The Ministry of Defence’s Defence Nuclear Enterprise oversees the wider lifecycle, which continues through retirement and safe disposal.
Who is responsible at each stage?
No single company carries a submarine from initial programme planning through disposal. Publicly described responsibilities are divided across government and industry.

Where are UK nuclear submarines built?
Construction is concentrated at BAE Systems’ shipyard in Barrow-in-Furness. The Ministry of Defence’s 2026 update says all UK submarines are manufactured there and identifies Barrow as the only UK facility equipped and licensed to design and build the country’s nuclear submarines. This is the site for the boats themselves; reactor design and manufacture are centred at Rolls-Royce Submarines’ Raynesway site.
BAE’s publicly described role spans design, construction, testing and commissioning. The government material does not provide a replicable account of the engineering sequence, test procedures or detailed build schedule.

How propulsion and fleet maintenance fit into the lifecycle
Propulsion support at Raynesway
Rolls-Royce Submarines provides the nuclear propulsion plant and its in-service support. The 2026 government update identifies Raynesway as the hub for reactor design and manufacture. Public sources establish these organisational responsibilities, not reactor internals or operational maintenance instructions.
Maintenance and upgrades at Devonport
Babcock supports the fleet through maintenance, upgrades and other through-life services. Devonport is a key site for deep maintenance and refuelling or defuelling. These are specialist, regulated activities; public government descriptions do not set out practical refit or refuelling procedures, and they should not be inferred from the high-level account of responsibilities.

- ASSEMBLY AND PAINTING REQUIRED (glue and paint not included)
- Contains parts to build one model.
What happens when a submarine leaves service?
Retirement does not end the work. Boats awaiting dismantling receive regular essential maintenance, and radioactive substances can remain in reactor-compartment pipework and components after fuel has been removed. Government guidance therefore treats safe management as an ongoing responsibility through the disposal process, rather than as something completed when a submarine leaves active service.

Which submarines are in service, and what is planned next?
The fleet status below is the position stated in the Ministry of Defence’s 2026 Defence Nuclear Enterprise Annual Update. It distinguishes boats in service from boats still to be delivered and future replacement programmes.

| Class or programme | Role or purpose | Status in the 2026 update |
|---|---|---|
| Vanguard | Ballistic-missile submarines | Four submarines in the fleet. |
| Astute | Attack submarines | Five in service, with two more to be delivered. |
| Dreadnought | Replacement for Vanguard | Under construction; not yet an operational replacement. |
| SSN-AUKUS | Next-generation attack submarine intended to replace Astute | In development. The programme involves the UK, Australia and the United States; future construction and deliveries remain plans. |
The fleet counts and programme statuses are dated to the 2026 update and may change. The government says UK construction of SSN-AUKUS is planned principally at Barrow, with next-generation reactor work planned for Raynesway. It describes an intended production cadence of one SSN-AUKUS submarine every 18 months as an ambition to double the current build rate, not an achieved rate. It also describes approximately £6 billion of investment over the Spending Review period for modernisation across Raynesway, Barrow and the supporting supply chain; that is a period-specific programme figure, not a per-submarine cost.
Why the lifecycle is spread across so many organisations
Submarine construction, propulsion support, fleet upkeep and disposal are distinct, long-running responsibilities, each requiring specialist facilities and oversight. The SDA says it commissions work from a supply chain of more than 1,000 suppliers, while the DNE coordinates the lifecycle at enterprise level. The result is a network rather than a single factory or contractor: Barrow builds boats, Raynesway supports reactor work, Devonport undertakes key fleet maintenance, and government oversight continues through retirement and disposal.

What public information does—and does not—explain
Official sources describe who builds and supports UK submarines, where major work is based, the broad fleet status and the direction of future programmes. They do not establish detailed technical specifications, boat-by-boat costs, precise schedules, or practical instructions for reactor servicing, refuelling, refitting or dismantling. Those details should not be filled in by inference from the public organisational overview.
