When the internet is down, a business may still be able to take payments and keep its POS working—but those are separate capabilities. An offline payment can be a deferred authorization, not a guarantee that the transaction will settle. Meanwhile, a POS can keep selected business data on the device and synchronize changes later. Confirm both behaviors with your payment provider and software vendor before relying on them.
This guide explains how to accept payments when the internet is down, how store-and-forward works, and what your POS must do to recover safely when connectivity returns.

What “offline” means for payments and a POS
A connectivity failure can affect at least two distinct systems: the payment terminal’s ability to communicate with the processor, and the POS application’s ability to read or update business data. A terminal might support an offline payment mode even if the POS cannot operate locally; a POS might continue using local product or customer records even though its payment terminal cannot accept cards.
Offline data storage does not authorize a card, and a payment terminal’s offline feature does not automatically preserve orders, inventory, or customer records. Treat them as separate capabilities to configure, test, and monitor.

How can I accept payments when the internet is down?
There are two distinct approaches in Adyen’s documentation: offline EMV and store-and-forward (SAF). Which one is available depends on the provider, terminal integration, supported cards and schemes, issuer or card settings, geography, transaction type, and configured limits. Ask your provider which exact combination applies to your account and devices; “offline capable” is not a universal terminal feature.
| Mode | What happens during the outage | Important trade-off |
|---|---|---|
| Offline EMV | The terminal checks the chip and PIN, where applicable, and requests approval according to issuer configuration. The transaction may enter the clearing stream. | Approval behavior depends on card and issuer settings; this is not the same as a real-time processor authorization. See Adyen’s offline payments documentation. |
| Store-and-forward (SAF) | The terminal or supported mobile integration stores transaction data and submits it after connectivity returns. The transaction is accepted without real-time verification. | Issuer declines may occur later. Adyen says merchants are fully liable for failed captures, chargebacks, and disputes arising from offline payments. See Adyen’s offline payments documentation. |
Adyen states: “You are fully liable for the risk of failed captures, chargebacks, and disputes related to payments that you process offline.” An offline receipt therefore confirms that the terminal recorded the transaction, not that funds are guaranteed.
How store-and-forward works
With SAF, transaction details wait in a terminal or supported SDK queue instead of being sent for immediate verification. When the connection is restored, the device forwards the queued transactions to the payment platform or host. J.P. Morgan Payments describes its Store and Forward function as buffering transaction data during inconsistent network connections and submitting the queue to its payment host when the connection stabilizes. Its documentation says offline approval can occur during the transaction flow, but the later submission still matters to the payment outcome: J.P. Morgan Payments Store and Forward.

Bank of America’s merchant-help page, dated January 14, 2025, describes its SAF mode as storing offline-processed transactions and transmitting them for authorization once back online. It identifies Countertop A80 and Portable A920 standalone terminals as supported for that product. These are examples for that specific service, not a guarantee that an independently purchased terminal will work with another merchant account: Bank of America SAF Mode.
When offline payment modes will not work
Do not assume that a payment queue will keep accepting transactions under every kind of outage. Adyen says its SAF mode does not work if Adyen’s payment platform itself is down; the described function addresses lost internet connectivity between the device and platform, not a platform outage. Availability also varies by supported integration, card scheme, transaction type, country, and account configuration. Adyen documents additional security-attestation requirements for its Mobile SDK, and its described mobile flow does not support offline EMV. Check the current platform documentation and obtain provider confirmation for your exact setup: Adyen offline payments.
If a network is reachable but your primary internet link is not, cellular connectivity may provide another route. Adyen lists 3G/4G as an alternative to offline payment capability. Cellular backup cannot help where there is no usable cellular coverage either: Adyen in-person payments.

How can a POS keep working locally?
POS offline mode is an application and data-design question, separate from card authorization. For example, Microsoft documents Store Commerce for Windows switching from the channel database to an offline database when the Commerce Scale Unit is unavailable; synchronization then moves data between those databases. That functionality keeps the POS application’s data path available under the documented conditions, but it does not itself enable offline card payments: Microsoft’s Commerce offline POS documentation.

How does a POS sync after it comes back online?
Reconnection is not simply “upload everything.” Payment queues and ordinary business records have different failure modes and need distinct recovery policies.

Reconcile payment queues with the provider
Use the payment provider’s supported submission, retry, webhook, and reconciliation mechanisms. Adyen documents sending stored payments when internet service returns and describes retries and webhook practices; a failed authorization may remain failed or later succeed after a retry. Keep stable local transaction IDs and provider references so staff can distinguish a retry of an existing sale from a new sale, and reconcile uploaded transactions against provider records and settlement results. Define what the POS displays for pending, rejected, and completed uploads rather than treating a successful upload as equivalent to settlement.
Choose a conflict policy for each kind of business record
A conflict occurs when a local copy and server copy of the same record have both changed while the device was disconnected. In Microsoft’s documented model, an administrator setting determines whether local or server edits win. The described resolution operates at the record or table level rather than merging only the changed fields, so a winning version can replace other edits to that record: Microsoft’s mobile offline overview.

Offline acceptance trades real-time verification for continuity. Set acceptance rules and financial exposure limits with the provider, and make sure staff know when to stop taking offline payments. The reviewed provider documentation does not establish a universal numeric limit or sizing formula for transaction amounts, aggregate exposure, queue size, or outage duration; those values must be agreed for the actual provider and configuration.
- Confirm the processor, terminal model, POS or SDK integration, card schemes, country, and transaction types support the intended offline mode.
- Set per-transaction and aggregate exposure limits, queue-size limits, and an outage-duration assumption with the provider.
- Decide when staff must stop accepting offline payments and what the customer receipt should say about a deferred transaction.
- Specify what staff should do if power fails or a device is lost before queued transactions upload.
- Keep stable local transaction IDs and provider references, and use the provider’s documented retry, duplicate-recognition, webhook, and reconciliation facilities.
- For business data, define local retention, sync priorities, idempotent update behavior, conflict rules, telemetry, and operator-visible recovery states.
Test the failure and recovery paths
Test with the actual payment processor, terminal or SDK, POS integration, and hardware configuration—not just with an application disconnected from the internet. Include the following scenarios because deferred payment and synchronization behavior can fail at more than one point:
Free tools Windows power users keep installed

- Internet disconnection and reconnection, including an outage long enough to reach the agreed operating limit.
- An interrupted upload, a repeated submission, and a duplicate-looking sale.
- A deferred authorization that is rejected, and the staff workflow for explaining and resolving it.
- Local storage exhaustion, application restart, and device restart while transactions or business-data changes are queued.
- Simultaneous edits to a record locally and on the server, confirming the configured conflict outcome and operator visibility.
- Power loss or device loss before queued data is uploaded, confirming what can be recovered and what must be handled manually.
These are implementation checks, not guaranteed provider features. Confirm expected outcomes and recovery procedures with the vendors responsible for the payment path and POS data path.
Questions to take to a payment or POS provider
- Is the proposed mode offline EMV, store-and-forward, or both—and which card schemes, transaction types, countries, and integrations are supported?
- Does it continue to operate if only the internet link fails, or also if the payment platform is unavailable?
- What per-transaction, aggregate, queue-size, and time limits can be configured, and what behavior occurs when each limit is reached?
- How are pending transactions retried, identified as duplicates, reported through webhooks, and reconciled against authorization and settlement records?
- What liability applies if a deferred authorization fails, and what receipt language and staff procedures does the provider recommend?
- For a mobile SDK, what device security or attestation requirements apply, and which offline modes are actually supported?
- For the POS data layer, which records are available locally, how long are they retained, what takes priority during sync, and how are conflicts surfaced to staff?
There is no single “offline mode” to buy
A resilient setup is a combination of payment acceptance rules, local POS data behavior, synchronization and reconciliation policies, and a tested response for staff. Evaluate each part against the failure you need to handle: lost internet, unavailable payment platform, unavailable POS service, or a total loss of network coverage. Provider and implementation details determine what remains usable in each case; the term “offline” alone does not.
