GitHub Copilot code review is available in Azure Repos as a public preview, but the available evidence does not establish how an in-house reviewer was built or how it performed against CodeRabbit or other tools. What can be explained is how to enable Copilot, what its review comments do, what CodeRabbit publicly describes, and how to run a comparison that could support a credible winner.
What AI pull request review in Azure DevOps can do today
Microsoft Learn documents GitHub Copilot code review for Azure Repos. Microsoft announced the feature as a public preview on August 26, 2026; its September 30, 2026 update discussed review effort levels and audit events for changes to the configuration. GitHub Docs also lists Azure DevOps support as a public preview. Preview status and options can change, so check current vendor documentation before enabling it.

Copilot is an advisory reviewer, not an approval authority. Microsoft says it always leaves a Comment review and never approves a pull request or requests changes. Its comments therefore do not satisfy required-reviewer policies or block a merge.
How to enable Copilot review in Azure Repos
Microsoft’s documented setup requires enablement at all three scopes: organization, project, and repository. The precise labels and placement of controls may change while the feature is in preview; use Microsoft Learn’s current Azure Repos Copilot code review instructions for the live UI path.
#1 Best Overall
- Enable the feature at each scope. An organization administrator, project administrator, and repository administrator may need to configure their respective scopes before reviewers can request a review.
- Set the review effort. The project or repository administrator can choose the default effort. Whether an individual reviewer can override that default depends on the project’s override setting.
- Request a manual review. In a pull request, open the reviewer list and request GitHub Copilot. Choose the repository default effort or another effort permitted for that review.
- Configure automatic review separately. To request reviews automatically, set up a branch policy for each target branch. Enabling Copilot by itself does not make all pull requests receive automatic reviews.
- Check the agent pool. Review runs use an Azure Pipelines agent pool. Select a supported pool; Windows images and self-hosted agent pools are not supported for this feature.
What happens after Copilot leaves a review
- Copilot’s review consists of comments; it does not approve a pull request, request changes, satisfy a required-reviewer rule, or prevent a merge.
- Comments may include suggested changes. People can respond to or resolve comments, but Copilot does not read replies or continue the discussion.
- Copilot does not automatically review new commits added after its pass. Request another review to get a fresh pass on the updated pull request.
Teams should retain whatever human review and branch protections they require. A Copilot comment is additional feedback, not a replacement for those controls.
How review effort affects usage and cost
The repository default and any permitted per-review choice determine the effort used for a review. Microsoft’s documentation says higher effort generally uses more tokens and can increase review cost. GitHub describes Balanced as routing pull requests to a higher-reasoning model for more involved review; that is the vendor’s description, not independent evidence that it finds more defects.
Microsoft Learn describes one GitHub AI credit as US$0.01. That is a billing unit, not a fixed price per review: actual cost depends on tokens used and configuration. Check the current billing documentation and your organization’s usage records before forecasting spend.
What is established about CodeRabbit
CodeRabbit’s official pricing material describes AI reviews for pull requests and CLI, one-click fixes, learnings, coding-agent loops, built-in pre-merge checks, limited Change Stack access, and usage-based reviews beyond included limits for eligible use. These are product descriptions, not evidence of review accuracy or superiority in Azure Repos.
Rank #3
CodeRabbit’s FAQ, accessed in 2026, states a price of US$0.25 per reviewed file for eligible continued reviews after included usage. It is a conditional, usage-based figure—not a universal price for every review or plan—and pricing can change. Consult CodeRabbit’s live pricing page and FAQ for current plan-specific terms.
How to benchmark an in-house reviewer against Copilot and CodeRabbit
A comparison is only meaningful if each reviewer sees equivalent work and the results are judged consistently. The available sources do not report an in-house system’s architecture, model, prompts, repository context, test set, or measured results, so they cannot support a claim that it beats—or trails—either product.
Rank #4
1. Fix the test set and inputs
- Run every reviewer on the same pull requests, repository context, and code snapshots. Record the dates and versions used.
- Document whether each reviewer receives equivalent repository context, custom instructions, and review effort. If the products cannot be configured equivalently, describe the differences rather than implying a like-for-like test.
- Keep the evaluation set representative of the work the team actually wants reviewed. If seeded or known defects are included, label them as such and keep track of which cases each reviewer had a chance to inspect.
2. Decide what counts as a useful finding
- Use a written rubric to distinguish actionable defects from style preferences, duplicates, and false positives.
- Record finding severity and whether a finding is genuinely actionable; do not treat a larger comment count as better performance.
- State who labels findings and how disagreements are resolved. Report denominators and uncertainty where applicable so readers can see how much evidence supports the result.
3. Report quality, coverage, speed, and cost separately
For each tool, report issue precision and severity, missed seeded or known defects if those were tested, coverage, latency, and usage cost. Define how each measure is calculated and its denominator. Keep workflow behavior separate from defect-finding performance: a tool may differ in how it comments or triggers without having demonstrated better accuracy.

Record whether reviews are manual or automatic, how inline comments and suggested changes work, whether a tool can approve or block a merge, what happens after a new commit, and what human review remains necessary. For Copilot in Azure Repos, the documented limits are advisory comments and an explicit request for a fresh review after new commits.

5. Verify data handling before drawing security conclusions
Compare each vendor’s current terms and configured data-handling settings before making retention or privacy claims. The available product materials do not establish comparable guarantees across Copilot, CodeRabbit, and an in-house system. Describe the settings actually used and avoid turning an unverified assumption into a security result.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What a fair conclusion can—and cannot—say
The documented material supports a practical account of Copilot’s Azure Repos setup and workflow, plus CodeRabbit’s stated features and conditional pricing. It does not provide a controlled benchmark or enough detail about an in-house reviewer to name a winner. A publishable comparison needs the test records: the systems and configurations used, the pull-request set, the labeling rubric, and the measured results.
