To claim input tax credit (ITC) under India’s GST, first confirm that the purchase qualifies under the law, then match the supporting documents to your books and GSTR-2B, and report only the eligible amount in GSTR-3B. A credit appearing in GSTR-2B is a reconciliation input—not, by itself, proof that you may claim it.
What GSTR-2B does—and does not—tell you
GSTR-2B is a read-only, static, auto-drafted statement. It is not a return to file. It brings together document information from sources that include suppliers’ GSTR-1/1A filings, GSTR-5, Input Service Distributor GSTR-6 and import information from ICEGATE. The GST Portal advises taxpayers to reconcile it with their own books and records, but also cautions that legal restrictions beyond the portal’s displayed indicators may affect eligibility. For a registered person, Section 16 generally allows credit for tax on inputs used or intended for business, subject to statutory conditions. The claim may also be restricted by the nature and use of the purchase, including apportionment between business and non-business use or taxable and exempt supplies, and by blocked-credit rules. Assess entitlement separately from whether a document appears in the statement. CGST Act, including Sections 16 and 17
How to reconcile GSTR-2B with your purchase records
- Download the statement for the return period. On the GST Portal, go to Services > Returns > Returns Dashboard > File Returns, then open the GSTR-2B tile after the statement is generated. The portal offers Excel and JSON downloads. GST Portal: GSTR-2B access and download FAQs
- Match documents invoice by invoice. Compare GSTR-2B with your purchase register and source documents. Useful matching fields include supplier GSTIN, invoice or debit-note number and date, taxable value, tax amounts and place-of-supply details. Check import and ISD documents against their corresponding records as well. Keep the working file or other audit trail showing how each difference was handled. - Classify every difference before filing. Do not let a mismatch silently flow into the claim. Use an exception list to identify missing or incorrect supplier records, amendments, credit notes, duplicate bookings, differences in period or classification, and items shown as unavailable. Record the investigation, any supplier follow-up and the final treatment.
- Decide whether and when an exception can be claimed. If supplier data is missing or incorrect, investigate the source and applicable conditions for the tax period; ask the supplier to correct its reporting where appropriate, and retain the correspondence. A missing statement record is an issue to resolve, not automatic proof either for or against entitlement.
- Reconcile the final claim back to the books. Before filing, ensure reported amounts agree with the underlying documents and accounting records, that credit notes and amendments are reflected appropriately, and that no invoice has been claimed twice.
Common reconciliation exceptions
| What you find | What to check before filing |
|---|---|
| Purchase record is missing from GSTR-2B | Check invoice details, supplier reporting and the applicable legal conditions for the period. Follow up with the supplier where appropriate; do not assume the statement omission settles eligibility. |
| GSTR-2B details differ from your books or invoice | Check the source document and whether a supplier amendment or correction is needed. Record the discrepancy and its resolution. |
| Credit note or amendment appears | Determine its effect on the amount to be reported and make the appropriate adjustment. Check that the original and amended documents are not both counted in a way that overstates credit. |
| Invoice appears more than once or is already claimed | Trace it to the purchase register and prior return working papers; prevent a duplicate claim. |
| Portal marks an item unavailable | Review the reason shown and assess other applicable legal conditions. The portal’s unavailable categories are not a complete list of restrictions. |
| Reverse-charge inward supply appears | Check that the reverse-charge liability is reported and tax is paid; take related ITC in the prescribed GSTR-3B table only if otherwise eligible. GST Portal: GSTR-2B FAQs on reverse charge |
Check legal eligibility before entering ITC in GSTR-3B
Use GSTR-2B as evidence to reconcile, not as a legal clearance. For each proposed credit, check the transaction and the rules applicable to its tax period. In particular, consider whether:
#1 Best Overall
- the claimant is a registered person and the purchase is used or intended for business;
- you hold an appropriate supporting document, such as a supplier invoice, debit note, bill of entry or prescribed ISD document, with the required particulars;
- the goods or services have been received and other applicable statutory conditions are met, including relevant supplier reporting conditions for that period;
- the credit is restricted because of non-business use, exempt supplies or a blocked-credit provision; and
- the claim is within the applicable time limit and no reversal or payment condition applies.
Section 17 provides for restrictions and apportionment. Section 17(5) blocks specified categories subject to statutory exceptions; examples include certain motor vehicles, food and catering, membership, personal consumption, gifts or free samples, and goods that are lost or destroyed. These examples are not a complete test: check the statutory provision and any applicable exception against the specific transaction. CGST Act, Section 17
Report eligible credit and reversals in GSTR-3B
Prepare GSTR-3B from the reconciled figures, not from an unreviewed portal total. The GST Portal may populate values using system-generated information, and says those values are presently editable; edited fields are highlighted. Treat the generated summary as a starting point, compare it with the books and your eligibility assessment, and report eligible ITC and any required reversals in the applicable tables. Reverse-charge liability and related credit must be reported in the prescribed manner, with tax paid before taking the related credit where required. Keep the return working papers that connect the reported figures to the purchase register, GSTR-2B, invoices, import documents, ISD records, payment evidence and supplier follow-ups. This makes the calculation and any adjustments explainable later. CBIC: Input Tax Credit Rules

Time limit for taking credit
For the general rule in Section 16(4), credit for an invoice or debit note cannot be taken after 30 November following the end of the relevant financial year, or after filing the relevant annual return, whichever comes first. This wording is reproduced in CBIC Circular 237/31/2024-GST, dated 15 October 2024. Specified older cases may qualify for retrospective relief under Sections 16(5) or 16(6), but only if their particular conditions are met. Apply the rule for the relevant tax period and verify any claimed relief rather than relying on older guidance that gives a different general deadline. CBIC Circular No. 237/31/2024-GST

Under the prescribed rules, failure to pay the supplier the value of the supply plus tax within 180 days can require reversal and reporting of the credit, with the possibility of taking credit again on payment in the prescribed manner. Check the transaction type, applicable exceptions and the version of the rules governing the period before applying this consequence. CBIC: Input Tax Credit Rules
