Plex documents a way to pin Discover on its Android TV app; the official materials reviewed do not establish a Plex-specific integration with Google TV’s launcher. Follow the steps below for the screen you mean.
Show Plex Discover recommendations inside the Plex app

Open Plex on your TV and go to the left navigation sidebar. If Discover is not listed among your pinned sources, open More and find Discover.

Open or focus Discover, then move left to open its source menu and choose Pin. Plex Support describes this route for its big-screen apps, including Android TV.

Return to the Plex app home screen. Pinning Discover gives quick access to some Discover rows there. Depending on your configured services and accessible sources, Discover can show titles from Plex Media Servers, Plex’s free streaming service, and other streaming services.

For Discover to indicate where a title is available, configure the streaming services you use in Plex’s app or account settings. If Discover is missing or disabled, sign in to Plex’s web app and open Account > Online Media Sources. Check the controls for the Discover source and its display options.
Why Plex rows do not necessarily appear on the Google TV launcher
The Plex app home screen and Google TV launcher are separate interfaces. Pinning Discover changes the Plex app; it is not a setting for Google TV’s home screen. Google’s recommendations are controlled by Google TV and can depend on services you use and viewing activity, among other signals. Google also says default ordering and selections can depend on installed apps, saved services, popularity, and partner agreements.

The official Google help materials reviewed do not establish that Plex can be selected as a Google TV recommendation service across devices or regions. In particular, do not assume that adding or enabling Plex in a Google TV service list will expose your personal Plex libraries or Plex Discover rows in the launcher.
If you want Plex easy to open
Pin or move the Plex app among the apps shown on Google TV, using the launcher’s app controls. This provides quicker access to Plex, but it launches the app; it does not create Plex recommendation tiles in the launcher.

Control personal-library recommendation rows in Plex
Discover is for content discovery across accessible sources. Rows based on a personal Plex library are controlled separately by the Plex Media Server administrator. The administrator can manage which library recommendation rows appear on Plex player app home screens. For a row to appear for a user, that user must have the relevant library pinned in the Plex sidebar; the user’s pinned-source order also affects where the row appears.
After server recommendation settings change, the updated rows may not appear immediately because the Plex app can cache data. Refresh or restart the app if needed.

Create a custom collection row
A server owner can make a collection appear as a Home or library Recommended row, including a smart collection. Plex requires the server owner to have an active Plex Pass for this collection-row feature. This is optional and is not required to pin Discover.
