How to Address the Skilled Labor Shortage in Manufacturing

Manufacturers can address workforce gaps by defining role-specific skill needs, improving retention, connecting training to real work, and measuring outcomes locally.

Manufacturers can respond to skilled-worker shortages by identifying the specific roles that are hardest to staff, improving retention and internal development, and building training pathways tied to real work—such as employer-linked registered apprenticeships. The right mix depends on local needs; national projections and surveys describe workforce pressures, but they do not identify a single intervention that will reliably eliminate vacancies.

What the labor figures do—and do not—tell employers

There is no single national number that captures the current skilled-labor shortage in manufacturing. The commonly cited figures measure different things: projected occupational openings, a multi-year industry study estimate, and manufacturers’ survey responses. None is a real-time count of unfilled jobs at U.S. factories.

Employment and projected openings are different measures

The U.S. Bureau of Labor Statistics reported that more than 12.8 million people were employed in manufacturing in 2024, and its 2026 analysis projected the sector’s overall employment to be little changed from 2024 through 2034. Over that same period, BLS projected nearly 1 million openings per year on average across production occupations. Those openings are not all manufacturing vacancies: the production-occupation category covers work across industries, and most projected openings reflect workers permanently leaving an occupation, including through retirement or transfer, rather than newly created jobs.

This distinction matters for workforce planning. A sector can have nearly flat total employment and still need to recruit or train many people each year as workers leave. An annual opening projection is therefore useful for understanding replacement demand, but it cannot tell an employer how many positions are vacant at a particular site, how difficult each is to fill, or what share of openings are for a specific skill.

Industry estimates and surveys are not vacancy counts

A 2025 Manufacturing Institute and Deloitte study, summarized by the National Association of Manufacturers in The State of the Manufacturing Workforce in 2025, projected that 3.8 million manufacturing jobs would need to be filled over the next 10 years, with nearly half potentially unfilled. This is a decade-long study projection, not a BLS forecast or an observed count of current vacancies.

In the National Association of Manufacturers’ December 4, 2025, Fourth Quarter Manufacturers’ Outlook Survey, 72.1% of respondents cited skilled production workers—including technicians, welders, and machinists—among their hiring needs. That percentage describes survey respondents’ reported needs; it is not a census of manufacturers or a vacancy rate for the industry.

The different measures can all be useful when kept in their proper scope. Use national projections to understand broad workforce patterns, and use site- and role-level data to decide what your organization should do next.

Start with the roles and skills that are actually difficult to staff

“Manufacturing workers” is too broad a category for an effective hiring or training plan. A plant may be struggling to hire maintenance mechanics while filling other positions readily; a neighboring facility may have a different mix of equipment, work, and skill gaps. Define the problem at the level of occupations, tasks, and competencies before choosing a response.

Build a local priority list

For each facility, review vacancy duration, turnover, overtime, retirement risk, production effects, and the time it takes a new employee to perform work independently. Compare roles by the operational problem a vacancy creates, not just by the number of openings. A job that is difficult to fill but has little production impact may need a different response from a position whose prolonged vacancy creates a bottleneck or concentrates critical knowledge in one person.

Separate the job title from the skills required to do the work. Record the equipment, tasks, safety or quality responsibilities, and level of independence expected. Then identify which skills candidates must already have and which can be taught after hire. This makes it easier to distinguish a genuine shortage of a specialized competency from a posting that combines too many requirements or expects a new hire to arrive fully trained for a site-specific job.

Use occupational examples as a starting point, not a universal job list

The U.S. Department of Labor’s Apprenticeship.gov advanced-manufacturing page identifies roles that include CNC machine operator, mechanical engineering technician, mechatronics technician, precision machinist, tool and die maker, industrial manufacturing technician, maintenance mechanic, robotics technician, and quality technician. These examples help employers and partners discuss occupational pathways, but the right set of roles depends on the facility’s actual work and equipment.

Technology can also shift the skills a position requires. BLS links projected demand for industrial machinery mechanics to the continued adoption of automated manufacturing machinery that needs maintenance and repair. Its 2026 manufacturing analysis projected 41,200 additional industrial machinery mechanics in manufacturing from 2024 to 2034. This is a projected increase in employment for that occupation within manufacturing, not a count of vacancies or proof that every plant will need the same number of mechanics.

Retain and develop the workers already in the organization

Recruitment is only one part of the response. When experienced workers leave, employers can lose practical knowledge as well as headcount; when current employees have a credible way to learn new skills and advance, an employer may be able to meet some changing needs internally. The National Association of Manufacturers’ 2025 workforce-study summary identifies retention and upskilling as parts of the response to workforce challenges.

Review conditions that affect retention

Look at pay progression, schedule predictability, supervisor support, access to training, and whether employees can see a next step in the organization. Review these factors by role and, where the data allow, by work group or tenure. A general retention initiative may miss a problem concentrated in one shift, occupation, or supervisor relationship.

Make advancement routes visible. Explain what skills or demonstrated capabilities qualify an employee for a more advanced role, how training is accessed, and whether the transition changes pay or responsibility. If an employee can gain relevant skills but sees no path to use them, training alone may not address the underlying retention issue.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Plan for knowledge transfer before a departure

For roles where experienced employees may retire or otherwise leave, identify work that depends on undocumented know-how. Use cross-training, mentoring, task documentation, and planned handoffs to help transfer that knowledge. BLS’s projected production-occupation openings are primarily replacement openings, which makes workforce continuity a practical concern even when an employer is not expanding its total headcount.

Knowledge transfer should be specific enough to be useful: identify the tasks a successor must perform, the situations that require judgment, and how the employee or supervisor will confirm readiness. A checklist or procedure can capture repeatable steps, while hands-on practice and mentoring can help with skills that depend on working directly with equipment.

Choose training that connects to the job

Training is more likely to address an employer’s needs when it is mapped to the actual role, assessed against defined competencies, and connected to an opportunity to use the skill at work. Employers can build that connection through internal training, short courses, community-college programs, or registered apprenticeship. The sources available here establish registered apprenticeship as a model and describe participation, but do not provide a side-by-side ranking of cost, completion, vacancy reduction, or productivity outcomes across these approaches.

What registered apprenticeship provides

The U.S. Department of Labor’s Employment and Training Administration describes Registered Apprenticeship as a model combining paid work, mentoring, classroom instruction, progressive wage increases, and a portable, nationally recognized credential. Apprentices learn while doing the work, with training structured around competencies and progression rather than classroom instruction alone.

Apprenticeship.gov reports that 97,500 registered apprentices were served in advanced manufacturing in 2025, a 20% increase over five years. That figure indicates the scale and growth of participation; it does not by itself establish completion rates, retention, employer return, or a causal effect on vacancies.

In a Department of Labor advanced-manufacturing factsheet, Thomas Gombos, Maintenance Manager at Mack Trucks’ Lehigh Valley Operations, described his company’s experience: “Through customized training, our apprentices build their skill sets working directly with our equipment, enabling them to become very efficient in supporting our manufacturing facility as they progress through and complete the program.” This is a company representative’s testimonial, not an independent outcome study; it illustrates how an employer describes training on its own equipment, rather than proving a result that applies to every program.

Compare training routes against the same questions

Do not select a program simply because its label sounds comprehensive. Compare options against the role, the skills to be taught, and the evidence the employer needs. The table summarizes decision questions; comparable cost and outcome rankings are not established by the cited sources.

Training route Questions to answer What the cited sources establish
Registered apprenticeship Does the work-based learning match the role and equipment? Who mentors the apprentice? How are competencies assessed, wages progressed, and classroom instruction scheduled? What credential is earned, and who handles program administration? The Department of Labor describes paid work, mentoring, classroom instruction, progressive wages, and a portable, nationally recognized credential. The sources do not state a general employer cost or comparative outcome ranking.
Short-course upskilling Does the course teach a defined skill the employee can apply at work? How is competence verified, and what follow-up practice is available? A comparative cost, duration, or outcome ranking is not stated in the cited sources.
Community-college program Can the curriculum be aligned to local roles and schedules? How will classroom learning connect to practice on the employer’s equipment? A comparative cost, duration, or outcome ranking is not stated in the cited sources.
Internal training Can qualified employees train others consistently? What needs to be documented, and how will readiness be assessed across shifts or supervisors? A comparative cost, duration, or outcome ranking is not stated in the cited sources.

Work with partners on role-specific competencies

The Department of Labor says its advanced-manufacturing occupational frameworks are competency-based and developed with employers, educators, and workforce experts. An employer can use a relevant framework as a starting point for defining what a role requires, then work with a local technical college, community college, workforce board, apprenticeship sponsor, or other workforce partner to shape instruction and work-based learning around local needs.

Confirm program availability and requirements with the prospective sponsor or partner. Registration processes and program structures vary by jurisdiction and sponsor, so an employer should not assume that a particular occupation, curriculum, or apprenticeship arrangement is available everywhere in the same form.

Make recruitment clearer and broaden the pipeline

Employers and workforce partners can make the work easier to understand for people considering a manufacturing career. A job posting that describes tasks, equipment, required skills, schedules, training, and advancement opportunities gives candidates more useful information than a list of generic traits or an unexplained set of credentials. It also helps employers see whether their requirements reflect the work or simply reproduce past hiring criteria.

Describe the work candidates will learn to do

Specify the core tasks and distinguish essential entry requirements from skills that can be developed after hire. Explain what training is available, what work schedule applies, and what advancement may look like. Where a role involves specialized equipment or technical problem-solving, describe the responsibilities in terms a candidate can understand rather than relying only on an internal job title.

Connect employers with educators and communities

Work with schools, technical and community colleges, and community organizations to explain what modern production work involves and what skills local employers need. Use the same role descriptions and competency expectations in those conversations that the employer uses in its training plan. That alignment can help partners build relevant learning pathways without assuming that any single recruiting tactic will outperform the others.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The National Association of Manufacturers’ workforce-study summary identifies technology, automation, and AI as factors associated with changing skill needs. That is a reason to revisit role requirements and training content as work changes—not evidence that every facility needs the same new job title or training program.

Measure whether the response is working locally

Before launching a hiring or training initiative, record a baseline for the roles it is intended to affect. Choose measures that correspond to the problem: difficulty attracting candidates, long time to proficiency, attrition after hire, or recurring loss of experienced workers. Without a baseline, it is difficult to tell whether a program changed the result or whether the role, labor market, or production conditions changed at the same time.

Choose measures that reveal where progress stalls

  • Time to fill: Track how long priority vacancies remain open, using a consistent start and end point.
  • Vacancy duration: Record how long each role remains vacant, rather than relying only on a site-wide average.
  • First-year retention: Follow new hires by role and cohort to see whether recruiting gains persist after placement.
  • Time to competency: Define the capabilities that mark readiness for the work and record how long employees take to demonstrate them.
  • Apprentice completion: Track entrants through completion and identify where participants leave the pathway.
  • Internal promotion: Measure movement into priority roles from within the organization.
  • Productivity or quality measures: If used, choose a job-relevant measure and compare it against a baseline with the conditions recorded.

Review results by role and cohort. A site-wide improvement can conceal a persistent bottleneck in one occupation, while a change in the mix of hires can make two cohorts hard to compare. Record relevant program changes and operating conditions so decision-makers do not attribute every change to training.

The cited sources report projections, survey responses, and apprenticeship participation; they do not establish which intervention produces the largest reduction in vacancies or the strongest productivity gain. Local measurement is therefore a way to make a better decision about whether to continue, revise, or expand a program—not a guarantee that a particular result will follow.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Turn the framework into an implementation plan

  1. Select a defined set of roles. Use facility-level vacancy, turnover, overtime, retirement, and production data to identify a manageable priority group.
  2. Specify competencies. For each role, document tasks, equipment, expected independence, and which skills are required on entry versus teachable on the job.
  3. Check retention and knowledge-transfer risks. Review pay progression, schedules, supervisor support, advancement access, and where departure could leave critical work undocumented.
  4. Choose a training route. Compare internal training, short courses, college programs, and registered apprenticeship using curriculum fit, assessment, paid work, mentoring, credential portability, employer effort, and available partner support.
  5. Align with partners and confirm requirements. Work with an appropriate educator, workforce board, or apprenticeship sponsor; verify local availability and how the program is structured.
  6. Set the baseline and review dates. Record the selected measures before launch, then review outcomes by role and cohort at intervals appropriate to the program.
  7. Adjust based on observed results. If hiring improves but retention does not, investigate the employee experience; if training participants do not reach competency, revisit the curriculum, mentoring, practice opportunities, or assessment.

The goal is not to adopt a program because it is prominent nationally. It is to build a repeatable local pathway that develops the capabilities the facility needs, gives workers a reason and a route to progress, and produces enough evidence to refine the approach.
