The Navy manages submarine coverage across the force as boats move through training, certification, deployment, and maintenance; public evidence does not show a dedicated one-for-one replacement whenever an attack submarine enters extended repair. A boat may spend two to three years in depot maintenance, while the Navy’s notional training-and-deployment cycle is about 18 months. The public record explains the planning system and its constraints, but not which submarine is assigned to cover a particular boat, deployment, or mission.
What “replacement” means in practice
Here, replacement is best understood as a fleet-level coverage question, not an automatic hull swap. The Navy generates readiness across submarines in different stages of training, certification, deployment, and maintenance. Fleet commanders and other Navy organizations coordinate readiness, demand, resources, and schedules so the force can meet operational requirements.

The Government Accountability Office (GAO) reported that the Navy had 44 attack submarines in fiscal year 2025: 20 Los Angeles-class and 24 Virginia-class boats. That is a dated force count, not a live inventory or a measure of how many submarines were available for tasking. GAO’s August 27, 2026, public report withholds sensitive operational-availability information and comparisons between U.S. force generation and strategic competitors. It therefore cannot establish how many boats were ready at a given time or identify a substitute for a specific submarine.

The Optimized Fleet Response Plan (OFRP) is the Navy’s force-generation construct for integrating commands, readiness, operational demand, resources, and schedules. Attack submarines follow the Fleet Response Training Plan and certification directives specific to their type commander. The cycle describes how readiness is generated; it does not disclose deployment assignments.

Training, certification, and deployment
As described by Navy officials to GAO, the Fleet Response Training Plan includes 12 months of training and certification followed by a notional six-month deployment. GAO describes that as an 18-month operational cycle, or 19 months when a 30-day post-deployment stand-down is included. “Notional” matters: this is the planning cycle described in the report, not a promise that every submarine deploys on the same schedule or for precisely the same duration.
Organizations involved
- Fleet commanders oversee readiness generation and certification.
- The Office of the Chief of Naval Operations coordinates global force management.
- Naval Sea Systems Command (NAVSEA) oversees design, construction, delivery, and maintenance.
- Navy Personnel Command assigns sailors.
- Naval Supply Systems Command supports supply.
These responsibilities show why coverage is coordinated across commands and support systems rather than determined by maintenance alone. They do not disclose classified deployment allocations or prove that a particular available boat is assigned as a replacement.

Why extended repairs affect coverage for so long
Attack submarines undergo extensive depot maintenance only a few times over their life cycle, but each such period can last 24 to 36 months, according to Navy officials as reported by GAO in 2026. Intermediate maintenance is shorter and less complex. A depot period can therefore span multiple notional training-and-deployment cycles, making the effect a fleet-planning challenge rather than a simple scheduling gap.
Availability planning also begins well before work is underway. NAVSEA’s Submarine Maintenance Engineering, Planning and Procurement (SUBMEPP) program describes availability planning as identifying maintenance and modernization requirements and anticipating material needs to support safe, reliable submarine operations. This explains how maintenance is prepared; it is not evidence of which submarine covers a mission during another boat’s repair.

Where attack-submarine depot maintenance is performed
Four public naval shipyards provide attack-submarine depot maintenance: Portsmouth, Norfolk, Puget Sound, and Pearl Harbor. Two private shipyards that build nuclear-powered vessels—General Dynamics Electric Boat and Huntington Ingalls Industries Newport News Shipbuilding—also sometimes perform attack-submarine depot maintenance.
GAO’s August 2026 report found that about 11 percent of attack-submarine depot maintenance at public shipyards was completed on time during fiscal years 2016–2025. In 2018, GAO noted that private-yard capacity could help mitigate delays. A subsequent Navy plan moved two additional attack-submarine maintenance availabilities to private yards, with potential for further moves. That is historical policy context, not evidence that private capacity has resolved current maintenance challenges; GAO’s 2026 report says those challenges remain.

What the reported delays and costs measure
For the ten years examined, GAO reported more than 15,000 lost operational days and estimated $3.4 billion in related costs to sustain active attack submarines and their crews while they provided no operational capability. Those figures describe the period and measures analyzed by GAO, not a current annual loss.

Active idle time concerns an active submarine that has lost certification while waiting to enter maintenance. Inactive idle time concerns a boat awaiting decommissioning and reactor defueling. Neither category should be mistaken for a ready boat waiting to take over another submarine’s mission.

The Chief of Naval Operations’ 2024 Navigation Plan set a goal of 80 percent operational availability by 2027. GAO’s public report does not disclose the classified availability assessment against that goal, so the target should not be read as an achieved result or as a public count of replacement boats.
What public information can—and cannot—show
Public sources describe the force-generation cycle, maintenance system, shipyards, and some of the costs of delay. They do not provide a submarine-by-submarine substitution plan. GAO explicitly omits classified operational-availability information and comparisons of U.S. force generation with strategic competitors. As a result, readers cannot use the public report to determine the number of boats immediately available, whether coverage is guaranteed for a given mission, or which submarine substitutes for a specific boat in extended repair.
