShell.LocalAccounts cmdlets. | The documented tools do not establish one identical set of steps for every edition or account type. |
Hide the Ctrl+Alt+Del Change Password button
Microsoft documents the user-scoped DisableChangePassword policy for Windows 11 version 21H2 and later. Its effect is to remove the on-demand Change Password command from the Windows Security dialog—not to impose a complete ban on password changes.

Using Local Group Policy Editor
- Sign in with an account that can edit local policy, then open Local Group Policy Editor.
- Go to User Configuration > Administrative Templates > System > Ctrl+Alt+Del Options.
- Open Remove Change Password, select Enabled, and apply the setting.
- Check the Ctrl+Alt+Del security dialog in the targeted user’s session. The Change Password button should no longer appear.
This is a user policy, so verify that it is applied to the intended user. If the button remains visible, check the effective user policy and its scope rather than assuming a device-level setting has been applied.

Microsoft’s policy documentation notes that users may still be able to change a password when Windows prompts them—for example, when an administrator requires a change or the password is expiring. Use this policy to remove the self-service entry point, not when the requirement is to prevent all changes.

Using mobile device management
For MDM, Microsoft documents the user policy URI ./User/Vendor/MSFT/Policy/Config/ADMX_CtrlAltDel/DisableChangePassword. The ADMX-backed policy uses a string SyncML payload (Format: chr). Administrators should follow Microsoft’s ADMX-backed policy and SyncML requirements; the URI is not itself a registry command.
The policy maps to SoftwareMicrosoftWindowsCurrentVersionPoliciesSystemDisableChangePassword. Prefer the documented policy-management method for the device rather than treating the registry mapping as a separate, universal procedure.

Restrict password changes for an Active Directory account
For a domain account, use the account-level User cannot change password option in Active Directory Users and Computers. Microsoft describes this setting as preventing the account from changing its password. It is available when creating an account and in the user’s account properties.
- Open Active Directory Users and Computers and locate the user account.
- Open the account’s properties and find the User cannot change password option.
- Select the option and apply the change if administrators intend to retain control of that account’s password.
Microsoft gives Guest and temporary accounts as examples of accounts for which an administrator might retain this control. The restriction is not the same as hiding the Ctrl+Alt+Del command: it applies to the specified Active Directory account.

Do not attempt to create this permission by directly changing the userAccountControl attribute. Although Microsoft documents the ADS_UF_PASSWD_CANT_CHANGE flag, it says the permission cannot be assigned by directly modifying that attribute.
Local and Microsoft-backed accounts need separate consideration
Windows local accounts are managed through Local Users and Groups, NET.EXE USER, and Microsoft.PowerShell.LocalAccounts cmdlets. Local Users and Groups manages users on the local computer and cannot manage accounts on a domain controller. The available interface and exact steps depend on the Windows edition and configuration, so confirm the tools present on the specific PC before following a local-account procedure.

Do not assume that an Active Directory account option applies to a local account or to a consumer Microsoft account. The cited Microsoft documentation does not establish that either the local-account tools or the Active Directory restriction controls the password for a consumer Microsoft account. Identify whether the sign-in is local, domain-based, or Microsoft-account-backed before choosing a control.

Common troubleshooting checks
- The button still appears: confirm the policy is enabled for the intended user and that management is targeting user scope.
- A user can still change an expiring password: this is consistent with the policy’s documented limitation; it removes the on-demand button rather than blocking prompted changes.
- Password rules are not the same setting: password policy governs password characteristics and behavior; it is separate from the policy that removes the Ctrl+Alt+Del command.
- Settings seem inconsistent: verify the account type and which authority manages it before changing permissions. Local, domain, and Microsoft-backed identities do not share one universal management surface.
