You can keep review comments inside an HTML file by embedding each comment as annotation data and linking it to the passage or element it refers to. The file then carries both the document and its comments, so it can be shared as a local copy without requiring a separate annotation repository. The format alone does not provide a comments interface: reviewers still need a tool or workflow to create, display, edit, and preserve annotations.
How portable comments work
The W3C Web Annotation Data Model describes an annotation as connected resources, typically a body and a target: the body is the comment, and the target identifies what it is about. A target can be the whole page or a specific part of it, such as an HTML element identified by its ID. Selectors can identify a particular segment more precisely.

For comments to travel with a local copy, the annotation data must be stored in that HTML file and refer to content in that file. W3C’s Web Annotation Data Model defines the data concepts; it does not define a transport protocol or make a browser render comments automatically.

Ways to represent annotations in HTML
W3C’s Embedding Web Annotations in HTML note describes JSON-LD, RDFa, and fragment identifiers as mechanisms that can express annotations in HTML. For example, JSON-LD can be embedded in a script element using the Web Annotation profile, with a target pointing to an HTML element by ID. RDFa is another option discussed in the note.

These are representation choices, not built-in review controls. A plain HTML file containing annotation data may be portable, but a reviewer still needs compatible software or a custom workflow to find comments, show them alongside the right text, make changes, and save those changes back into the file. W3C’s 2017 note calls the approaches preliminary and does not specify interface behavior, so do not assume every browser or HTML editor supports them.
When keeping comments in the file is useful
- Personal notes: Keep annotations with a saved page so they remain associated with that copy.
- Small, file-based reviews: Send the modified HTML file to a reviewer, for example as an email attachment, instead of requiring everyone to use a shared annotation repository.
- Offline-first work: Annotate locally, then potentially extract and publish the annotations to a protocol-based store later. W3C describes this as a possible workflow, not a feature supplied automatically by the format.
- Collaborative authoring across tools: A shared annotation model can make it possible for different tools to view or interact with the data without requiring the group to choose one central annotation repository. Interoperability still depends on the tools implementing the model.
Embedded comments versus hosted annotation
A hosted annotation service is a different workflow: comments are associated with online content through the service rather than necessarily being stored in a standalone HTML file. The distinction matters if you need the comments to travel with a file that can be opened independently.

| Question | Comments embedded in an HTML file | Hosted annotation service |
|---|---|---|
| Does comment data travel with the HTML file? | Yes, if the annotation data is actually embedded in the shared copy. | Not established for a standalone HTML file by the service description. |
| Does the workflow require a service or account? | Not inherently; the file can be exchanged locally, though software is still needed to work with annotations. | Uses a hosted service; account requirements depend on the service and workflow. |
| Can review happen offline? | Local exchange and offline-first annotation are possible, subject to tool support. | Offline behavior is not established by the cited service description. |
| How are annotations represented? | W3C describes standards-based options including JSON-LD and RDFa. | Hypothesis says its technology is based on web standards; that statement alone does not establish that its stored annotations are embedded in an HTML file. |
| How do reviewers find and discuss comments? | A compatible viewer or editing workflow must provide that behavior. | The service offers an online collaboration workflow for annotating online content. |
Hypothesis is one hosted option for collaborative annotation of online content. Its accessibility page says an IDRC external review found its annotation client met WCAG 2.1 Level AA criteria in the review context described there; account setup interactions were not covered by those reviews. These vendor statements describe its hosted service and accessibility review, not proof that comments are contained in a standalone HTML file.
Practical checks before sharing a file
- Confirm that the comment body and its target are both included in the copy you send.
- Use stable target references, such as element IDs, when the comment is meant to point to a particular part of the page.
- Agree on a tool or process for displaying and editing annotations; the data format does not supply one.
- Test the saved, shared copy with the intended reviewer workflow so you know comments remain attached to the right content and can be preserved after edits.
The W3C HTML embedding note is a Working Group Note published in 2017, and its status section says such a note may be updated, replaced, or obsoleted. Treat it as standards guidance for possible representations, not as a current turnkey application specification.
