Tetris began as a puzzle Alexey Pajitnov made in Moscow in 1984, but its journey abroad was not a single, orderly sale of “the rights.” The game spread informally before competing Western companies and the Soviet export agency ELORG tried to define who could publish which versions. The best-documented turning point came in 1989, when Henk Rogers secured handheld rights and licensed them to Nintendo for the Game Boy.
How did a Moscow computer puzzle reach Western players?
Pajitnov developed the first version of Tetris while working at the Dorodnicyn Computing Centre of the USSR Academy of Sciences, according to the Smithsonian. The official Tetris history identifies the machine as an Electronika 60. These accounts place the game’s origin in 1984, years before the international licensing contest became a headline story.

The game’s early spread and its formal rights history are different stories. The official chronology says a version was ported to IBM PC in 1985 and circulated in the Soviet Union. In 1987, Tetris launched on PCs in North America and Europe. By then, the puzzle was already crossing borders, while legal authority to publish particular versions was still being negotiated and interpreted.

Why did the rights become a Cold War-era contest?
ELORG (Electronorgtechnica), a Soviet state-owned export agency, played a central role in the formal negotiations. The puzzle’s quick circulation did not mean that every publisher had permission for every format. A 2025 federal court filing describes platform-specific categories in the 1989 competition: computer, home console, arcade and handheld. Those categories matter because an agreement covering one kind of game could not simply be treated as authorization for all the others.

Robert Stein’s early licensing activity and later claims became part of a confusing chain involving Western publishers and differing interpretations of platform rights. The available summaries do not support the simple version in which one party secured all Tetris rights at the outset. The 1989 contest instead involved parties seeking rights for particular platforms, with ELORG at the center of the formal process.
What the different accounts say
| Source and type | Useful for | Important limit |
|---|---|---|
| Official Tetris history | The company’s chronology of ports, releases and Rogers’s handheld deal. | It is a company account, not a detailed adjudication of every disputed contract. |
| Smithsonian account | Placing Pajitnov’s work at the Academy of Sciences and summarizing early rights outcomes. It says Spectrum Holobyte received U.S. PC rights, while Nintendo secured handheld and console rights. | It is a compressed overview, not the underlying agreements. |
| 2025 federal court filing | Describing the licensing race and the relevant platform categories. | A filing’s description is not a court judgment validating every historical claim it recounts. |
| Google Arts & Culture collection page | Broad context and identification of the 1987 game Tetris: The Soviet Challenge. | Its compressed account differs in detail from other summaries, so it should not stand alone as an account of contract terms. |
The Smithsonian’s summary helps show how the eventual rights were divided, but it should not be used to erase the uncertainty around early agreements. The safest distinction is between the broad chronology—multiple platform rights were contested—and the precise terms and authority of individual contracts, which cannot be inferred just from the fact that a version appeared.

- ACCESSIBLE & ENGAGING - The giant game board measures 12 x 12 inches – almost 2 inches larger than the regular game, making the pieces easier to see and pick up!
- SIMPLE, YET CHALLENGING – It's the perfect strategy game for the whole family! It takes less than a minute to learn but can be played over and over again as players' strategies evolve.
- JUST ONE RULE - Players take turns placing their 21 pieces on the board. Each piece must touch another of the same color, but only at the corners!
- PLACE & BLOCK - Fit as many pieces on the board as possible while strategically blocking opponents!
- PLAY TO WIN - The game ends when no more pieces can be placed down, and the player with the lowest number remaining wins!
Why was the Game Boy deal so consequential?
Rogers’s handheld arrangement connected the rights dispute to one of the most visible releases in Tetris’s early history. The official timeline says he met Pajitnov, obtained handheld rights in 1989, and licensed them to Nintendo; the Game Boy launched with Tetris as its bundled game. The key point is not that this settled every earlier dispute in one stroke, but that handheld authorization had become a distinct, valuable category rather than an automatic extension of computer or console permissions.

One account may describe a PC deal, another a console arrangement, and another handheld rights, while sounding as though each is claiming “Tetris.” Unless the platform, territory, date and authority of the agreement are clear, those claims are not necessarily about the same license.

What is historical record, and what is film dramatization?
The licensing race was real, and the 2025 federal filing describes The Tetris Effect as a book focused on that Cold War-era contest. It also characterizes the film adaptation as suspenseful and dramatized. A dramatic scene, compressed timeline or constructed confrontation in a film should not be treated as documentary evidence merely because it is built around real negotiations.
The filing is useful for understanding how the book and film are framed; it is not a judicial finding establishing the truth of every event depicted or described. For historical claims, prioritize dated chronology and accounts that identify the scope of a rights agreement, rather than treating cinematic storytelling as a contract record.

Why do later accounts disagree about credit and ownership?
A recent Scientific American article offers a sharply critical interpretation of later ownership litigation and argues that Pajitnov’s collaborator Vadim Gerasimov was under-credited. Those are attributed arguments, not settled conclusions established by the chronology above. The claims should be distinguished from the narrower, documented milestones about when the game was created, which platforms were being negotiated, and when Rogers obtained handheld rights.
For readers weighing competing histories, ask four questions: which platform and territory are at issue; when and under whose authority was an agreement made; whether the account is a company chronology, museum overview, court-file description or critical commentary; and whether a statement is a documented event or an interpretation. That approach avoids turning a genuinely tangled licensing story into either a clean hero narrative or an unverified accusation.
